The Unger Memorial Library Advisory Board was called to order by Librarian
John Sigwald at 4:30 p.m., Monday, March 12, 1990 in the meeting room in the
basement of the Unger Library.
Attending were:
John Sigwald, Librarian
Sherry Akin, President, UML Advisory Board
Pat Kelly, Vice President/Secretary, UML Advisory Board
Geoff Wells, Board Member
Billie Jameson, President, Friends of the Unger Library
John reported on the recent survey conducted by the staff on a Tuesday, Wednesday,
and Thursday. The library served approximately 300 people per day, which is also
their current average. Out of City/County - 13%. County now paying 6% of budget.
Servicing 300 patrons per day with present staff is main reason for push for
automation with the library. John stated this fulfills request by City Manager
for statistical information.
A discussion was held on the usages of the various libraries in the City (i.e.,
`'PISD, Wayland, and City). It was agreed by all the need to keep the City Library
separate from the academic libraries.
Librarian John Sigwald reviewed some of the proposed policies:
1) Mission Statement - made grammatical recommendation.
2) Library Cards - board recommended out -of -county residents be charged
$10 per year for a family borrower's card. This wa,s also recommendation
of library personnel. A change from $1.
3) Borrowing Restrictions and Limitations - already in practice. Recommendation
was made to include usage of special foreign language tapes.
4) Fines - recommendation that lost library materials be billed to the patron
at the current retail value of the item plus a $5 processing fee. Add
statement that if lost material is paid for, it does not mean the material
has been purchased. Material always remains property of library. The $5
processing fee is non-refundable.
John indicated the policies would be retyped with recommendations and presented
at next board meeting for approval. These policies would then be sent to the
City Managerr for formal adoption by the City Council.
