BOARD MEETING MINUTES
The City of Plainview Park Advisory Board, as appointed by City Ordinance Number 95-3035,
dated, as approved, March 28, 1995, held an open meeting at 4:30 P.M., Thursday, April 12,
2007, in the Council Chambers, 901 Broadway Street, Plainview, Texas. Minutes for this
meeting are hereby submitted as follows.
ITEM
1. Called to order by Lucile Davis at 4:45 P.M.
2. Invocation given by Phyllis Wall
3. Members present were: Lucile Davis, Carlene Kirby, Joani Chapman, Ruby Riggins, and
Phyllis Wall
4. Members absent were: Gabriel Rodriguez, Barbara Ramirez, Irma Luna
5. Guest Present: none
6. City Staff present were: Rusty Reese, Park Superintendent
7. Oath of Office to new members: Joani Chapman and Carlene Kirby sworn in by Shane
Harrell.
8. Approval of January 11, 2007 meeting minutes were given by Lucile Davis and approved as
read.
9. Old Business.
A. Park Improvements: Rusty provided a 3-D drawing of the selected play structure for
M. B. Hood Park. He continued to say that he should have a price quote package ready
within the next few weeks.
B. Arbor Day Activities 2007: Rusty asked if there were any new ideas or requests to
celebrate Arbor Day. He continued to say that the Board has elected to celebrate Arbor
Day by reflecting on the 35 trees to be planted along the Hike and Bike Trail and that the
flag will be flown at Woods Park for display. Phyllis asked if the trees would be
transplanted by Arbor Day, April 27th. Rusty stated no, that transplanting is being held
up so that the trees would not interfere with the contractor. Phyllis went on to say that a
photo should be taken for the paper. Wednesday, April 25th was selected for the photo to
be taken and Joani, Carlene, and Lucile are to be present.
10. New Business.
A. Regional Running Water Draw Park Honorary/Memorial Circle Project: Phyllis told
members that G. K. Reddy had approached her with an idea of celebrating people of the
community that have been influential to Plainview. Phyllis went on to say that it is
envisioned to be a circle, with colored concrete and a marble or granite marker embedded
in the concrete. The circle will be in the circle drive leading into Kidsville, under the
light pole. The Board is interested and requested Phyllis to research and provide
additional information at the next meeting.
B. Hike and Bike Trail Honorary/Memorial Bench Project: Rusty told members that he
has had some inquiries about purchasing benches along the trail. Members believe that
any new benches added should match the existing benches along the trail and that it is
probably a good idea. However, no action was taken, believing that it is too early at this
point; that the contractors need to complete the trail and discuss this at a later date.
11. Open meeting for comments and questions: None
12. Next Meeting is set for May 10, 2007
