BOARD MEETING MINUTES
January 17, 2013
The City of Plainview Park Advisory Board, as appointed by City Ordinance Number 95-3035, dated,
as approved, March 28, 1995, held an open meeting Thursday, January 17, 2013 in the Council
Chambers, 901 Broadway Street, Plainview, Texas. Minutes for this meeting are hereby submitted as
follows.
ITEM
1. Called to order by chair Lucile Davis at 4:53 P.M.
2. Invocation given by Carlene Kirby.
3. Members present were: Joani Chapman, Carlene Kirby, Lucile Davis, and Ruby Riggins
4. Members absent were: Phyllis Wall, Gabriel Rodriguez, Barbara Ramirez and vacancy
5. Guests present: none
6. City Staff present was: Rusty Reese, Park Superintendent
7. October 11, 2012 meeting minutes were given by Lucile Davis and after grammar corrections
were noted and made; minutes were approved as read.
8. Old Business:
A. Park improvements 2013. Members were asked if they had any recommendation as to
how the $25,00.00 will be expended this year. Rusty mentioned that one item that needed
to be considered is picnic shelters. Due to the loss of many trees; there are several picnic
tables without shade. Lucile recommended that no action be taken until the Board has a
report from Kendrig Keast regarding the parks and recreation comprehensive plan. No
action was taken.
9. New Business:
A. Arbor Day. Rusty asked the board to be considering what activity if any to celebrate
Arbor Day. Members are to consider this item and discuss at a later meeting.
13. Frisco Park; soil test. Rusty told members that a soil test had been scheduled and is now
complete and are awaiting the test results to determine if the soil is suitable to sustain a
basketball court.
A. Walking track signage. Rusty told members that Texas Tech University Health Science's;
the Garrison Institute on aging has provided signage for all Park walking tracks. Rusty
went on to say that the City has been working with Charles Moon the Hale County
Coordinator. The signs have the name of the park, distance of the track and some
description on how exercise is beneficial. Rusty continued by stating that The Garrison
Institute will be promoting opportunities from time to time and that they already promoted
a bike ride at the Hike and Bike trail in late October.
2. Open meeting for comments and questions.
A. Rusty told members that Kendig Keast Co. will be presenting the Comprehensive plan to
the Parks Board at some date in February to update the Board and to listen to any
additional information the Board may have regarding the parks. Rusty went on to say that
Aaron Tuley and Michelle Queen should be the presenters.
3. Meeting adjourned at 5:20 P.M.
