Board Members Present: Neal Burnett, Don Williams, Sidney Ontai
MD, Belinda Pena, Rita Robertson, RN, and Judy Shannon, RN
Others Present: Benny Cantwell, County Commissioner, Nancy Cox
School Nurse from Hillcrest, and Jessica Keith from DHS.
Staff Members Present: John Castro, Director of Community
Services, Terry Arnold, Bio Terrorism, Kelli Shurbet RN, and Sheila
Carter, Secretary.
Dr. Sidney Ontai called the regularly scheduled meeting of the
Plainview -Hale County Board of Health meeting to order at Unger
Memorial Library on December 14th, 2006 at 12:30 p.m.
First Item on Agenda: Invocation, John Castro gave the Invocation.
Second Item on Agenda: Approval of October 12th, 2006 minutes.
Dr. Ontai asked if there were any additions or corrections to the
minutes. The minutes were unanimously approved.
Third Item on Agenda: Review of Expenditures. The expenditures
for September and October 2006 were reviewed.
Fourth Item on Agenda: Update and discuss communicable disease
reports. There were only 2 cases of the flu that had been reported.
Kelli stated the Std's had slowed down
Fifth Item on Agenda: Health Department news: John gave a report
on the recent POD exercise and the problems that we encountered.
Neil Burnett ask if they were going to have a follow up and correct
the problems. Dr. Ontai wanted to know if there was a report on
how we did at the POD training. Benny Cantwell said that the report
should be on CD. John said he would ask the City Manager Greg
Ingham if there was a report on how we did.
Kelli said we had gotten our Flu vaccine in and had been giving flu
shots. Kelli introduced Jessica Keith she works for DHS and is a
nutritionist. Kelli stated that she would be a great resource for us
on childhood obesity or other topics we would like to discuss.
Jessica works 41 counties.
John said that the City Council had approved and the Mayor signed
the addendum to immunization grant, which gave the Health
Department an extra $7700.00. This grant is to be used in getting
children into the Immtrac system for vaccine for children. Kelli
started working on this when she first told us about the extra
dollars that they were going to give us. In our 1st quarter report we
had a 37% increase from the start of there document year. Kelli said
we increased from 37% to 79%. Kelli said they are recommending
putting newborns in the Immtrac system at the Hospital's. They can
get the parents to sign the form while they are still at the Hospital.
John stated our increase comes when we go out to the schools and
we review the immunization records and the child is not in Immtrac
we get the parent's to sign the necessary form for us to put them in
the system. We can put the extra dollars into overtime or travel
expense if we need to so we can get the children enrolled into the
Immtrac system. Dr Ontai, ask if there was anyway for the Doctor
offices to get help. Kelli stated that part of this extra money can be
used for staff members to go to Doctors offices and School's to
show them how to put children into the Immtrac system and to help
with this.
Sixth Item on Agenda: Special Needs Shelter. Terry reported that
the grant she is on expires on December 31s' and that they had
reached all of their goals that they had set out to do.
Terry Arnold reported on the Special Needs Shelter. She wanted
the board to know that there is a need to find a location to triage
and temporally house individuals when the local hospital had utilized
the extent of capability. She thought the 011ie liner Center would be
a good location. She has been given approval to use 100 inflatable
mattresses from the emergency Coordinator.
Dr Ontai felt that we needed to Work more closely with Covenant
Hospital to prevent the need to use shelters as a last resort for
triage, the ill, and special needs.
Seventh Item on Agenda: Discuss Childhood Obesity. Nancy Cox the
School Nurse from Hillcrest came and gave a demonstration and the
nutritional value of healthy snacks that kids could make after school
or when they were home alone. Nancy stated that these were the
same snacks that were demonstrated at the Health Fair that she put
on for Hillcrest. The children got involved in and really enjoyed
making these snacks.
Don Williams stated we needed to catch obesity before it sits in. We
need to catch it on the lower side of the curve. Rita Robertson said
that kids eat what they have at home and some of the parent's don't
understand why it is important to fix healthy foods. Neil Burnett
said we needed to work with the Parents more and inform them of
the importance of eating healthy.
Eight Item on Agenda: Discuss other health concerns the Board
would like to address: There were no other health concerns that
the Board discussed.
Ninth Item on Agenda: Adjourn. Dr. Ontai adjourned the December
meeting of the Board of Health after inquiring if there was any
further business to discuss. John will let us know when and where
the next meeting will be.
