December 13th, 2007
Board Members Present: Sidney Ontai, M.D., Belinda Pena, Neal
Burnett, Rita Robertson, RN, and Stacie Hardage.
Others Present: Bryan Peeler M.D., Benny Cantwell, and John C.
Anderson -Mayor.
Staff Members Present: John Castro, Director of Community
Services, Laura Mason LVN. and Sheila Carter, Secretary.
Dr. Sidney Ontai called the regular scheduled meeting of the
Plainview -Hale County Board of Health meeting to order at the
Unger Memorial Library on December 131h, 2007at 12:30 p.m..
First Item on Agenda: Invocation, There was no invocation given.
Second Item on Agenda: Administer oath of office to Dr. Peeler, Dr.
Peeler was not given oath of Office. It had to go to the City Council
for approval. All paper work is done and we are just waiting for the
City Council approval.
Third Item on Agenda: Approval of October 11th, 2007 minutes. Dr.
Ontai asked if there were any additions or corrections to the
minutes. The minutes were unanimously approved
Fourth Item on Agenda: Review of Expenditures. The expenditures
for September 2007 and October 2007 are all normal. September
closed out the fiscal year and October started the new fiscal year.
No major purchases or anything else. John said we may have to
purchase a server for the Health Alert Network computer. It is
unknown at this time what the cost will be.
We seem to be having a problem of accessing the National
Emergency Data System. We can't access it from our regular
computers, and we are being told that the only way to access a
secured area of the National Emergency Data System is thru the
Health Alert Network Computer. The server failed and we didn't
think that we were going to have to replace it. Region 1 told us that
we didn't have to fix it and everyone assured us that we could keep
doing what we were doing, when we couldn't get in they said oh you
may be right you can't get in without a secured server. Kelli
Shurbet and Jack McCasland will be certified to enter data once we
can get on line.
Fifth item on Agenda: Update and Discuss Communicable Disease.
Larua Mason LVN. said there was some presumptuous Pertussis in
Hale County. Doctor Ontai said that the cases were confirmed that
they were not Pertussis.
We have had some problems with Syphilis the last couple of months.
We treated 3 people with Syphilis since September and it has been
active Syphilis. We usually get 1 case a year or sometimes it may
be 1 case every 2 years. The HIV testing we have done has been
negative. John ask if Kelli was doing the follow up on these cases
and Laura said that Lubbock TDH is.
Sixth Item on Agenda: Health Department news: John Castro ask if
we still had Flu Vaccine. Laura said that we still had plenty of the
vaccine. We are giving a lot of the Shingle Vaccine that the State is
supplying us with.
Dr. Ontai said this had been the least painful flu season for us in
terms of securing vaccine in a timely manner. Dr. Ontai said that he
had not seen any cases of the flu. Dr. Peeler said we have the
vaccine and no illness. Dr. Ontai said the flu happened later in the
year, last year.
Seventh Item on Agenda: Discuss Childhood Obesity.. Dr. Ontai said
he attended the City wide PTA meeting and discussed what the
Health board is trying to do on Childhood Obesity. He got some
good feedback from the members of that board.
Dr. Ontai said that Aramark seemed to have stolen our thunder
based upon the new State requirements that have been changed the
last few months. Dr Ontai said he has actually had to eat at the
school cafeteria in Hart and they had pears and fruit cocktail on the
menu.
John said in the materials that Sheila passed out there was some
information on childhood obesity and there was a video that we
were going to order so we could play it at the Health Department
when we had people waiting for services. It is about eating healthy
an exercising. Sheila also has a list of pamphlets we can order to
hand out at the office and at our health fairs.
Eighth Item on Agenda: Discuss other health concerns the Board
would like to address: There was no other health concern that was
discussed.
Ninth Item on Agenda: Dogs Attacking Dogs: John Castro stated
that Animal Control is under the Health Department. John stated
there is no law against dogs attacking other dogs. He said he
wanted to come up with an ordinance to take to the City Attorney
first for her to look at and then take it to the City Council. One of
the things we have been seeing a lot of, and having a lot of
complaints from our Citizens is when we have a dog attacking other
dogs there is nothing in place for the dog owners protection. We
have everything in place when we have a dog attacking humans.
The Legislatures, this last session passed an ordinance that now
you can actually fine an animal owner if his dog attacks another dog
or his dog attacks a person.
Tenth Item on Agenda: Next proposed Meeting: The next meeting
will be February 14th, 2008.
Eleventh Item on Agenda: Adjourn: Dr. Ontai adjourned the
December meeting of the Board of Health after inquiring if there
was any further business to discuss.
