Thursday, July 13, 1995
The regular meeting of the Board of Directors of the
Plainview/Hale County Health District was called to order
at approximately 12:30 P:M July 13, 1995, at the Golden
Corral Steakhouse by Board Chairman Dr. Stephen L. Turner.
Those attending were: Dr.'Stephen Turner, Dr. Kit Linton,
Margaret Kay, John Castro, Donna Womble, R.N., Earl Brown,
Don Dickson, Nina Morris, Benny Cantwell, Jim Jeffers,
City Manager, Mayor Lloyd Woods, and Wally Hatch, City
Attorney.
Also present were guests Ben Linton, and the secretary,
Isabel Rodriguez.
The Chairman declared the minutes of the last meeting
approved as presented.
The Expenditure report was presented for approval. Mr.
Castro explained to the board that on Budget 54, the
$6,498.00 expenditure was for the asbestos removal at the
Health Department. Donna Womble made a motion to pay the
expenditures with a second to this motion by Earl Brown
the board voted to approve payment of the expenditures.
In Dr. Mary Bublis' absence, Mr. Castro gave the report of
the current most reported Communicable Diseases. He
stated that Upper Respiratory Infections, Gastro
Enteritis, Strep, Pharengitis, Viral Syndrome, Bronchitis,
Conjunctivitis, Pneumonia, Chicken Pox and Flu were the
diseases most reported.
He also reported to the board that according to Dr. Mary's
daughter, Dr. Mary is doing better, and is recuperating
and resting at home.
In'Mr. Castro's report he shared the following:
Facility Renovation and according to Mr. Prutzman all
bids had been received, construction could possibly start
as soon as August 1, 1995. The only hold up would be the
licenser and certification by the state.
Some of the nursing staff had attended some HIV and
STD training.
Health Department now open during the lunch hour with
very good results.
The Community Assessment would be ready to be
presented to the board by the August meeting.
Dr. Michael R. Hinze, DDS had been appointed as a
voting member of the Board of Health to replace Dr.
Abercrombie.
Animal Control continues to have good results in the
Seth Ward area, that Animal Control Officer, Steve Torres,
is doing a very good job.
Regarding Case Management, the department takes care
of all eligible Medicaid patients, and provides the non -
Medicaid patients with some type of referral assistance.
State had cut grant money from the Maternal and Child
health budget by approximately $40,000.0 0. He stated it
would be kind of "rough" but he thought the department
could make it. Staff aware of the budget cut.
Regarding staff changes at the department, one nurse
was asked to resign and she did so, another nurse who has
been instructed or asked repeatedly to do female HIV
screens, and EPSDT screens, states that he is
uncomfortable doing these screenings. Since we need the
help of this nurse, at this point we
but plan to keep him
until September 1, 1995, probably not past that date.
We do have a
part time R.N., but if we hire a full time
R.N., this position will cease to exist.
County'Commissioner Nina Morris asked if the facility
remodeling would be completed by the end of this year.
She voiced her concerns due to the County fiscal year
ending December 31, 1995 and budget planning for the next
year.
According to Wally Hatch, City Attorney the remodeling
should be completed by the end of the year.
Discussion followed regarding the Medical Authority
Position: No action was taken.
Mr. Castro stated that he is working with Bob Carson,
Executive Director from S.P.H.P.Q. to possibly have their
new physician help out with Jail clinic once a week during
Dr. Mary Bublis' absence. If an agreement is reached, the
physician would be paid $75.00 a week for his services.
Lengthy discussion followed regarding Tuberculosis Testing
at the schools. Dr. Turner stated that recommendation had
been made to the School Board to continue T.B. testing on
all new students upon entering our school system. School
Board will consider to maintain their policy or amend it
at their next meeting. Area schools are also doing T,.B.
testing. Administratively, a letter will be sent out to
surrounding school districts regarding this issue.

on a job well done'
