March 10, 1975
The regular meeting of the Unger Memorial Library Advisory Committee
was called to order by Mrs. Merwyn Igo, President, at 7:10 p. m., Monday,
March 10, 1975. Present were Ruby Curry, Curtis Jones, Malcolm Tisdel,
Michael Chumrey, and Judy Smith, Librarian.
The minutes of the February 3, 1975, meeting were approved as presented.
Miss Smith presented the Librarian's report, noting the continuing increase
in library use. Miss Smith announced that the library had received back
issues of Time, Harper's, Atlantic Monthly, and National Review on micro-
fiche. These were purchased with the last of the LSCA funds.
Replies to the Committee's letters to legislators urging their support
for the budget requests of the Texas State Library were read. Replies were
received from Rep. Bill Clayton, Speaker of the House; Senator Ray Farabee;
Rep. Pete Laney; Rep. Roy Blake; Rep. Walt Parker; Rep. Chris Victor Semos;
Rep. Bill Presnal, Chairman, Committee on Appropriations; Rep. Carl A. Park-
er; and, Rep. Leroy J. Weiting. Also read was a thank you card from the
Virgel Brown family for the memorial for Mike Brown.
The Committee discussed the Texas Open Meeting Law as it applies to
library boards. Mr. Tisdel felt that, according to the recent opinion of
the Attorney General, it is not necessary for the Committee to post notice
of its meetings. However, it was decided that in the future notice of all
Committee meetings would be posted.
Miss Smith reported on the status of the library brochure. She pre-
sented a rough draft of the brochure. The brochure is now at the printers
and will be mailed out in the City water bills as soon as it is printed.
There was discussion on a request from Phyllis Krentz to hold a cera-
mics class in the library. The Committee asked that she file a written re-
quest outlining her procedure, listing fees and expenses, and explaining her
plans for selling any necessary materials.
The Committee discussed plans for National Library Week, April 13 - 19.
There will be some type of display in the library. Miss Smith will try to
get publicity for the new microfiche readers and magazines on microfiche.
The Committee will sponsor Saturday at the Library on April 19. This will
include continuous film showings, free coffee, guided tours, and a Friends
of the Library Information area. The possibility of a feature story on early
library card holders was discussed. The Committee agreed to host a book
review and reception during Plainview Library Week. Miss Smith will con-
tact Stanley Marcus to ask if he would be available sometime that week.
Other names under consideration were Jane Gilmore Rushing and Richard Max-
well, both of Lubbock.
Discussion was begun on the library's budget request for 1975-1976. The
Committee reviewed the current operating budget and made preliminary recom-
mendations for the next budget. Miss Smith will check on salaries, prices
for equipment, and request a break -down of the Building Maintenance item.
She will have a preliminary draft of the budget request along with actual
expenditures for 1974 - 1975 and justifications ready for consideration at
the next Committee meeting.
Mrs. Igo announced that the Texas Library Association Annual Conference
will be in Dallas, April 1 - 5. She asked that any member who could plan
to attend the Trustee Post -Conference on April 5.
The meeting was adjourned at 10 p. m.
