The City Council of the City of Plainview met in regular session at 7:30 P. M. in the City Council Chambers of the City Hall with Mayor J. Robert Wayland presiding and the following Councilmen present: Medlin Carpenter-Place Two; Lloyd Woods-Place Three; Tom Almon-Place Four; and William SoRelle-Place Five. Also present were the following City Staff: Marshall Pharr-City Manager, M. L. Rea- City Clerk, Bill Hogge-Director of Public Works, Johnnie Ballew-Director of Safety and Environment, Alan Stewart-Director of Police Services, Woodyi~Sevison~Director of Fire Services, Bob Richards-Building Inspector, Norman Huggins-Director of Finance, Randy Holly- Director of Section 8 Housing, Tom Stephens-Municipal Judge, Buddy Dodson-Tax Assessor- Collector, and Debbie Hall-Administrative Secretary. Also present were the following visitors: Doug ~cDonough-Ptainview Daily Herald Chuck Martin-KVOP Radio, Sheree Campbell-KKYN Radio, Charles Bechtold, Gary Traylor- Tom Barber & Associates, B~enda Holly, John H. It was moved by Alderman Carpenter, seconded by Alden~an Almon, to accept the appointments recon~ended by the ~ayor, as follows: Housing Authority - (2 yr. term) Romey Fennell, Jr. and L. Jack Payne Canadian River Municipal Water Authority - (2 yr. term) Jack Skaggs City/County Health Board - (2 yr. term) Ray D. Blair, Ronnie Hutcherson, Dr. C. M. March 28, 1978 CITY COUNCIL MINUTES Page 2 Bids for dirt work at the Curry Lake Park and Flood Project area were awarded to the only bidder of High Plains Pavers at the Regular Work Session of the City Council on Harch 23, 1978 for a cost of $22,5,00.00, with a reward offered for early completion. It was moved by Alderman Carpenter, seconded by Alderman Almon, to open the public hearing concerning the Community Development Block Grant ?rogr~m of HUD. ~,lotion carried unanimously. Gary Traylor with Tom Barber & Associates (a consulting firm) brieflyydiscussed the proposed Community Development Block Grant Program and presented a resolution authorizing the filing of a Community Development Block Grant Program Preapplication to HUD. It was moved by Alderman Carpenter, seconded by Alderman ~-~Joods, to adopt Resolution No. R78-102, a resolution of the City Council of the City of Plainview, Texas, authorizing the filing of a Community Development BloCk Grant Program Preapplication to the U.S. Department of Housing and Urban Development; and authoriz~ng the Mayor to act as the City's Chief Executive Officer and authorized representative in all matters pertaining to the City's participation in the Community Development Block Program. Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman Almon, to close the public hearing on the CommUnity Development Program. Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman Almon, to accept Zone Case No. 377, the request of Clarence Christian for rezoning a 15.43 acre tract out of the NE Corner of a 117.85 acre tract out of the SW part of Section 29, Block JK-2, Hale County, Texas, from an R-1 Zone to a CGB Zone for Commercial Use, said property located 15-0 Block 1-27 South. Motion carried unanimously. It was moved by Alderman Almon, seconded by Alderman SoRelle, to adopt Ordinance No. 78-2208, an ordinance amending the zoning map of the City of Plainview for Zone Case No. 377. Motion carried unanimously. It was moved by Alderman Woods, seconded by Alderman Alm'on, to approve the minutes March 28, 1978 Page 3 CITY COUNCIL MINUTES of the regular City Council meeting held on March 14, 1978. Motion carried unanimously. Received for filing, minutes of the Planning and Zoning Commission held on March 9, 1978. It was moved by Alderman ~oods, seconded by Alderman Almon, to introduce Ordinance No. 78-2211, providing for a Comprehensive Health and Food Hand~ers Ordinance; establishing standards, requiring a permit and setting fees to be charges; and providing a penalty. Motion carried unanimously. It was moved by~lderman Almon, seconded by Alderman Woods, to authorize the City Attorney~to prepare Ordinance No. 78-2212., an ordinance making available for sale to the public the Code of the City of ~lainview,'T~exas; establishing the cost and providing for supplementing of all ordinances codified fox, the five years beginning April 1,~t977 through March 31, 1982. Motion carried unanimously. It was moved by Alderman Carpenter, seconded, by Alderman Almon, to adopt Appropriation Ordinance No. 78-2213 from~Revenue Sharing Fund Account 427 in the amount of $5,759.90 payable to the Municipal Code Corporation for final payment for preparation of code of ordinances for the City of Ptainv~ew, Text. s, as adopted on October 25, 1977, in which it became effective on January l, 1978. Motion carried unanimously. It was moved by Alderman Almon, seconded by Alderman Woods, to adopt Appropriation Ordinance No. 78-2214 from Revenue Sharing Fund Account 427-632 in the amount of $1,488.32 payable to Parkhill, Smith and Cooper for drafting and reproduction of revised City maps. Motion carried unanimously. It was moved by Alderman Atmon, seconded by Alderman Carpenter, to adopt Resolution No. R78-101, a resolution for establishing Just Compensation for property acquired under the Community Development Block Grant Program for street right-Of-way. It was moved by Alderman Woods, seconded by Alderman Carpenter, to authorize the Mayor to sign agreement and~mail a check in the amount of $477.40 to the Texas Municipal League to panticipate in the 1978 Southwestern Bell Telephone Rate Case. Motion carried unanimously. It was moved by Alderman Almon, seconded by Alderman SoRelle, to call a public hearing to get public opinion on the proposed Southwestern Bell Telephone Co. rate increase to be heldApril 11~ 1978,~t~the City Council regular meeting. Motion carried unanimously. Received for filing, copies of the following Departmental Reports: City-County Health Unit Receipts Analysis List of Bills Paid Accounting Collection Police Department It was moved by Alderman Woods, seconded by Alderman Almon, to accept specifications and authorize the advertising for]~sign pole bids. Bids to be received at 10:00 a.m. on April 19, 1978 in tile City Council Chambers and tolbe purchased with Revenue Sharing Funds at an eStimated cost of $16,000. Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman Almon, to authorize the City to Conduct a public auction for surplus City property, to be held on April 15, 1978 at the City Service Center. Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman SoRelle, to authorize Tucky's Auto Parts to pave a portion of an alley located at 2209 West 24th Street, subject to City Engineer's specifications. Motion carried unanimously. It was moved by Alderman Woods, seconded by Alderman Carpenter, to adopt Appropriation Ordinance No. 78-2215 from Revenue Sharing Fund Accoutn 427-632 in the amount of $7,670.00 payable to Jerry Wofford for final payment of Rotary Building at Regional Park.
