The City Council of the City of Plainview met in regular session at 7:30 P. M. in the City Council Chambers of the City Halt with Mayor J. Robert Wayland presiding and the following Councilmen present: Jeane Browning, Place One; Medlin Carpenter, Place Two; Lloyd Woods, Place Three; and Tom Almon, Place Four. Also present were:.thefollowing City Staff: Norman Huggins-Director of Finance, Tom Hamilton-City Attorney, M. L. Rea-Cit~'Clerk, Harold Gladman-Director of Planning, Bill Hogge-Director of Public WorkS, Alan Stewart-Director of Police Services, Woody Sevison-Director of Fire Services, Bob Richards-Building Inspector, Randy Holly-Director of Section 8 Housing, Buddy Dodson-Tax Assessor-Collector, Charles Couch-Service Center Supervisor and Debbie Hall-Administrative Secretary. Also present were the following visitors: Gary Ott-Plainview Daily Herald, Charles Bechtold, Jack Pritchard, John Skaggs, Coleman Williams, Blaine Smith, Hershel Carthel, Joe McKinnis, Lee Moberly, Jerome Gutheinz, Carl Weidenbach and Cliff Tuttle. Invocation was given by Medlin Carpenter. The following persons were sworn in to various Authorities, Boards, Commissions ~and Committees: John Skaggs - Airport Board Lee Moberly - Board of Equalization Jack Pritchard Board of City Development Blaine Smith- Board of C~ty Development Coleman Williams Board of City Development It was moved by Alderman Carpenter, seconded by Alderman Woods, to award bid for the purchase of twenty front load containers for the Sanitation Department to Duncan Equipment Co. of Arlington for $264.77 each or a total of $5,295.40. Motion carried unanimously. It was moved by Alderman Almon, seconded by Alderman Browning, to award bid for a multi-channel recording system for the Police Department, subject to the approval by the South Plains Association of Governments and Texas Criminal Council, to the low January 10, 1978 CITY COUNCIL MINUTES Page 2 bidder of Stancil-Hoffman Corporation in the amount of $22,700.00. Motion carried unanimously. It was moved by Alderman Woods, seconded by Alderman Almon, to request the Cable T-V Company to extend service to Dr. Carl Weidenbach and other people of this area as discuss at the Public Hearing held on December 13, 1977. Motion carried unanimously. It was moved by Alderman Browning, seconded by Alderman Almon, to encourage and instruct Cable T-V to extend service to any new area in the City of Plainview as it is developed. Motion carried unanimously. It was moved by Alderman Woods, seconded by Alderman Almon, to approve Zone Case No. 364, the request of Hershel Carthel for rezoning a .52 acre tract of land out of the E/4 of Section 35, Block JK-2, Hale County, Texas as described and located NW corner of Intersection of West 24th Street and Quincy, from an R-1 Zone to a CRD Zone for Commercial Use. Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman Browning, to adopt Ordinance No. 77-2167, an Ordinance amending the zoning map of the City of Plainview for Zone Case No. 364. Motion carried unanimously. It was moved by Alderman Almon, seconded by Alderman Woods, to approve Zone Case No. 366, the request of Clifford Tuttle for rezoning Lots 7, 8, 9, Block 25, College Hill Addition to the City of Plainview, Hale County, Texas, located 904 Quincy Street, Plainview from an R-2 Zone to a CNS Zone for Commercial Use, with the stipulation that a solide fence be built at the time of construction. Motion carried unanimously. It was moved by Alderman Almon, seconded by Alderman Woods, to adopt Ordinance No. 77-217~., an ordinance amending the zoning map of the City of Plainv~ew for Zone Case No. 366. Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman Woods, to approve the minutes of the regular City Council meeting held December 13, 1977. Motion carried January 10, 1978 CITY COUNCIL MINUTES Page 3 Received for filing, copyof the following minutes: Electrical Board of Examiners December 20, 1977 Parks, Recreation and Open Space December 5, 1977 Unger Memorial Library Board December 5, 1977 It was moved by Alderman Browning, seconded by Alderman Almon, to authorize the City Attorney to prepare an ordinance calling for a City of Plainview election on Ap.ril 1, 1978 for the election of a Mayor and Councilman for Place Two and Councilman for Place Four, and appointment of Election Judge and Election Officials. Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman Woods, to authorize the introduction of Ordinance No. 78-2183, an ordinance fixing the maximum rate of speed of motor vehicles, allowing for speed zones; providing for penal~v; and declaring an emergency. MotiOn carried unanimously. Final reading of Ordinance No. 77~2175 was read by Mayor Wayland. It was moved by Alderman Carpenter, seconded by Alderman Browning, to table Ordinance' No. CD2-050 through Ordinance No. CD2-055 until further information could be obtained. Motion carried unanimously. It was moved by Alderman Browning, seconded by Alderman Carpenter, to adopt Appropria- tion Ordinance No. 78-2179 from Revenue Sharing Fund Account 427-613 in the amount of $8,688.00 payable to Emco for 24 sideload containers for paper recycling; 24 sideload containers for refuse collection. Motion carried unanimously. It was moved by Alderman A~mon~. seconded~i~.b~" Alderman Woods, to adopt Appropriation Ordinance No. 78-2180 from Revenue Sharing Fund Account 427-620 in the amount of $7,549.00 payable to Unistruct Texas for the purchase of traffic sign poles and rivetts. Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman Woods, to adopt Appropriation Ordinance No. 78-2181 from Revenue Sharing Fund Account 427-620 in the amount of $580.00 payable to Motorola Inc. for purchase of 1 - 25 watt two-way radio for use in front-end January lO, 1978 CiTY COUNCIL MINUTES Page 4 loader. Motion carried unanimously. It was moved by Alderman Woods, seconded by Alderman Carpenter, to adopt Appropriation Ordinance No. 78-2182 from Revenue Sharing Fund Account No. 427-620 in the amount of $887.12 payable to General Fund for debris clearance on the following projects: #298~- 1613 Houston, #308 - 1601 Independence, and ~344 - 106 SE 5th. Motion carried unanimously. It was moved by Alderman Almon, seconded by..Alderman Woods, to adopt Appropriation Ordinance No. 78-21.84. from Revenue Sharing Fund Account 427-613 in the amount of $5,295.40 payable to Duncan Equipment Co. fop front load four cubic yard refuse containers. Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman Almon, to adopt Appropriation Ordinance No. CD3-057 from Community Development Fund Account 429 in the amount of $2,000.63 payable to Thomas E. Barber & AssOciates for Planning and Management Consultant Services pursuant to March 22, 1977. Motion carried unanimously. It wa§ moved by Alderman Woods, seconded by Alderman Almon, to adopt Appropriation Ordinance No. CD2-058 from Community Development Fund Account 429 in the amount of $27,066.60 payable to H. B. Jordan for Water and Sewer Extensions. Motion carried una.h~.mously. It:~was moved by Alderman Carpenter, seconded by Alderman Browning, to adopt Appropria- tion Ordinance No. 78-2185 from Sewer Revenue BondFund Account 426-81D in the amount of $45,336.86 payable to H. W. Taylor for Water and Sewer Extensions. Moth-on carried unanimously. It was moved by Alderman Browning, seconded by Alderman Woods, to adopt Resolution No. 78-100, consideration by the City Council, a survey of the speed of motor vehicles made by the State Department of Highways and Public Transportation on State Highway 194 on or about June 8, 1977 and June 13, 1977 and includes within the City of Plainview inwhich was presented to the City Council for discussion, requesting the State January 10'~,~ 1978~ CITY COUNCIL MINUTES Page 5 Department of Highways and Public Transportation to erect speed zone signs on State Highway 194, in an through the City of Plainview. Motion carried unanimously. It was moved by Alderman Almon, seconded by Alderman Woods, to adopt Resolution No. R78-098, a resolution authorizing an application to participate in the traffic sign replacement program with the Texas Office of Traffic Safety, State Department of Highways and Public Transportation and appointing Johnnie Ballew Project Director and authorize representatives. Motion carried unanimously. It was moved by Alderman Woods, seconded by Alderman Carpenter, to authorize Alan Stewart-P6tice Chief to travel out-of-state to attend Developing Police Computer Capabilities, to be held February 6-9, 1978 in Las Vegas, Nevada. Motion carried unanimously. Received for filing, copy of Code Enforcement Project, 37 projects completed, 59 projects pending and 18 projects authorized and signed. It was moved by Alderman Carpenter, seconded by Alderman Woods, to authorize the Mayor to sign assessments and to be filed in the County Clerk's Office. Motion carried unanimously. Received for filing, revisedlist of persons serving on various Authorities, Boards, Commissions, and Committees. It was moved by Alderman Carpenter, seconded by Alderman Almon, to authorize the Ctiy Attorney to prepare ordinance amending present Texas Municipal Retirement System Ordinance. Motion carried unanimously. It was' moved by Alderman Woods, seconded by Alderman Almon, to authorize the Mayor to sign contract between the West Texas Paper Company and the City of Plainview for the purchase of recycled paper as recommended by the Paper Recycling Advisory Committee, subject to City Attorney's recommendation. Motion carried unanimously. Received for filing, City of Plainview Fire Department Personnel Board revision.
