THURSDAY AUGUST 10, 1995
The regular meeting of the Board of Directors of the
Plainview -Hale County Health District was called to order
at approximately 12:30 P.M., Thursday, August 10, 1995, at
Plainview Country Club by Board Chairman Dr. Stephen L.
Turner.
Those attending. were: Stephen L. Turner, M.D., Dorothy
Tilson, Margaret Kay, Earl Brown, tonna Womble, R.N.,
Kit Linton, M.D., Benny Cantwell, Nina Morris, John Castro
and new Board member, Dr. Michael R. Hinze.
Also present were Ben Linton and the secretary, Billie
3tandefer.
After calling the meeting to order, the Chairman ad-
ministered the Oath of Office to Dr. Michael R. Hinze as
new Board member.
The Chairman declared the minutes of the last meeting
approved since no corrections were necessary, then asked
for a motion to pay the expenditures. The motion by Mrs.
Tilson was followed by a second by Dr. Linton, and a vote
by the Board carried the motion.
In the absence of Dr. Mary Bublis, Mr. Castro gave her
report. He listed Upper Respiratory Infections, Castro
Enteritis, Strep, Pneumonia, Pharengitis, Bronchitis,
and two cases of Shigellosis as Communicable Diseases
reported in July & August.
In his report to the Board, Mr. Castro shared the follow-
ing: A billing for $ 576.00 for repair to the Depart-
ment's copier had been paid to Tascosa Office
Machines.
He had finalized the third Quarterly Report for
the Department to be sent to Texas Department of
Health in Lubbock..
He would review the Community Needs Accessments,
and have them finalized shortly.
There had been no success, to date, in recruiting
an R.N. for the Department.
Mr. Castro then explained to Board members Budget amounts
and changes in the Budget allowances from Texas Depart-
ment of Health in Austin. He stated, due to Budget cuts,
the Department's program for Maternal and Child Health
might have to be dropped. He said, in the future, the
Health Department probably would not do "primary" care,
which required keeping charts on individuals, and stated
the Department's services would consist of doing Immuniza-
tions, keeping track of Tuberculosis patients, testing and
treatment for Sexually Transmitted Diseases and providing
Environmental Services.
He stated funds would probably allow for a Director, Med-
ical Authority, Sanitarian and an L.V.N. for providing
these services.
He talked about getting the 14 I.C. Program to move from
the Department of Human Services to the Health Department
when the renovation on the Health Department's facility
was completed. This, he stated, would allow having the
I.I.C. Program pay $ 500.00 monthly on the rent due Mr.
Jim Raymer, owner of the facility, and lessen the amount
due from the Health Department each month.
The Chairman explained the Plainview Independent School
District had "tabled" the plan to continue T.B. testing
in Plainview Public Schools, despite the fact that cases
of active Tuberculosis had been found in the Amarillo
Schools.
A lengthy discussion followed concerning the course to
take in promoting the T.B. testing, if not in Plainview
Schools, in area schools.
It was determined that a letter would be sent to schools
in Cotton Center, Hale Center, Petersburg and Abernathy
to encourage T.B. testing for their school children.
Plainview Christian Academy would also receive this
letter. Dr. Linton stated is was imperative this letter
be sent as soon as possible.
Engraved Plaques were presented to Mr. Earl Brown (five
years as a Board member) and Dr. Kit Linton (ten years
as a Board member) by the Chairman.
The Chairman expressed gratitude for all Board members'
services to the Board of Health, saying that it was
sometimes a "thankless job", but one that was very necess-
ary.
Nina Morris, Commissioner, thanked Board members on behalf
of Hale County.
