DECEMBER 15, 1994
The regular meeting of the Board of Directors of the Plainview -
Hale County Health District was called to order at approximately
12:30 P.M., December 15, 1994, at the Golden Corral Steakhouse,
by Board Chairman Dr. Stephen Turner.
The meeting began as a Committee of the Whole and continued as
a called meeting with a quorum present.
Those attending were: Stephen L. Turner, M.D., Mary D. Bublis,
M.D., John Castro, Donna Womble,R.N., Margaret Kay, Kit Linton,
M.D., Don Dickson, Tony Loggins, M.D., Nina Morris, Mayor Lloyd
Woods and City Manager Jim Jeffers. Also present were Cheryn
Russ, Sanitarian, Ben Linton - a guest and the secretary,
Billie Standefer.
After the minutes of the last meeting were approved, and since
there were no Financial Reports to approve, (year-end reports
had not been completed by the City Auditors) Dr. Bublis gave
her report.
Dr. Bublis stated that the current most reported communicable
diseases were: Strep, Upper Respiratory Infections, Gastro
Enteritis, Pneumonia, Viral Syndrome and Chicken Pox.
Mr. Castro told the Board that he had invested $ 344.00
in a Hard Drive for the Department's computer system, in
order to transmit Medicaid Billings electronically to Austin.
(Dr. Turner complimented Mr. Castro, saying that within one
year, all providers of Medicaid services would be required
to bill electronically, and he felt Mr. Castro had up -graded
this billing process early on, helping the Department receive
payment for these services more quickly.
Mr. Castro stated Tom Prutzman, a contractor, was working
to establish a floorplan for the current Department facility;
enlarging the plan to include adjacent building space, adding
4000 square feet to the original clinic/administrative floor -
plan. He said the City Council were still considering this
plan, but were waiting on the "dollar amount" to be estimated
before making a decision.
Also, in his report, Mr. Castro reminded Board members that
the contract with the County Jail had not been signed, but
the Department Staff had given 95 Flu shots to inmates, at
a charge of $ 5.00 per shot.
The Board chairman explained that the City Council had de-
cided to deligate the authority of Director of Animal Control
to Mr. Castro, saying that the financial arrangements would
remain the same, but the responsiility of administration
would fall to Mr. Castro. After a motion by Mrs. Womble and
a second by Dr. Linton, the Board voted to have Mr. Castro
accept the assignment as Health Authority - Director of
Animal Control.
Dr. Turner stated Flu Season was going to be late, and the Flu
Shots were still available at the Department. He also explained
the teachers and substitutes at the school were required to be
current with their Tuberculin Skin Tests, before entering sch-
ool; he stated many cases at the Department had closed records
after taking the T.B. meds. He said there was a plan to do
"spot checks" in some grades at schools to keep check on Tuber-
culin reactors.
Mr. Castro stated the Committee on Teen Pregnancies had not
met, but he hoped they would have a chance to do so soon.
Dr. Turner told Board members when the hundreds of inmates are
located in the Plainview area with the new prison system, it
would place a " bigger responsibility " on the Department, since
much of their clinic needs would fall to the Department Staff.
There was no new business. The meeting was adjourned.
