BOARD MEETING MINUTES
4/14/11
The City of Plainview Park Advisory Board, as appointed by City Ordinance Number 95-3035, dated,
as approved, March 28, 1995, held an open meeting Thursday, April 14, 2011, in the Council
Chambers, 901 Broadway Street, Plainview, Texas. Minutes for this meeting are hereby submitted as
follows.
ITEM
1. Called to order by chair Lucile Davis at 4:35 P.M.
2. Invocation given by Joani Chapman.
3. Members present were: Lucile Davis, Carlene Kirby. Joani Chapman, Gabriel Rodriguez,
Phyllis Wall, Ruby Riggins
4. Members absent were: Barbara Ramirez and vacancy
5. Guests present: none
6. City Staff present was: Rusty Reese, Park Superintendent and Shane Harrell, Human
Resources
7. February 10, 2011 meeting minutes were given by Lucile Davis and approved as read.
8. Old Business:
A. Oath of office to Carlene Kirby and Gabriel Ramirez
B. Arbor Day Activities. Rusty told members that Pitch In Plainview and Hale County 4-H
youth has extended an invitation to the park board to walk and clean the Hike and Bike
Trail on Friday, April 29th from 4:15 to 5:15 pm in recognition of Earth Day/Arbor Day.
9. New Business:
A. Update on Parks. Rusty told members that the Skateboard Park is moving forward and
Jeffrey is getting a proposal for design and cost projection.
B. Rusty told the board that the replacement flag pole for Woods Park that Hi Plains
Millwright had ordered for Kiwanis Club has arrived and the parks department will be
assisting in the replacement process.
C. Katherine Wheeler Memorial Foundation. Rusty told members that a new motor has been
ordered and expects the fountain to be operating soon.
D. Rusty told members that the City of Plainview is working with Cargill Meat Solution on
an Earth Day Project. Options are to replant trees along the Hike and Bike Trail or to
replant the hackberry grove by the historical marker in Broadway Park.
E. Rusty stated that the Running Water Disc Golf sign has been installed and the sign
contains a map of the course and rules for the game.
F. Rusty told members that the parks department will be fertilizing the park in May and
Rusty concluded by stating that another busy season is getting under way.
10. Open meeting for comments and questions.
A. Phyllis stated that the parks need to have a webpage on the city's website and that it
needed to highlight the Centennial Circle of Honor, Patriots walking and Woods Memorial
Flag Pole. Rusty told members that the parks department does have a web page and
invited members to research the pages.
B. Phyllis stated that Kidsville is a scary place and asked if Kidsville could be fenced in for
better security and that older children should not be using for the purpose that they are
using if for now. Rusty stated that yes, it is possible to fence the playground in; however,
with a slated or solid fence would provide a greater amount of obscurity.
11. Next meeting set for fall meeting unless urgent business arose.
12. Meeting adjourned at 5:20 P.M.
