THURSDAY, MAY 11, 1995
The regular meeting of the Board of Directors of the Plainview/Hale County Health
District was called to order by Board Chairman Dr. Stephen Turner at approximately
12:30 P.M., Thursday, May 11, 1995, at the Golden Corral Steakhouse.
Those attending were: Dr. Stephen Turner, Dorothy Tilson, Dr. Kit Linton, Margaret
Kay, Donna Womble, Dr. Tony Loggins, Nina Morris, Benny Cantwell, Dr. Mary Bublis,
John Castro, City Manager Jim Jeffers, and Mayor Lloyd Woods.
Also present were guests Bob Tilson and Ben Linton and the secretary, Isabel.Rodriguez.
The minutes of the last meeting were approved as presented.
The Chairman asked board members to approve the Expenditures for the previous month.
Dorothy Tilson made a motion to pay the expenditures, with a second to this motion
by Dr. Linton the board voted to pay the expenditures.
Dr. Mary Bublis reported that Upper Respiratory Infection, Strep, Gastro Enteritis,
Bronchitis, Pharengitis, Pheumonia, Flu, Viral Syndrome, Conjunctivitis, Chicken
Pox, Salmonellosis, Shigellosis and 1 case of Hepatitis C were the most reported
communicable diseases. She also presented a copy of the HIV Surveillance Report
from Texas Department of Health for review. The report stated that Hale County had
not had any HIV reported.
Mr. Castro reported that the facility renovation had begun with the removal of the
asbestos. Contract is now with the contractor, Mr. Prutzman. City Attorney, Wally
Hatch is working with Mr. Raymer on insurance for the building.
He stated that the department is making some changes on procedures provided, and
is also working on a tracking system of services provided that includes Medicaid
and non Medicaid eligible.
Mr. Castro reported that Texas Department of Health had done an audit of the immunization
records at the department on April 20, 1995. Copy of the report, which included
recommendations was handed out to all board members. Discussion followed regarding
the immunization report.
He reported that Dr. Mary Bublis and one nurse from the health department held the
first Jail Clinic on Wednesday, May 10, 1995 and had seen 23 patients. Jail Clinic
with Dr. Bublis will be held every Wednesday, to take care of minor complaints as
stated on the contract.
In addition to that TB testing will continue to be done at the jail by the department
nursing staff.
He stated that the department's three new nurses (2 LVN's and 1 R.N.) were attending
various orientation inservices with personnel from Texas Department of Health.
Mr. Castro told the board that Energas Company had requested an inservice on "How
To Stay Healthy". The health department has agreed to do the inservice, which will
be provided by Marsha Birdsong, R.N. on May 18, 1995.
He stated that the new Animal Control Officer is Steve Torres.
Mr. Castro explained to the board that the department's computer lock down problem
has to do with not having enough randomaccess-memory. Dr. Turner questioned the
amount of mega bites we currently have. Mr. Castro explained that we presently have
4 and would have them increased to 8. The cost for the increase in mega bites would

be about $200.00 plus labor.
He stated that he was scheduled to be at his Army Reserve Training next week if his
military orders came in. At this time he has not received any orders. He would
not be going if his military orders did not come in.
Dr. Turner reported that three new doctors would be coming to Plainview to work for
St. Mary's Clinic: He stated that all three doctors are Philippino. At this time
they are waiting for a waiver form the Department of Immigration to be able to come
to Plainview. He told the board that as Chairman of the Health Department, and if
the board did not object, that he would write a letter to the Department of Agriculture
who request a waiver to the Department of Immigration that we do have a need for
more doctors in the area.
Dr. Turner also reported that Tuberculosis testing at the schools would be on the
School Board Agenda for this evening. There had been three requests made regarding
changing the tuberculosis monitoring program. The requests made were:
1. Change TB testing from 8th to 10th grade.
2. Change TB testing from 5th to 4th grade.
3. Delay TB testing of children upon entry to our school system
until they reached kindergarten.
Lengthy discussion followed regarding statistics and tuberculosis testing upon entry
to our school system. A letter with references was sent to all School Board members
from Dr. Turner regarding this matter.
Discussion also followed regarding a response letter to the Department of Agriculture
from the Chairman of the Health Department. Dr. Turner stated that he would be sending
a response letter to the Department of Agriculture regarding the three new doctors
that would be coming to Plainview.
There was no other business. Meeting was adjourned.
