HomeMy WebLinkAbout01-11-2007 Parks Advisory Board MinutesPARK ADVISORY COMMISSION BOARD MEETING MINUTES The City of Plainview Park Advisory Board, as appointed by City Ordinance Number 95-3035, dated, as approved, March 28, 1995, held an open meeting at 4:30 P.M., Thursday, January 11, 2007, in the Council Chambers, 901 Broadway Street, Plainview, Texas. Minutes for this meeting are hereby submitted as follows. ITEM 1. Called to order by Lucile Davis at 4:35 P.M. 2. Invocation given by Ruby Riggins 3. Members present were: Lucile Davis, Doylene Lloyd, Ruby Riggins, Carlene Kirby, and Irma Luna 4. Members absent were: Gabriel Rodriguez, Barbara Ramirez, Phyllis Wall 5. Guest Present: Khalid Riggins 6. City Staff present were: Rusty Reese, Park Superintendent 7. August 17, 2006 meeting minutes were given by Lucile Davis and approved as read. 8. Old Business. A. Update on Parks. Rusty stated that the play structure in 12`" and Utica/Smythe Park had been completed in November and there was great enthusiasm from neighborhood children as soon as it was opened for play. Rusty continued to say that improvements to Bulldog Baseball Field had begun and most of the demolition is complete. Rusty stated that the Hike and Bike Trail continues under construction with the Broadway Park section is expected to be complete by the end of January. He went on to say that the colored sections were being installed currently. Also, the lighting has been installed from Quincy to Joliet. In addition, the Gazebo materials were here and the completion of the trail is expected to be in late March. 9. New Business. A. Park Improvements 2007. Rusty told members that there is $25,000 available for improvements and opened the floor for discussion on how the funds were to be used. After some discussion, a motion was made by Ruby Riggins and seconded by Carlene Kirby to follow the Comprehensive Plan and purchase a play structure for M. B. Hood Park. Motion passed by unanimous vote. B. Arbor Day Activities. Rusty began by reminding members as to what activities were used last year: fun facts about trees, scavenger hunt, trees in memory or celebration and that Phyllis had donated an Arbor Day flag to be flown in Woods Park. Lucile asked what trees were available in the city tree nursery. Rusty stated that most of the trees remaining in the nursery were being saved for the Hike and Bike Trail and that we had sold and transplanted several trees over the past several months and with the Hike and Bike plantings coming up that the Park had all they could possibly care for this year. Doylene suggested that the commission celebrate the Hike and Bike Trail plantings for Arbor Day. The Board agreed and Rusty stated that the flag will be flown again this year as well and that additional recommendations will and can be taken in the coming months. C. Member Terms. Rusty told Doylene that her term had expired and that Councilman Ron Trussler has extended an invitation to her to continue to serve. Doylene stated that perhaps there were others that may want to serve from her district and that she would consider the invitation and will inform us of her decision. Rusty continued and informed Carlene Kirby that her term has expires as well and that Council Representative Cathy Waggoner has extended her the invitation to continue as well. Carlene Kirby agreed to serve an additional term. Rusty told members that Barbara Ramirez's term has expired as well and Council Representative Belinda Pena has extended her the invitation to continue as well. Barbara was not in attendance of the meeting. Lucile Davis is to contact Barbara and extend the invitation to continue and will report back. 9. Open meeting for comments and questions. Doylene asked what the status of the Comprehensive Plan is. Rusty told members that the plan was complete and has been turned into City Manager Greg Ingham and were awaiting a time to be placed on the City Council Agenda. Lucile Davis stated that she will call Greg to ascertain as to when he would put it on the agenda. Meeting adjourned at 5:30 P.M.
