BOARD MEETING MINUTES
The City of Plainview Park Advisory Board, as appointed by City Ordinance Number 95-3035,
dated, as approved, March 28, 1995, held an open meeting at 4:30 P.M., Thursday, January 10,
2008, in the Council Chambers, 901 Broadway Street, Plainview, Texas. Minutes for this meeting
are hereby submitted as follows.
ITEM
1. Called to order by Lucile Davis at 4:30 P.M.
2. Invocation given by Joani Chapman
3. Members present were: Phyllis Wall, Lucile Davis, Carlene Kirby, Joani Chapman, Barbara
Ramirez, Gabriel Rodriguez
4. Members absent were: Ruby Riggin, and Irma Luna
5. Guest Present: Mr. Hoppy Toler
6. City Staff present was: Rusty Reese, Park Superintendent
7. December 6, 2007 meeting minutes were given by Lucile Davis and approved as read.
8. New Business: Arbor Day Activities. Phyllis Wall recommended to fly the Arbor Day Flag and to
assist in planting a tree at the Hike and Bike Trail; committee was in agreement and plans were to
meet Monday at 4:00 P.M. at the West Gazebo.
9. Old Business:
A. Community Fishing Pond. Mr. Hoppy Toler, past Mayor of Abernathy, Texas. Mr. Toler
addressed the board and stated that they received a grant from TP WD and they created a 38 acre
park and within the city park is a fishing pond and other amenities. Mr. Toler went on to explain the
process the city went through from beginning of the process to completion.
Phyllis Wall asked Mr. Toler if there were any restrictions to the fishing pond. He stated, "No
Boating or Swimming and No 4 -Wheel Vehicles." Lucile asked about any of their city's liability issues.
He replied none other than the standard issues. Lucile asked if they had put in a liner in the pond. Mr.
Toler said yes and that was a caliche and clay liner. Rusty asked if he had any recommendations for
anyone attempting to create a fishing pond. Mr. Toler stated that if a grant was involved that a grant
administrator should be hired. The Board thanked Mr. Toler for his information and for being present at
the meeting.
B. Centennial Honorary Circle update: Phyllis Wall stated that as of today the project was 10-15
sales away from completion and that 4 new ones had come in today as time closes in on the deadline.
Phyllis went on to say that it would be really disappointing Wafter all the hard work and time that those
volunteers have worked on the project, if it failed by only a couple of sales. Members are to contact
some individuals for possible nominations.
10. Next meeting set for February 14, 2008.
