Dr. Sidney Ontai called the regularly scheduled meeting of the Plainview -Hale County Board of Health meeting to order at Unger Memorial Library on April 12, 2007 at 12:30 p.m. First Item on Agenda: Invocation, Belinda Pena gave the Invocation. Second Item on Agenda: Approval of December 14, 2006 minutes. Dr. Ontai asked if there were any additions or corrections to the minutes. The minutes were unanimously approved. Third Item on Agenda: Review of Expenditures. The expenditures for November 2006, December 2006, January 2007, and February 2007 were reviewed. Expenditures were approved. Fourth Item on Agenda: Update and discuss communicable disease reports. Kelli said she had received the most recent update on communicable diseases and that there were only 8 cases of the flu, 6 or 8 cases of strep, 2 cases of chlamydia, and 2 cases of gonorrhea that had been reported. Fifth Item on Agenda: Health Department news: Kelli said that all Health Departments in the state of Texas, including Plainview Hale County Health Department has received another grant to hire a person to do PICS which is the inventory control plan of the Texas immunization program which will help us. The grant will start Sept 1" 2007. We will hire a person and they will go out to our Doctors offices and do their inventory for them, help get everything in PICS, and help them with Immtrac. Doctor offices are so busy putting there own information in that they are not able to get there Immtrac done and the PICS inventory is all going to be on computer. It is going to be done on a basis of 0 to 499 shots will get there vaccine on a quarterly basis, 500 to 1999 will be every other month and 2000 on up will be every month. The PICS person has to reconcile the inventories every week instead of every month this will cut down on losses and if the reports are not done correctly then the doctors will not receive there vaccines. Region One had $48,000.00 in losses of vaccine for the year. We have about 41counties that make up region one. The person we hire will only be for Hale County they will be responsible for vaccine that is on the vaccine for children's program. We are in National Immunization month. We have been giving free Immunization's for 0 to 48 months old. The parents don't get real excited about getting shots for there children until we have it in August right before school starts. We have been very busy. Sixth Item on Agenda: Discuss Childhood Obesity: Dr. Ontai and Nancy Cox had a presentation with the Plainview ISD Board on childhood obesity and there seemed to be a pretty good reception. Dr. Ontai ask to see if they had set a date for us to come to the City wide PTA meeting. He said Nancy Cox is all ready to go with it when they contact us. Dr. Ontai also talked to the Covenant wellness people and they are perfectly happy to help out and do what they can do. Dr. Ontai said that Doctor Ruth Rector Wright had a patient with diabetes type 2 and she was trying to prescribe healthy lunches and she went to the Cafeteria to see what they were serving and they warn' t serving very healthy lunches for someone with diabetes. This is another thing that we are probably going to talk about at the City wide PTA meeting. We probably need to talk with Aramark about fixing more healthy lunches. Aramark will probably say fine but they will have to charge twice as much for lunches. Some one will probably have to put some pressure to free up some money for healthier foods. Cinde said our best bet would probably be to go talk to Ron Miller and the group over on Portland Street. Neal said the big problem begins in the home, as kids are not taught to eat the correct thing at home. Dr. Ontai said having awful lunches doesn' t help either. Neal said he knows Ron Miller real well and he could go talk to him and see if there is any possibility of the school working with Aramark to improve the food choices for diabetic and all other children in the school system. Dr. Wright and the County Medical Society will be happy to give any medical advice on thing they can do. The cafeteria' s, are doing a pretty good job on cutting down on fats but the things they are serving is high in carbohydrates. They don' t serve a lot of sweets. They have to do something that appeals to the kids. They bake everything now and use low fat milk and fat free cheese. They probably need to serve more fresh food. Rita Robertson, ask if we were familiar with AHEC they are doing a study on weights and heights of all 3rd graders every year. Rita said they have not gotten a report back from AHEC on the results. Seventh Item on Agenda: Discuss other health concerns the Board would like to address: There were no other health concerns that the Board discussed. Eighth Item on Agenda: Adjourn. Dr. Ontai adjourned the April meeting of the Board of Health after inquiring if there was any further business to discuss. John will let us know when and where the next meeting will be.
