BOARD MEETING MINUTES
The City of Plainview Park Advisory Board, as appointed by City Ordinance Number 95-3035, dated,
as approved, March 28, 1995, held an open meeting at 4:30 P.M., Thursday, January 08 2009, in the
Council Chambers, 901 Broadway Street, Plainview, Texas. Minutes for this meeting are hereby
submitted as follows.
ITEM
1. Called to order by Lucile Davis at 4:35 P.M.
2. Invocation given by Phyllis Wall
3. Members present were: Lucile Davis, Carlene Kirby, Phyllis Wall, Ruby Riggins, and Gabriel
Rodriguez
4. Members absent were: Vacancy Precinct #7, Joani Chapman, Barbara Ramirez,
5. Guests present: none
6. City Staff present was: Rusty Reese, Park Superintendent
7. October 09, 2008 meeting minutes were given by Lucile Davis and approved as read.
8. Old Business:
A. Park Projects 2008. Rusty told members that the three picnic shelters measuring 12 feet X 14 feet
have been constructed in 12th and Utica Park, Frisco Park, and Thomas Park. In addition, Rusty
stated that the pet stations have been installed in M.B. Hood P ark and John D. Stoneham Park,
with the 3rd station being held in inventory for the possibility of better placement. Givens Park
walking track is not indicating much use at this time. Rusty went on to say that the City, in
conjunction with the YMCA, are upgrading the men's and co-ed softball field with infield
conditioner.
B. 2009 Park Improvements. Lucile told members that she has been in contact with George Gonzales
and Mack Shurbet, Realtor for the land west of the proposed fishing pond and that Mr. Gonzales
did not seem interested in working with anyone on that property and that he wants to sell all of it in
one unit not in pieces. Members stated that at this point their interest is in developing a fishing
pond for the citizens of Plainview and wanted to continue to pursue the purchase of the land
necessary for a fishing pond. Lucile Davis is to contact Mack Shurbet to determine a selling price
for the entire property and report at the next meeting.
9. New Business:
A. 2009 Arbor Day. Lucile asked if anyone had any suggestions. Phyllis Wall suggested that the
Plainview Daily Herald has a layout called tremendous one)on kids page which is fun facts about
trees and tree education that could be printed on Arbor Day. A second suggestion was for a picture
announcing Arbor Day on Arbor Day to be in the newspaper and a third suggestion was to fly the
Arbor Flag in Lloyd Woods Park on Arbor Day. A motion was made by Phyllis Wall and seconded
by Carlene Kirby to approve and accept the proposed activities for Arbor Day. Motion passed by
unanimous vote.
10. Questions and comments:
A. Ruby Riggins asked Rusty what it would take to turn the north end backstop in Earl & Essie
Givens Park into a regulation softball field with lights and fences. Rusty told Ruby and members
that he will need to research the cost and report at a later date.
B. Phyllis Wall told Ruby that the Mayer Foundation may assist in funding and that she will check with
the foundation and provide her with any new information.
