BOARD MEETING MINUTES
The City of Plainview Park Advisory Board, as appointed by City Ordinance Number 95-3035, dated, as
approved, March 28, 1995, held an open meeting Thursday, January 14, 2010, in the Council Chambers,
901 Broadway Street, Plainview, Texas. Minutes for this meeting are hereby submitted as follows.
ITEM
1. Called to order by chair Lucile Davis at 5:02 P.M.
2. Invocation given by Lucile Davis
3. Members present were: Lucile Davis, Ruby Riggins, Barbara Ramirez, and Phyllis Wall
4. Members absent were: Gabriel Rodriguez, Carlene Kirby, and vacancy
5. Guests present: none
6. City Staff present was: Rusty Reese, Park Superintendent and Dale Simpson
7. October 8, 2009 meeting minutes were given by Lucile Davis and approved as read.
8. Old Business:
A. Video cameras in parks. Dale Simpson addressed the Board. Dale stated that there were several
different types of cameras. Some are manned and some record. Cameras are good and bad and
there are inside and outside cameras. Dale went on to say that some of the problems with
outside cameras is the sun and wind and that 95% of the time you cannot identify the offender.
Phyllis stated that she realizes that we can not catch every bad thing, but at the least the offender
knows they are being recorded. The Board requested additional information; check with other
cities to determine what they are doing to protect their park users and contact a security
company to see what they can offer.
B. Irma Luna Dedication. Rusty provided a copy of the dedication letter for the Board to read and
that several family members attended the dedication.
C. Frisco and Thomas Parks Play Structures. Rusty reported that each of the structures are
complete and ready for use.
D. Hike and Bike Trail Joliet Crossing. Rusty stated that this issue has been reviewed by Police
Chief Mull and Street Superintendent Arthur Wall. Rusty provided a drawing and description of
what information is present at the location and that at this time the crossing meets appropriate
signage and warnings. Rusty stated that vehicle traffic does have the right-of-way and that there
is a stop sign on each approach of the trail to Joliet Street. Phyllis stated that moving or placing
signage further away from the crossing would provide more response time for vehicles and
would be safer. Rusty is to relay this proposal to police and streets.
E. 2010 Park Improvements. Board reviewed the one to ten year Park Comprehensive Plan.
Phyllis stated that she has several citizens requesting a Dog Park to be constructed and to
construct it in the northwest part of M. B. Hood Park and name it in honor of Lee Soucy. Phyllis
provided some details about a Dog Park. Rusty is to get additional information for the next
meeting. Barbara Ramirez stated that there is I need for a Skateboard Park and would like the
Board to consider a Skate Park and requested additional information regarding such for the next
meeting. Lucile requested some additional information on constructing additional
Baseball/Softball practice fields for the next meeting.
9. New Business: South Columbia Fishing Pond. Rusty stated that the owner of said property is
Warren Hingst. Rusty went on to say that the city reviewed the property and it is determined to
be too small of an area for the city to meet the ADA requirements for proper Bank Angles. No
further action was taken.
10. Next meeting set for February 11, 2010.
