CITY COUNCIL MINUTES
The City Council of the City of Plainview met in regular session at 7:30 P. M. in
the City Council Chambers of the City Hall with Mayor J. Robert Wayland presiding and the
following Councilmen present: Jeane Brown~n~g-Place One; Medlin Carpenter- Place Two;
Lloyd Woods-Place Three; Tom Almon-Place Four; a~d ~illiam SoRelle-Place Five.
Also present were the following City Staff: Marshall Pharr-City Manager, M. L. Rea-
City Clerk, Harold Gladman-Director of Planning, Johnnie Ballew-Director of Safety and
Environment, Norman Huggins-Director of Finance, Bill Hogge-Director of Public Works,
Alan Stewart-Director of Police Services, Woody Sevison-Director of Fire Services, Randy
Holly~Director of Section 8 Housing, Tom Stephens-Municipal Judge, Buddy. Dodson-Tax
Assessor/Col lector, and Debbie Hal 1-Administrative Secretary.

No action was taken at this time.
It was moved by Alderman Browning, seconded by Alderman Carpenter, to authorize speci-
fications and advertising for bids for dirt work at the Curry Lake Work Site. Motion
carried unanimously. Bids will be received on March 23, 1978 at 10:00 a.m. for award at
the Work Session of March 23, 1978.
Received for discussion, specifications for the request for bids for purchase of a 75'
Telescopic Water Tower and Aerial Ladder Complete with chassis, cab, body, 1250 G.P.M. pump,
163 ft. of ground ladders and optional equipment as specified. No action was taken.
It was moved by Alderman Almon, seconded by Alderman Woods, to open the public hearing
for discussion on the Community Development Block Grant Program of HUD. Motion carried
unanimously.
Marshall Pharr-City ~anager outlined and discussed the propos'~ed target areas for
Community Development Block Grant Funding for the years of 1.978-t979-1980.
It was moved by Alderman Woods, seconded by Alderman SoRelle, to close the public
hearing. Motion carried unanimously.
It was moved by Alderman Carpenter, seconded by Alderman Almon, to accept the
Community Development Audit for Program Years 1975 and 1976 and authorize it to be filed
with ~IUD. Motion carried unanimously.
It was moved by Alderman Almon, s~_conded~by 'A}derm~n-~oodS, to remove 7one Case No.
370 from being previously tabled. Motion carried unanimously.
It was moved by Alderman Carpenter, seconded by Alderman SoRelle, to accept Zone Case
No. 370, the request of Kruse-Reed for rezoning of that certain tract of land out of East
1/2 of Lots 7 and 8, Block 1, Alabama Addition to the City of Plainview, Hale County, Texas,
described by metes and bounds, from an R-2 Zone to a CGB Zone for Commercial Use, said
property located 500 Block of West 24th Street. Motion carried unanimously.
It was moved by Alderman SoR~lle, seconded by Alderman Almon, to adopt Ordinance No.

78-2189, an ordinance amending the zoning map of the City of Plainview for Zone Case No. 370.
Motion carried unanimously.
It was moved by Alderman Woods, seconded by Alderman Almon, to remove Zone Case r~o. 372
from being previously tabled. Motion carried unanimously.
It was moved by Alderman Browning, seconded by Aicierman Ca.~penter, to -accept Zone Case No.
372, the request of Franklin Ebeling for rezoning of a 13.16 acre t~act out of the S~;~./4 of
Section 28, Block JK-2, Hale County, Texas, from M-t and R-1 Zones to an L1 Zone for
manufacturing, said property located NE Corner of West 24th Street and- Quincy. Motion
carried unanimously.
It was moved by Alderman SoRelle, seconded by Alderman Woods, to adopt Ordinance ,No.
78-2195, an ordinance amending the zoning map of the City of Plainview for Zone Case No.
372. Motion carried unanimously.
I$ was moved by Alderman Woods, seconded by Alderman Almon, to accept Zone Case No. 374,
the request of D. P. Wylie and Victor L. Mannin for rezoning Lots 4 and 5, Block 1 of the
Joslin Addition, Plainview, Hale County, Texas, from R-3 Zone to DRD Zoning for an
electrical and plumbing retai]~ sales outlet, said property located 2707 and 2709 ¥~est
7th Street. Motion carried unaniE:lously.
It was moved by Alderman Browning, seconded by Alderman Carpenter, to adopt Ordinance
No. 78-2205, an ordinance amending the zoning map of the City of Plainview for Zone Case
No. 374. r~otion carried unanimously.
It was moved by Alderman Browning, seconded by Alderman SoRelle, to accept Zone Case
No. 375, the request of Jim Matlock for rezoning 2 tracts of land out of Block 80, College
Hill Addition, Plainview, Hale County, Texas, from R-3 to CGB Zoning for a building
materials sales outlet, said property located 2705 ~est 7th Street. Motion carried

No. 78-2206, an ordinance amending the zoning map of the City of Plainview for Zone Case No.
375. Motion carried unanimously.
It was.~moved by Alderman Browning, seconded by Alderman Carpenter, to accept Zone Case
No. 376, the request of Curtis G. Chezem for rezoning a 3.5 acre tract out of the John Kiser
Homestead Survey, Hale County, T'exas, from R-2 to MF-2 Zoning to bemused as migrant labor
housing, said property located NE corner of intersection of North Beech and Givens Street.
Motion carried unanimously.
It was moved by Alderman SoRelle, seconded by Alderman Browning, to table Zone Case No.
377, the request of Clarence Christian. Motion carried unanimously.
It was mOved by Alderman Browning, seconded by Alderman Carpenter, to accept Zone Case
No. 378, the request of Clois Cobb, Jr. for rezOn~ng a tract of land out of the John Kiser
Homestead Survey, Ha.t,e County, Texas, from M-1 and R-2 Zoning to L1 Zoning for storage
warehouse and shipping facilities, said propert~ located 200 and 300 Block ~'Jest 24th Street.
Motion carried unanimously.

378. Motion carried unanimously.
It was moved by Alderman Woods, seconded by Alderman Carpenter, to approve 'the minutes
of the regular City Council meeting held February 28, 1978. Motion carried unanimously.

carried unanimously.
It was moved by Alderman Carpenter, seconded by Alderman SoRelle, to' authorize the
Mayor to sign seven weed assessments amounting to~423.70. Motion carried unanimously.
It was moved by Alderman Almon, seconded by Alderman Carpenter, to authorize the City
Manager to write to the Texas Municipal League requesting information about information
filed with bother'he City of Plainview and Railroad Commission on the Profit and Loss
Statement of Pioneer Natural Gas Co. Motion carried unanimouSly.

Plainview Fire Department and Plainvi'.'ew/Hale County Health Department become jointly active
in a program of blood screening and monitoring in Plainview, subject to the City Attorney's
approval, rlotion carried unanimously.
It was moved by Alderman Carpenter, seconded by Alderman SoRelle, to authorize to
insert the notice of reward, as~ provided by the Independent Insurance Association, for-
vandilism into the water utility bill. Motion carried unanimously.
