JUNE 30, 1994
The regular meeting of the Board of Directors of the Plainview -
Hale County Health District was called to order at approximately
12:30 P.M., June 30, 1994, at the Golden Corral Steakhouse, by
Board Chairman Dr. Stephen Turner.
Discussion and approval of the minutes and expenditures were
conducted as a Committee of the Whole. There was a quorum short-
ly thereafter, and the meeting continued.
Those attending were: Stephen L. Turner, M.D., Dorothy Tilson,
Donna Womble,R.N., Margaret Kay, Tony Loggins, M.D., John
Castro, Nina Morris and City Manager Jim Jeffers. Also present
were Registered Sanitarian Cheryn Russ and the secretary, Billie
Standefer.
In the absence of Dr. Mary Bublis, Health Department Medical
Authority, Mr. Castro stated she would present her report at the
next regular meeting.
In his report, Mr. Castro mentioned the City Council had recent-
ly visited the Health Department facility, and thought it adeq-
uate; he stated that Texas Department of Health was propos-
ing a monitoring system for the Immunization program, and were
suggesting adequate refrigeration to keep the expensive vaccine
safe. He told of submitting the Department's first billing to
NHIC for the Case Management Program, and stated the need for an
I.C.M. book. ( Dr. Turner said he could acquire one reasonably.)
Mr. Castro stated he had sent a letter to Mr. Bob Davis, Chair-
man of the Board at South Plains Health Provider, Inc., asking
to be allowed to sit on their Board, and had been invited to
their meeting. He said they would consider all the request they
had received and let him know their decision.
He told Board members that he had received Bid Proposals for
the facility for the Health Department, and shared that he had
written a letter of support to the Child Safety Program sponsor-
ing car seats for children.
Mr. Castro closed his report in stating that plans were being
made to get the Department's Nurses CPR qualified. (At a cost
of $ 17.60 per person.)
Chairman Turner stated the next Agenda item was Mary Tobar's
request to meet with the Board to present her request for a
refund on a fee paid earlier to the Department. (Since Mrs.
Tobar did not come to the meeting, it was suggested to have her
attend the next regular meeting with her presentation.)
Mr. Castro distributed articles on Teen Pregnancies to all
Board members. He suggested a committee be appointed to study
the situation and possibility of starting an Education Program
in Hale County public schools.
City Manager Jim Jeffers explained this would be a political
issue and stated that dealing with the School Board and the City
Council would be "an explosive issue; very, very volatile". He
stated some groups would insist only abstinence be taught, and
some groups would say to forget abstinence and hand out condoms
in the schools. He warned that this would be a sensitive mat-
ter, but one that needed to be addressed.
He stated, at this time, school nurses were not allowed to talk
about birth control, and he explained that some student's moth-
ers were offended by a film his wife (school nurse Deborah Jeff-
ers, R.N.) shows to her students concerning puberty. [ A profes-
sionally done, medically correct film.] He explained the State
School Board is working on a state-wide program which is locked
in controversy.
After a lengthy discussion, Dr. Loggins suggested sending con-
sent forms to the student's parents asking their permission to
allow their children to receive sex education in the schools.
He stated this might minimize the problem.
Mr. Castro suggested Dr. Loggins be the Chairman of a committee
to plan and study the Teen Pregnancy problem, and asked that Dr.
Linton and Dr. Mary Bublis serve on this committee. He stated
that Phil Hamilton, of the Plainview Herald, and Mr. John Quinby
of the school system, be contacted about this matter.
There was no new business. The meeting was adjourned.
