BOARD MEETING MINUTES
The City of Plainview Park Advisory Board, as appointed by City Ordinance Number 95-3035, dated,
as approved, March 28, 1995, held an open meeting at 4:30 P.M., Thursday, October 09, 2008, in the
Council Chambers, 901 Broadway Street, Plainview, Texas. Minutes for this meeting are hereby
submitted as follows.
ITEM
1. Called to order by Lucile Davis at 4:30 P.M.
2. Invocation given by Lucile Davis
3. Members present were: Lucile Davis, Carlene Kirby, Phyllis Wall, Joani Chapman,
4. Members absent were: Vacancy Precinct #7, Ruby Riggins, Barbara Ramirez, Gabriel Rodriguez
5. Recognition of Visitors: none
6. City Staff present was: Rusty Reese, Park Superintendent
7. August 14, 2008 meeting minutes were given by Lucile Davis and approved as read.
8. New Business:
A. Graffiti Wall. Rusty told members that a graffiti wall has been suggested for the Board to
consider. Rusty went on to say that other cities have created this type of opportunities for paint
artists to express and showcase their talents. Rusty explained that through slight investigation
into this subject that several cities have discontinued the walls di to gang involvement and
violence that the walls created. Rusty did state that the Plainview Gang Task Force and CVB
Coordinator Eric Turner are in the process of possibly creating these opportunities in a
controlled situation. The Board took no action.
B. Park Improvements 2009. Rusty told members that funds are available for park
improvements for this year and asked members to reexamine the park comprehensive plan,
beginning with stage one and be prepared to make recommendations at the next meeting.
In addition, members asked where we were on the proposed disc golf course. Rusty told mall
that Dr. Charles Starnes has visited with myself and City Manager Greg Ingham and that the
suggestion of creating a disc golf course in Regional Running Water Draw Park is perhaps the most
conducive place due to the area of the park and this park is maintained and irrigated in addition to already
having obstacles that will provide the desired attractions to a course.
Joani Chapman made a motion and seconded by Phyllis Wall to support and recommend the
approval of a disc golf course in Regional Running Water Draw Park with funding supported by
interested parties. Motion passed by unanimous vote.
9. Old Business:
A. Update members on 2008 park projects. Rusty told members that the purchases have been
made and received for the three dogi pots and three picnic covers and that construction and
installation of each will be a fall and winter project for the parks department. Rusty went on to
say that security lights are being installed under the Columbia Street Bridge.
10. Open meeting for comment and questions. None.
11. Next meeting: January 8, 2009
