BOARD MEETING MINUTES
OCTOBER 13, 2011
The City ofPlainview Park Advisory Board, as appointed by City Ordinance Number 95-3035, dated,
as approved, March 28, 1995, held an open meeting Thursday, October 13, 2011, in the Council
Chambers, 901 Broadway Street, Plainview, Texas. Minutes for this meeting are hereby submitted as
follows.
ITEM
1. Called to order by chair Lucile Davis at 4:37 P.M.
2. Invocation given by Phyllis Wall
3. Members present were: Lucile Davis, Carlene Kirby, Joani Chapman and Phyllis Wall
4. Members absent were: Ruby Riggins, Gabriel Rodriguez, Barbara Ramirez and vacancy
5. Guests present: none
6. City Staff present was: Rusty Reese, Park Superintendent and Jeffrey Snyder, Assistant City
Manager.
7. April 14, 2011 meeting minutes were given by Lucile Davis and approved as written.
8. Old Business:
A. Jeffrey Snyder addressed the following:
i) Vision Skate Park is moving forward and a location has been selected out of five
possible sites. It will be located at 6th and Joliet.
ii) Sphon Ranch has been asked to provide a design and cost estimates for the skate park
iii) The soil test reports have just been received
iv) Hopefully a presentation can be given to the City Council sometime after the first of
the year.
The Board thanked Jeffrey for his update.
9. New Business:
A. Park Improvements 2012. Rusty told members that again Greg and the City Council
found a way to provide $25,000.00 for park improvements and that amount is available.
Rusty went on to request board members to research the needs of the parks and make
recommendations accordingly. Carlene asked Rusty if he had any suggestions on how the
monies could be used. He stated that additional drinking fountains and that some lighting
could be updated.
B. Security lighting in M.B. Hood parking lot. Rusty told members that a request from Lou
Dunn that one or more security lights be installed so that it will be safer and perhaps will
'e bad behavior that is taking place in the dark. After some discussion the board asked
Rusty to research the cost of this proposal.
C. Arbor Report (Loss and Removal). Rusty told members at this time approximately thirty
trees have been lost due to the drought. He went on to say that this is probably just the
beginning of the loss because sometimes it takes several years for a tree to decline to the
point of death. Rusty continues stating that the department has begun to remove some of
the deceased trees and will likely proceed throughout the winter. Phylis Wall said that she
would like the tree memorial markers be replaced with a sign in each park; stating that
park appearance, time involved in mowing and trimming around the markers. Rusty stated
that the program has been discontinued at this point due to the amount of time that is
required to care for newly planted trees by hand watering each one, and that this proposal
needs to be researched by the Legal Department because of the arrangement by the donors
and the city. Rusty is to report back.
D. PRTOS Comprehensive Plan: Rusty told members that it was time to begin looking at
updating the plan. However, it was determined that this should be delayed a little longer
then Rusty turned the topic over to Jeffrey Snyder. Jeffrey told members that a request
for proposal has gone out seeking consultants to conduct an update for the City of
Plainview's Comprehensive Plan and that elements to the update will be the parks and that
the park board will surely be in contact and involved with the new plan consultants and
that the park plan should coincide with each other. Jeffrey concluded by saying that he
expected an (8) eight to (10) ten month process for the plan.
