August 14th, 2008
Board Members Present: Nancy Cox, Belinda Pena, Neal Burnett,
Dr. Ruth Rector -Wright, Cinde Ebeling, and Don Williams.
Others Present: Coralyn Dillard from Covenant Hospital Plainview
Texas, Benny Cantwell and Katy Seals from the City of Plainview.
Staff Members Present: John Castro, Director of Community
Services, Laura Mason, LVN, and Sheila Carter Secretary.
Neal Burnett called the regular scheduled meeting of the Plainview -
Hale County Board of Health meeting to order at the Unger
Memorial Library on August 14th, 2008 at 12:30 P.M.
First Item on Agenda: Invocation, The invocation was given by
Belinda Pena.
Second Item on Agenda: Administer Oath of Office, Neal Burnett
Administered oath of office to Cinde Ebeling.
Third Item on Agenda: Approval of the .Tune 12th, 2008 minutes.
Neal Burnett asked if there were any additions or corrections to the
minutes. Don Williams made a motion to approve the minutes and
Dr. Ruth -Rector Wright second the motion. The minutes were
approved as written with no objections.
Fourth Item on Agenda: Review of Expenditures. Neal Burnett
asked if there were any questions on the expenditures for May 2008
and June 2008. There were no questions. Neal Burnett entertained a
motion to approve the expenditures. Don Williams made a motion
and Nancy Cox second it to approve expenditures as given.
Fifth Item on Agenda: Covenant Hospital HK 2020. Coralyn Dillard
a Registered Nurse from Covenant Hospital Plainview Texas talked
about the HK 2020 program that they are sponsoring. This is a
wellness and prevention program that the hospital put together in an
effort to address the needs of the children in the community.
HK2020 stand for healthy kids and the 2020 will be the year our
kindergarten class will graduate. This is a long-term project but we
want to address the short-term needs. The presence of overweight
children according to statistics from the United States Department
of Health and Human Services comes to about nine million children
that's overweight. There is another 15 percent that is at risk.
Obesity doesn't just lead to diabetes it leads to heart disease,
strokes, high cholesterol, and hypertension. We want to prevent at
least some of these things from happening down the road. Coralyn
stated they wanted to address the growing obesity problem. The
program is intended to get children and the parents involved in
exercising, eating healthy, and learning how to cook healthy foods.
They have set money aside so if someone joins and they don't have
money then we have vouchers to the stores for fruits and healthy
snacks.They will award the children for being on the program with
prizes. There are several things planned thru out the Community for
the children to get involved in and participate in. They weigh and
measure every child when they sign up so they can see the
progress that is being made. The goal for the first year is to have
50 families sign up and so far we have had 42 people sign up for
this. The long-term goal is to have every family in Hale County to
join.
Sixth item on Agenda: Update and discuss communicable disease
reports. Laura Mason said we had one active case of syphilis. June
and July has been a busy month for STD's. We have seen about 30
people. It tapered off in July. Laura stated we have not had any
other reports of any other communicable diseases. Dr. Wright said
that we have had a case of campylobacter. We had not gotten a
communicable disease report on it.
Seventh Item on Agenda: Discuss quality scale survey: John Castro
said Kelli Shurbet and himself had gotten together and came up with
a survey. John ask the board to look over it very quickly and if you
feel that it is what kind of information we want to get we can set a
date and try to run it for about 2 weeks around the 1st of September.
Nancy Cox made a motion to run the Survey as written and Cinde
Ebeling second the motion. John Castro said they would get the
results back to the Board in the October meeting. John said we may
do this semi annually it just depends on the results we get.
Eighth Item on Agenda: Health Department news: Laura Mason said
we were having a free shot clinic on September 16th, 2008 from
10:00 o'clock to 6 o'clock. We had a good turn out for the Wellness
funfest that we had on August 7th. We had about 155 children from
Pre -K thru 12th grades. We had several smaller children that were
under the age that we did not register. We had about thirty booths,
which was a lot. John mentioned the car seat program that the
Health Department had received a grant from the State to give away
free car seats. Laura said Kelli Shurbet and Sheila Carter had
attended a training class for this. Sheila Carter gave an overview of
what was going to be involved in this program. We have 100 car
seats and 6 booster seats to distribute. The people that qualify must
attend a class on how to put the child in the car seat. They have to
be in there last trimester to be able to attend a class. This is just
for Hale County residence only. We have a child restraint
agreement and release of liability that releases, the County, the City
and State of any responsibility that may arise.
Ninth Item on Agenda: Other Health concerns the Board would like
to address: There were no other Health concerns that the Board
had.
Tenth item on Agenda: Next proposed meeting: Will be October 16
14th, 2008.
Eleventh Item on Agenda: Adjourn: Neal Burnett adjourned the
meeting after asking if there was any further business to discuss.
