HomeMy WebLinkAbout04-10-2008 Parks Advisory Board MinutesPARK ADVISORY COMMISSION BOARD MEETING MINUTES The City of Plainview Park Advisory Board, as appointed by City Ordinance Number 95-3035, dated, as approved, March 28, 1995, held an open meeting at 4:30 P.M., Thursday, April 10, 2008, in the Council Chambers, 901 Broadway Street, Plainview, Texas. Minutes for this meeting are hereby submitted as follows. ITEM 1. Called to order by Lucile Davis at 4:32 P.M. 2. Invocation given by Phyllis Wall 3. Members present were: Phyllis Wall, Lucile Davis, Carlene Kirby, Joani Chapman, Ruby Riggins, Gabriel Rodriguez 4. Members absent were: Barbara Ramirez, and Irma Luna 5. Guest Present: Eliva Higgins and Shawn Huber 6. City Staff present was: Rusty Reese, Park Superintendent 7. January 10, 2008 meeting minutes were given by Lucile Davis and approved as read. 8. New Business: A. Board Member Terms for Phyllis Wall and Irma Luna. Lucile reported that Irma Luna declined the offer to continue service on the Board. Phyllis Wall expressed her desire to serve another term if her city council representative is in agreement. B. Disc Golf Course. Mr. Shawn Huber addressed the Board commenting on the benefits ofhaving a Disc Golf Course in Plainview. Shawn said that it is a great recreational opportunity for the entire family to use and some school districts have begun using the course for their P. E. classes, and a course would provide additional activities for adolescence age kids. Shawn stated that the average cost for a disc is from $9.00 up to $14.00 and that businesses in Plainview could open or expand their inventory by offering golf discs and Wayland Baptist Book store is currently the only place in Plainview that offers them now. Shawn continued by saying that he hoped to bring in PDGA competition (Professional Disc Golf Association) and tournaments. Shawn provided an estimate for construction of a 19 hole course that included 19 targets/baskets, 54 concrete tees; includes padlocks for the baskets, 19 tee signs, 1 overview map of the course, and a professional course design. Shawn estimates that $10,000 will be needed to provide the before - mentioned items. He went on to say that approximately $7,860.00 will be needed for installation and that he is hoping that the city and/or prison inmates will assist with the installation. Shawn stated that at this time there is no money set aside for landscaping, for a total of $17,860.00 with no landscaping. Shawn stated that there is a pledge of $10,000.00 from the local Rotary Club and that he is hoping for additional donations. Shawn stated that the PDGA requires a local golf club and that there is a club associated with Wayland Baptist University and that the club will be responsible for scheduling tournaments and advertising and that the club would handle the monies earned from tournaments. Phyllis Wall asked who is responsible for replacement or damage and maintenance of the course. Shawn stated that in Lubbock and Amarillo the cities maintain the course and that the club might maintain the targets. Joani Chapman asked what is needed from the city and Shawn replied, first is the land/acreage needed; second, installation of the targets and tees; and third, maintenance of the course. Phyllis stated that there could possibly be a lease or charge for the course and that there are some details needed to be considered and worked out. Rusty told he Board that as the course is proposed today the course will cross over into the cross country bike trails and that this group needed to be considered. Phyllis Wall recommended that a committee for the Hike and Bike Trail be formed that includes representatives from the Bike Club, the Golf Club, and Park Advisory Board. The Board thanked Shawn for his presentation and attendance. C. Frisco Park Improvements. Eliva Higgins asked the Board for a facelift for Frisco Park. Eliva stated that there is not much in this park. 1 picnic table, 3 park benches, a slide, swing set, and a merry-go-round. Eliva stated that the Barrio Reunion is set up for June 2009 and would like the improvements by then. Phyllis Wall stated that Frisco Park is part of the Parks Comprehensive Plan. Carlene Kirby asked Eliva what she would like to see added. She replied a couple more benches, 1-2 picnic tables, and to paint the equipment that is there and add additional trash containers. Rusty stated that most of the equipment in the park is galvanized and has very little items that require paint and suggested that the Board visit the park. Gabriel Rodriquez stated that the usage of the park is a basis for additional equipment and/or trash containers. Gabriel stated that he visits in this area on a regular basis and that there is very little usage to the park. The Board agreed to view the park on Wednesday, April 16, 2008 at 5:00 P.M. D. Pet Stations. Due to time restraint, item Pet Stations was not discussed. E. Centennial Honorary Circle. Phyllis Wall stated that the circle should be designated by signage. After discussion, Phyllis made a motion and seconded by Carlene Kirby to designate the area through signage, using a street sign and post. Motion passed by unanimous vote. 9. Old Business: A. Arbor Day. Rusty reminded the Board that Arbor Day is April 25, 2008 and that an article in the newspaper will be published a day or two prior to the 25th. B. Horseshoe Pitching Courts. Rusty told the Board that the two courts are complete and ready for use. The courts are located on the east side of the parking lot of the Smythe Park. 10. Open meeting for comment and questions. A. Carlene Kirby stated that the Hike and Bike Trail is just wonderful and that she and her husband frequent the trail regularly. However, since the parking area has been installed getting from the parking area to the trail is very difficult for disabled users, such as her husband. Rusty stated that this is probably and oversight and he is sure that this will be corrected shortly. 11. Next meeting set for May 8, 2008. 12. Meeting adjourned at 5:45 P.M.
