BOARD MEETING MINUTES
April 11, 2013
The City of Plainview Park Advisory Board, as appointed by City Ordinance Number 95-3035, dated,
as approved, March 28, 1995, held an open meeting Monday, April 11, 2013 in the Council
Chambers, 901 Broadway Street, Plainview, Texas. Minutes for this meeting are hereby submitted as
follows.
ITEM
1. Called to order by chair Lucile Davis at 4:50 P.M.
2. Invocation given by Joani Chapman.
3. Members present were: Joani Chapman, Carlene Kirby, Lucile Davis, Phyllis Wall, and Ruby
Riggins
4. Members absent were: Barbara Ramirez, Gabriel Rodriguez vacancy
5. Guests present: none
6. City Staff present was: Rusty Reese, Park Superintendent
7. Approval of minutes for January 17, 2013 and March 11, 2013. Minutes approved as read.
8. Old Business:
A. Arbor Day. Activities after discussion a motion was made by Phyllis and seconded by
Joani, to suspend Arbor Day activities until drought conditions improved. Motion passed
by unanimous vote.
B. Park Improvements 2013 — Lucile opened the floor for discussion. Rusty suggested that
the Board consider covered picnic shelters over many of the tables that have been left
without shade from the deceased trees. Rusty also suggested that the Board consider
beginning to address the ADA accessibilities in the parks. The Board requested that a
proposal be presented for such.
9. New Business: Update Board on Park activities.
A. Rusty told members that the City was given the retaining wall stones from the 1-27-70
overpass. Rusty continued by stating that the Parks department has used some of the
stones to build a wall for the disc golf basket at hole #5.
B. Rusty told members that the Parks department will probably be constructing four (4) new
raised planter beds in the 281h street garden and that all construction materials are to be
furnished by the Garrison Institute on Aging. Rusty went on to say that they are also
going to provide some seeds, plants and tools.
C. Rusty told members that the Parks will be adding a layer of wood chips to all or most of
the bare areas in the Regional Running Water Draw Park, in an attempt to stop the
erosion.
D. Rusty also told the Board that the Parks crew has just completed the construction of a
10X12 metal concession stand for the softball fields.
10. Open meeting for comments and questions. Phyllis stated that it is believed that the wooden
tree sculptures have served their purpose and believe it is time to remove them from the Parks.
Phyllis went on to say that if they are to remain in the Parks that they should have a
permanent pedestal constructed for them. Rusty commented that he has had several
comments on the sculptures, that they are unique and should remain in the parks. Rusty went
on to say that Legal needed to be consulted on this matter because they were paid for by
individuals and civic organizations. Rusty is to research this and report back at a later
meeting.
11. Meeting adjourned at 5:50 P.M.
