November 13th, 2013
Board Members Present: Stacie Hardage, Nancy Cox, Dr. Ruth
Wright, Harold King, Charlotte Adams, and Sandra Dulakis.
Others Present: Dr. Sidney Ontai, Medical Authority, and Perry and
Cassie Collins Professor of Counseling and Psychology.
Staff Members Present: Kelli Shurbet R.N. (DON), and Sheila Carter
Secretary.
Sandra Dulakis called the meeting of the Plainview -Hale County
Board of Health to order at the Unger Memorial Library on
November 13th, 2013 at 12:30 P.M.
First Item on Agenda: Invocation. Harold King gave the invocation.
Second Item on Agenda: Approval of minutes from the April 10th,
2013 meeting. Sandra Dulakis ask for approval of the July 10th, 2013
Minutes. Dr Ruth Wright entertained a motion to approve the
minutes as written, and Stacie Hardage 2nd the motion. Minutes
were approved as written.
Third item on Agenda: Review of expenditures. Nancy Cox
entertained a motion to approve the expenditures for June 2013,
July 2013, and August 2013. Harold King 2nd the motion.
Expenditures were approved as written.
Fourth Item on Agenda: Health Department news/ Update and discuss
Communicable disease reports: Kelli Shurbet said that there had
been 20 cases of the flu reported. Kelli said there was a shortage
on PPD and we can only order 20 doses at a time.
Ruby Riggins our long time nurse retired as of Oct 1st. We are in the
process of hiring someone else to take her place.
Fifth Item on Agenda: Topics of concern the Board would like to
discuss from previous meeting. Sandra introduced Perry and Cassie
Collins Licensed Professional Counselors. He works for Regence
and MHMR they provide services to people in the Community.
He spoke about the 3 D's in defining abnormal behavior which is
Distress, Disability, and Deviance. He said at least 30% of
Americans will suffer from at least one major psychological disorder
during their lifetime and about 15% of Americans will suffer from
major depression, and that this rate seems to be increasing.
Antidepressants are among the most frequently prescribed drugs in
the United States.
Perry also said that ADHD is very common to diagnosis and can be
treated with medicine. Other Pervasive developmental disorder's is
Autism, Asperger disorder, Mental Retardation, and Bi Polar. There
are a lot of children being diagnosed with Bi Polar. Hale County has
a lot of people with Depression and Anxiety disorder.
Sixth Item on Agenda: Topics of concern the Board would like to
discuss at next meeting. Synthetic Drug's maybe we can get a law
Enforcement Officer to come in and talk.
a. Increase in synthetic drugs.
Seventh Item on Agenda: Next Meeting Date. The next meeting will
be January 8th, 2014°
