Board of Health Minutes
April 13th, 2011
Board Members Present: Dr. Ruth Rector-Wright, Cinde Ebeling,
Harold King, Nancy Cox, Judy Shannon, and Sandra Dulakis.
Others Present: Mr. Greg Ingham, (City Manager), Benny Cantwell,
Mike Allen, Jerry Morphis, and Dr. Sidney Ontai, Medical Authority.
Staff Members Present: Kelli Shurbet, RN (DON) and Sheila Carter,
Secretary.
Cinde Ebeling called the meeting of the Plainview-Hale County
Board of Health to order at the Unger Memorial Library on April

13, 2011 at 12:30 P.M.
First Item on Agenda: Invocation. Benny Cantwell gave the
invocation.
Second Item on Agenda: Administer Oath of Office. Cinde Ebeling
administered Oath of Office to Harold King.
Third Item on Agenda: Approval of minutes from the January 12,
2011 meeting. There was no correction to the minutes from the

January 12 2011 meeting. Sandra Dulakis entertained a motion to
nd
approve the minutes as written and Nancy Cox 2the motion.
Minutes were approved as written.
Fourth item on Agenda: Review of expenditures. Judy Shannon
made a motion to approve the expenditures for December 2010,
nd
January 2011, and February 2011, Nancy Cox 2 the motion.
Expenditures were approved as written.
Fifth Item on Agenda: Update and discusses communicable disease
reports: Kelli reported that there was an increase in STD’S we are
seeing about 4 a week. We have had about 11 cases of Shigella, and
5 for the month. Kelli also reported that we had a positive TB on a 6
year old. Dr Ruth-Rector Wright reported that she is still seeing
some flu cases.
Sixth Item on Agenda: Health Department News. Kelli Shurbet said
we had gotten the grant renewal for immunizations and that
everything was fine and she has already sent it back to the State.
The Environmental grant will be coming sometime in May. Our State
nd
site visit will be on May 2 and our quarterly meeting will be May
th
17 2011.
We will be having our Back to School free shot clinic every
Wednesday in the month of June. The School nurse’s have been
sending out letters to the parents telling them when the back to
school shots will be given.

We will be going to Coronado Junior High on August 11 to give
shots to the Seventh graders at registration. There will not be
anyone at the Health Department on that day to give shots but we
will have someone here to read TB test and answer questions for
people.
Seventh Item on Agenda: Discuss other health concerns the board
would like to address. Cinde Ebeling introduced Jerry Morphis the
Special Project Coordinator for Hale County, and Mike Allen the
Training Officer with the City of Plainview. Dr. Ontai, ask if there
was a plan in place in case of an emergency as who to call and what
to do. Mike Allen said the City and the County doesn’t have anything
to do with that now that the State runs it. Dr. Ontai, ask if someone
could come and talk to us about it. Greg said we might check with
the State Health Department in Lubbock Texas, to see if someone
could come and refresh us on changes that have been made. Jerry
Morphis said that Kelly Northcott is in charge of that now. Kelli
Shurbet said she will call him and see if he could come to the next
Board meeting.
Mike Allen said they need to get more people to help with the Point
of Distribution exercises. Cinde Ebeling, ask if the people that was
on the list of volunteers knew if they were on the list and if they
still lived in the County or if they were still alive. Mike Allen said
yes that they knew they were on the list. Jerry Morphis said that
they need more volunteers in Petersburg and Abernathy. Cinde
Ebeling ask if there were certain professions that they need. Jerry
Morphis said all kinds of volunteers are needed. Cinde Ebeling, ask
if we could have the nursing program help and that way we would
involve the younger generation. Mike Allen said that they could use
anyone from age 16 and above. Dr. Ontai said that South Plains
College might be interested in helping. Kelli Shurbet said that the
nursing student’s have to have so many hours of community
services. Dr. Ontai said that the main reason is that as a Health
Board we are just interested in how we can help the community.
Eighth Item on Agenda: Next Meeting Date. The next meeting will
be October 12,2011.
Ninth Item on Agenda: Adjourn. Judy Shannon entertained a motion

to adjourn and Nancy Cox 2.
