BOARD MEETING MINUTES
May 9, 2013
The City of Plainview Park Advisory Board, as appointed by City Ordinance Number 95-3035, dated,
as approved, March 28, 1995, held an open meeting Thursday, May 9, 2013 in the Council Chambers,
901 Broadway Street, Plainview, Texas. Minutes for this meeting are hereby submitted as follows.
ITEM
1 Called to order by chair Lucile Davis at 4:37 P.M.
2. Invocation given by Phyllis Wall.
3. Members present were: Joani Chapman, Barbara Ramirez, Lucile Davis, Phyllis Wall, and
Ruby Riggins
4. Members absent were: Carlene Kirby, Gabriel Rodriguez vacancy
5. Guests present: none
6. City Staff present was: Rusty Reese, Park Superintendent
7. Approval of minutes for April 11. Minutes approved as read.
8. Old Business:
A. Rusty provided a list of various parks that needed to have ADA ramps installed that will
make all parks ADA accessible. Rusty went on to say that the ramps could be installed in
the amount of $2500.00 or less. A motion was made by Joani Chapman and seconded by
Ruby Riggins to dedicate up to $2,500.00 to have all the ADA ramps constructed in the
various parks. Motion passed by unanimous vote.
B. Rusty told the members of the need to begin construction of all metal picnic table shelters,
especially after all the tree losses that the parks have experienced. A motion was made by
Phyllis Wall and seconded by Barbara Ramirez that some double picnic tables be covered
and or tables be purchased and these locations are to be covered in M.B. Hood, Lloyd
Woods and Broadway Park. One double picnic table and shelter be purchased and
installed in John Stoneham Park. Committing the remaining $22,500.00 for the
completion of the project and after the necessary purchases of tables and materials for the
shelters are complete, if any funds remain the Board will consider adding additional tables
and shelters to Edgar and Essie Givens and Regional Running Water Draw
Parks. Motion passed by a 4 (four) to 1 (one) vote with Lucile voting against.
9. New Business: Tree Sculptures
A. Rusty was to consult with Legal Department regarding the tree sculptures. Rusty told the
Board that the existing sculptures must remain in the parks because the City of Plainview
has a commitment to them and until they crumble and break or a natural occurring event
destroys them. Phyllis Wall requested that they be lightened in color. Rusty told the
Board that an attempt would be made to lighten them.
10. Open meeting for comments and questions. Phyllis stated that there is a real need for public
accessible restrooms in M.B. Hood Park. Rusty is to provide a proposal for such and a cost
estimate for a restroom in the park at a later date.
11. Meeting adjourned at 5:30
