OCTOBER 7, 1974
The regular meeting of the Unger Memorial Library Advisory Committee was
called to order by Mrs. Merwyn Igo, President, at 7:05 p.m. October 7, 1974,
in the Library Conference Room. Present were Curtis Jones, Mrs. Hoyt Curry,
Mrs. Bill LaFont, and Judy Smith, Librarian.
The minutes of the September 16th meeting were approved as presented.
The Librarian presented the monthly report for September and a statistical
comparison for fiscal years 1972-73 and 1973-74.
Mrs. Igo reported on the meeting which the Committee requested with the
City Council to discuss the Library's budget for 1974-1975. The Councilmen
expressed concern for the Library's needs but stated that they were unable to
change the established appropriations. Mrs. LaFont also attended that meeting.
The Council suggested that the Committee request a special appropriation
for the employment of an additional professional librarian. It was moved,
seconded, and approved that the Committee make the following recommendation
to the City Council: "Resolved that the City Council apr:rove the commencement
of a search for one additional professional librarian to serve as Children's
Librarian/Cataloger with the understanding that employment will not begin
before April 1, 1975.
Mrs. Igo reported on a meeting she and Mrs. Curry attended with the Hale
County Commissioners to request that Hale County raise its annual library
contribution from $7,200 to $12,000. Mrs. Igo will obtain copies of the
County Budget for 1974 and the proposed 1975 budget. Representatives from the
Committee will attend the County Commissioners' meeting on October 14.

Miss Smith presented a fact sheet prepared by the Texas Library Association
Legislative Committee. She asked Committee members to write to members of the
Legislative Budget Board urging their support for the Texas State Library's
budget request.
The committee discussed Ordinance Number 74-1569 establishing the Committee.
The following changes were recommended:
Section 2: Add the following paragraph:
"The city Librarian shall be an ex officio, non-voting member of the
Unger Memorial Library Advisory Committee. The librarian shall be excused
from those discussions concerning the salary or term of employment of that
position."
Section 3: Delete the second paragraph.
Section 6: Change "that" to "those" and "above" to "below" on the second
line.
Section 7: Paragraph 1 line 10, delete Advisory Committee. Add the
following paragraph immediately after the first paragraph:
"The Unger Memorial Library Advisory Committee shall encourage the
development of the public library. It shall,subjeet to the review and
approval of the City Council, establish policies and programs for the
library. The Committee shall cooperate with all other public and private
groups in advancing the best interests of the public library. It shall
render to the City Council all recommendations it considers advisable
regarding the library."

There was discussion of the proposed by-laws which are to be passed
on at the November meeting.
The next meeting was set for November 4 at 7 p.m. in the Library Conference
Room. Discussion was held on regular meeting dates. It was decided to meet on
the first Monday of the month at 7 p.m. in the Library Conference Room.
Mrs. LaFont, Mrs. Curry, and Miss Smith were appointed to write a letter
to the clubs represented in the former Advisory Committee. This letter is to
state that the former Advisory Committee has been dissolved and thanking them
for their service. The Committee will request that this letter be sent over
Mayor Stoneham's signature.
Airs. LaFont, Mrs. Curry, and Miss Smith were also to compose letters to
the members of the former Executive Board suggesting that they meet to plan
for the dispersement of funds left in their treasury and inviting them to
advise the Committee of their plans.
Miss Smith announced the Texas Library Association District 9 meeting on
October 12 in Midland. Mrs. Igo announced the Lubbock Area Library System
Advisory Council meeting in Lubbock on November 4.
The meeting was adjourned at 9:45 p.m.
