City Council Meeting
7:30 P. M.
CITY COUNCIL MINUTES
The City Council of the City of Plainview met in regular session at 7:30 P. M. in
the City Council Chambers of the City Hall with Mayor J. Robert Wayland presiding and
the following Councilmen. present: ~Jeane Browning-Place One; Medlin Carpenter-Place Two;
Lloyd Woods-Place Three; Tom Almon-Place 'Four; and William SoRelle-Place Five.
Also present were the following City Staff: Marshall Pharr-City Manager, Bill Hogge-
Director of Public Works, M. L. Rea-City Clerk, Alan Stewart-Director of Police Services,
Norman Huggins-Director of Finance, Johnnie Ballew-Director of Safety and Environment,
Buddy Dodson-Tax Assessor/Collector, Bob Richards-Building Inspector, Randy Holly-
Administrative Assistant, and Debbie Hall-Administrative Secretary.
Also present were the following visitors: Gary Ott-Plainview Daily Herald, Chuck
Martin-KVOP Radio, Charles Bechtold, Shari Campbell-KKYN Radio, Mrs. Merwyn Igo,
Mr. and Mrs. Foster Wright, Mrs. Robert Tipton, and Mrs. Gerald Martin.
The invocation was given by Norman Huggins.
It was moved by Alderman Almon, seconded by Alderman SoRelle, to accept the Mayor's
recommendation to appoint Westley Roundtree to the Fire Code Board of Appeals to fulfill
the expired term of Robert Bellamy. Motion carried unanimously.
It was moved by Alderman SoRelle, seconded by Alderman Almon, to authorize the
Mayor to sign the deed for sale of property by the Plainview/Hale County Airport Board
to Cloverlake Dairy in the amount of $10,400.00, subject to acceptance by the Federal
Aviation Administration and Hale County Commissioners. Motion carried unanimously.
It was moved by Alderman Almon, seconded ,by Alderman Woods, to approve the specifi-
cations and authorize the advertising of bids for one Multi-gain Lawn Mower for use in
the Park System. Estimated Cost $8,700.00. Motion carried unanimously.
It was moved by Alderman Carpenter, seconded by Alderman Almon, to approve the
specifications and authorize the advertising for bids of a ditch machine for use in the
Park Department. Estimated Cost $20,000.00. Motion carried unanimously.

It was moved by Alderman Woods, seconded by Alderman Browning, to approve the minutes
of the regular City Council meeting held April 25, 1978.

It was moved by Alderman Carpenter, seconded by Alderman Browning, to adopt
Appropriation Ordinance No. 78-2222 from Revenue Sharing Fund Account 427-620 in the
amount of $2,147.07 payable to General Fund for Debris C~earance on Projects #315
202 Ash, #372 - 309 Denver and #311 - 205 Ash. Motion carried unanimously.
It was moved by Alderman Woods, seconded by Alderman SoRelle, to adopt Appropriation
Ordinance No. CD3-072 from Community Development Fund Account 429-831 in the amount of
$6,613.32 payable to General Fund Account for Code Enforcement/Debris Clearance on
Projects #285, #348, #233, #350, #334 and #340. Motion carried unanimously.
It was moved by Alderman Browning, seconded by Alderman SoRelle, to adopt
Appropriation Ordinance No. 78-2223 from Revenue Sharing Fund Account 427-620 in the
amount of $16,247.60 payable to Unistrut Texas for purchase of 850 Traffic Sign Poles
and 3000 rivetts. Motion carriedunanimously.
It was moved by Alderman Almon, seconded by Alderman SoRelle, to adopt Appropriation
Ordinance No. CD2-073 from Community Development Fund Account 429-809 in the amount of
$494.40 payable to Mortion Irrigation for ditching for water main extensions in Austin
Heights area; 1975 Community Development Improvement Project. Motion carried unanimously.
Reminder of joint meeting between the City Council and Commissioners Court to
discuss the forthcoming budgets of Plainview-Hale County Health Department and Plainview-
Hale County Airport Board, to be held May 16, 1978 at 11:30 a.m. at K-Bobs Restaurant.
It was moved-by Alderman Woods, seconded by Alderman SoRelle, to proceed with Step
1 of Order #92-500 of the Texas Department of Water Resources as discussed by Bill Hogge,

Director of Public Works. Motion carried unanimously.
Reminder of the dedication of the C~ty of Plainview Running Water D~aw Rotary
Center to be at noon on May 23, 1978.
The City of Plainview Priority Planning Session is proposed to be held June 1-2-3,
1978 at the Lubbock Inn, Lubbock, Texas.
It was moved by Alderman Carpenter, seconded by Alderman Browning, to approve the
request of Willson & Son Building Materials for the-paving of the alley on West End
Addition, Lot 1, Block ], Plainview, Hale County, Texas, subject to the City Engineer's
specifications. Motion carried unanimously.
Received for filing, Cost of Gas Analysis as submitted by Pioneer Natural Gas Co.
for the month of March, 1978.
It was moved by Alderman Carpenter, seconded by Alderman Browning, to authorize
the Mayor to sign the assessment as filed under Ordinance No. 66-939. Motion carried
unanimously.
It was moved by Alderman Almon, seconded by Alderman Woods, to authorize the Mayor
to petition the Plainview School System for the cost of curb and gutter on Yonkers,
and authorize study to be made for traffic~signal at intersection of Yonkers and 24th
Street. Motion carried unanimously.
It was moved by Alderman Carpenter, seconded by Alderman Woods, to authorize the
construction of a permanent barrier in front of the Unger Memorial Library, if funds
are available. Motion carried unan~mously.
It was moved by Alderman Carpenter, seconded by Alderman SoRelle, to authorize the
City Manager to obtain funds for seal coat program and sanitation containers. Motion
carried unanimously.
Tut Tawwater, Chairman of the Pa~ks, Recreation and Open Space Advisory Committee,
appeared to recommend to the Council the following:

1. Lock restrooms in Plainview Parks at ll:O0 p.m. and unlock them at 8:00 a.m.
everyday.
2. Discussed application, to the Texas Parks & Wildlife for matching funds for
Lakeside Park.
No action was taken at this time.
Received for filing, letter from the Office of the Governor awarding to the City of
Plainview the Multi-Channel Logging Recorder System, to the Criminal Justice Council.
It was moved by Alderman Carpenter, seconded by Alderman Woods, to adjourn, there
being no further_business. Motion carried unanimously.
