regular meeting of the Board f Directors of the Plainview
County Health District .,
Ha H`3" "ict was called to order by Board
Chairman Dr. Stephen L. Turner at approximately 12:30 P.M. on
Thursday November 17, 1994, at the Golden Corral Steakhouse.
Those attending; were Dr. Turner Dorothy Tilson, Dr. K.
Linton Donna Womble, Dr. Mary Bublis, Earl. Brown, Don Dickson,
Nine Morris, John Castro, i . r'ry McBee, and secretary, Isabel
Rodriquez.

board had voted to pay the expend . tures,, the Chairman asked Mr.
Castro to give his report.
Mr. Castro shared with the board that a memo from Texas
Department of Health regarding Renovation of a New Facil.7.t'r` had
been included in the packet to a.11 board members. It states
that program generated funds can be use:. for renovation of a new
facility.
He stated that he had received verbal instructions from Texas
Department of Health that program generated funds could also be
used to off set rent. He is awaiting a memo from Texas
Department of Health Which would address this.
He explained to the board that program generated revenue left
over from one fiscal year to the next has tib be used within one
year of having earned it or it has to be returned to the state.
He stated that for fiscal year 1994, program generated revenue
left over was $18,000.00. He also explained to the board that
funding for the Health Department is derived from contract
monies from Texas Department of Health, equal amounts from City
& County budgets, and from program revenues.

A copy of this letter was also
included in the packet to all board members. He explained that
as of the 8th of November , Mr. Norman Huggins, Finan Director,
had submitted all the required reports_
Dr. Turner explained that these reports had been submitted in
the past on a quarterly basi. ; instead of on a monthly bas,_
Mr. Castro told the board that he would submit a summary to all
board members regarding the outcome of the City Council Meeting
of November 18, 1994 regarding the building.
He state d that he had received a letter from Mr. Jack Nichols
owner of the' Haynes building ( a copy Qf this letter was handed
out to a Ll board members at the meeting) . In his letter he
stated that hes proposal would only be open until the 20th of
December.

the Health Department would be formed to work on the 1996
Performancti Based Ob: ectives that are due in January.
He also stated that t", he Vista Vo l untaer a were working on
combining certain parts of the questionair es they had handed out
to help complete a Community Assessment. A report:, will follow

Mr. Castro explained the Early Periodic Screening Diagnosis, &
Treatment Program (EPSDT) to the board. He told them that two
workers Jtult e hired b y t , ; state t work out in thee community
to help bring in clients who have Medicaid and are EPSDT
el L9ihl e to have a physical exam done as a preventive mea ure ..
He stated that five p,Q;l:have been eiinterviewed and that
two of
them would be hired by the first of December . These workers
will b; supervised by the Health Department.
Mr. Castro shared with the board that the first of two readings
had taken place today during the special session of the City
Council regarding transfer of the Animal Control Department to
the Health alth Department , said that all rules, regulations, and
codes would remain the same. The only change would be that they
would work for the Health Department and would be supervised by
the director of the Health Department. Nina Morris, County
Commission r voiced her concerns regarding the transfer.
Discussion followed.
Mr . Castro said he would send a copy of the Animal Control
agreement between the City & County to all board members for
•fur cher study..
Dr rEublis reported that, currently, the most reported
communicalbe diseases were Strep, Castro Enteritis, Upper
Respiratory Infections, Chicken Pox, Flu Pneumonia, Viral
Syndrome, Bronchitis, and Pharyngitis. She said, also , there
had been 1 case of _rg1Qla1fu:Disease, 4 cases of
Salmonailoai , and 1 case of Hepatitis reported.
