March 12th, 2009
Board Members Present: Belinda Pena, Neal Burnett, Dr. Ruth
Rector -Wright, Judy Shannon, Nancy Cox, Stacie Hardage, and
Gaye Lynn Balzer.
Others Present: Greg Ingham City Manager, SuNell Pyeatt Executive
Director of Compassionate Care Pregnancy Center, and Donna
Burnett President of Compassionate Care Pregnancy Center.
Staff Members Present: Laura Mason, LVN, Kelli Shurbet RN,
(Nursing Supervisor), and Sheila Carter, Secretary.
Neal Burnett called the regular scheduled meeting of the Plainview -
Hale County Board of Health meeting to order at the Unger
Memorial Library on March 12th, 2009 at 12:30 P.M.
First Item on Agenda: Invocation. The invocation Was given by
Stacie Hardage.
Second Item on Agenda: Administer Oath of Office to Belinda Pena,
Neil Burnett administered Oath of Office to Belinda Pena.
Third Item on Agenda: Approval of the Anuary 15th, 2009 minutes.
Neal Burnett asked if there were any additions or corrections to the
minutes. Dr Ruth Wright made a motion to approve the minutes and
Stacie Hardage second the motion. The minutes were approved as
written with no objections.
Fourth Item on Agenda: Review of Expenditures. Neal Burnett
asked if there were any questions on the expenditures for
December 2008 and January 2009. There were no other questions.
Neal Burnett entertained a motion to approve the expenditures. Dr.
Ruth -Rector Wright made a motion to approve expenditures and
Stacie Hardage second it to approve expenditures as given.
Fifth item on Agenda: Update and discuss communicable disease
reports. Kelli Shurbet reported that there had been about 200 cases
of flu reported. Kelli Shurbet also said there were 2 cases of
Syphilis and one of those is affected with HIV.
Sixth Item on Agenda: Health Department news: Kelli Shurbet
reported that April is National infant childhood Immunization month.
We will be giving free shots from 0 to 48months for the 1st 4
Wednesdays in April. MCV 4, Hep A, and the 2nd Varicella Shots
are now required by the State. The car seat classes, is going very
well. Dr. Wright, ask if we could start encouraging parents to get
their children's Epstein checkups.
Seventh Item on Agenda: Other Health concerns the Board would
like to address: Neal Burnett thanked the Health Board for taking
time out of there schedule to serve the board and the community.
He also thanked Kelli, Laura and Sheila for preparing the meals for
the Board.
Neal Burnett introduced SueNell Pyeatt and Donna Burnett, from the
Compassionate Care Pregnancy Center. They are a nonprofit
organization. Their mission is to present the gospel in both word
and deed to women in crisis pregnancy situations, and to aid in the
healing of women who have experienced the trauma of prior
abortions.
SueNell Pyeatt said that there was 639 girls in the High School and
there is 85 pregnancies and maybe closer to a 100. The Hale
County pregnancy rate is 41% and the Texas average is 62%. Neil
said we were looking for ways to help out with the pregnancy rate.
Neal Burnett ask if we could help out the organization and Greg
Ingham said we have to be very careful in what we do as a City as
people may take it as we would be showing favoritism. Donna
Burnett thanked the Board for letting them be at the meeting and
telling the Board what they do.
Neil Burnett asked if anyone had anything else to discuss and no
one did.
Eight item on Agenda: Next proposed meeting: Will be May 14tH
2009.
Ninth Item on Agenda: Adjourn: Neal Burnett adjourned the meeting
after asking if there was any further business to discuss.
