BOARD MEETING MINUTES
The City of Plainview Park Advisory Board, as appointed by City Ordinance Number 95-3035, dated, as
approved, March 28, 1995, held an open meeting at 4:47 P.M., Thursday, October 8, 2009, in the Council
Chambers, 901 Broadway Street, Plainview, Texas. Minutes for this meeting are hereby submitted as
follows.
ITEM
1. Called to order by co — chair Carlene Kirby at 4:37 P.M.
2. Invocation given by Phyllis Wall
3. Members present were: Carlene Kirby, Phyllis Wall, Joani Chapman, Ruby Riggins, Gabriel
Rodriguez
4. Members absent were: Barbara Ramirez, Lucile Davis and vacancy
5. Guests present: none
6. City Staff present was: Rusty Reese, Park Superintendent
7. July 16, 2009 meeting minutes were given by Carlene Kirby and approved as read.
8. Old Business: Park Improvements 2009.
A. Rusty told members that the play structures for Frisco and Thomas Park had been received and the
department planned to begin installation within the next few weeks. Rusty passed a color picture
and drawings of each for members to view.
9. New Business: 2010 Park Improvements.
A. Rusty told members that funds were available again this year and asked members to review the Park
Plan and to consider what projects and how the money would be distributed to the projects.
B. Phyllis Wall stated that with long time board member Irma Luna's passing, that the board should
consider doing something for her. A motion was made by Phyllis and seconded by Joani to plant a
tree with a plaque in a park in her district. Motion passed by unanimous vote.
C. Phyllis Wall stated that she would like to consider and research possibly installing video cameras in
Regional Running Water Draw Park. Rusty stated that a quick review of this, that it would be very
expensive — somewhere near $40,000 to $50,000 and that Dale Simpson would have a better
understanding of the process. Phyllis stated that we need to be proactive and not reactive. Rusty is
to visit with Dale and invite him to the next meeting.
