DECEMBER 16, 1993
The regular meeting of the Board of Directors of the Plainview -
Bale County Health District was held Thursday, December 16, 1993,
at the Golden Corral Steakhouse.
Vice Chairman Dorothy Tilson called the meeting to order at app-
roximately 12:30 P.M.
Those attending were: Dorothy Tilson, Dr. Mary Bublis, John Cas-
tro, Dr. Stephen Turner, Margaret Kay, Earl Brown, Dr. Kit Lin-
ton, Nina Morris, Don Dickson, Mayor E.V. Ridlehuber and City
Manager Jim Jeffers. Also present was Ben Linton, a guest,
and the secretary, Billie Standefer.
Dr. Stephen Turner moved that the minutes be approved. This
motion was seconded by Dr. Kit Linton. A vote by the Board
carried the motion.
The Expenditure Report was reviewed, and Dr. Turner moved to
approve payment of current expenditures; with a second to this
motion by Mr. Brown, the Board voted approval.
Dr. Mary Bublis stated that Strep, Upper Respiratory Infections,
Gastro Enteritis, Flu, Bronchitis, Pneumonia and Chicken Pox
were currently the most reported Communicable Diseases. She said
the one good bit of news was that there had been no Measles re-
ported, nation wide.
Mr. Castro explained to Board members that 6,233 Tuberculin Skin
Tests had been administered and, out of that number, 122 had been
Positive Reactors. (He shared that this number of Positive React-
ors did not include relatives and family members.) He said that
the Department planned to do follow-ups on all Positive Reactors
reported.
Mr. Castro expressed his gratitude to all persons who had volun-
teered to help with the testing.
He then told Board members that the two private schools in Plain-
view had requested their students receive the tests.
A discussion followed, and it was agreed that Mr. Castro would
correspond with the private schools to reach a decision about
their request for testing.
In closing his report, Mr. Castro stated that he had hired
Philip Koenig,R.N. as a Staff Nurse; that he was still check-
ing on billing to N.H.I.C.; that the Department had received
a Medicare Number for the billing of Flu shots.
In discussing the facility for the Department, Dr. Turner stat-
ed that he felt the present building housing the Department
could be greatly improved if it was decided to "take in" the
repair shop adjacent to the Department. He said he felt the
improvement could be accomplished for $ 150,000.00.
City Manager Jim Jeffers stated it was his understanding the
City 'Council would like to have the Department stay in it's
present location and would probably discuss this, and other
options for the facility, in it's January, 1994, meeting.
In a discussion of the Smoking Ordinance, already decided by
the City Council, City Councilman Don Dickson said,"Smoking is
bad for your health!!" He explained that as a Health Board, the
group should promote "No Smoking."
It was decided by the Board that a "year round" Educational
program should be established for the purpose of sharing the
knowledge of the harm, to your health, of smoking and smokeless
tobacco.
Mr. Castro explained the Environmental Contracts with Hale
Center, Petersburg and Abernathy. He said that, in some
instances, there could be added fees for water testing.
He stated, also, that he would like the Board's approval
to change the amounts charged the cities. Dr. Turner moved
to approve the Contracts and to grant Mr. Castro's request.
Mr. Brown seconded the motion, which was approved by the Board.
There was a short discussion on third -party billing of services
to the Hale County jail. It was decided to look at this program
further before any decision was reached.
Excused absences were allowed for Lanny Voss and Dr. Gary Aber-
crombie, and Vice Chairman Tilson adjourned the meeting.
