BOARD MEETING MINUTES
January 9, 2014
The City of Plainview Park Advisory Board, as appointed by City Ordinance Number 95-3035,
dated, as approved, March 28, 1995, held an open meeting Thursday, January 9, 2014 in the Council
Chambers, 901 Broadway Street, Plainview, Texas. Minutes for this meeting are hereby submitted
as follows.
ITEM
1. Called to order by chair Lucile Davis at 4:38 P.M.
2. Invocation given by Carlene Kirby
3. Members present were: Lucile Davis, Phyllis Wall, Carlene Kirby and Ruby Riggins
4. Members absent were: Joani Chapman, Barbara Ramirez and Gabriel Rodriguez and vacancy
5. Guests present: none
6. City Staff present was: Rusty Reese, Park Superintendent
7. Approval of minutes for October 10, 2013. Minutes approved as read after corrections - IE
instead of IN.
8. Old Business:
A. Park improvements 2013. Rusty updated the board members on picnic table shelters.
Rusty stated that there are 19 shelters in four parks.
B. Park Improvements 2014. Lucile Davis asked members to create a list of possible
improvements that each member would like to see made in the parks for 2014 and present
them at the next meeting.
C. Phyllis updated the members regarding the skate park; Phyllis went on to say that the
City was seeking a price from two skateboard construction companies and that perhaps by
March may present the project to the City Council. Phyllis continued to state that perhaps
some of the 2014 park improvements monies could be dedicated to the project by means
of purchasing benches or landscaping for the project.
9. New Business:
A. Park comprehensive plan. Rusty told members that the plan needed to be updated and
that several of the accomplishments need to be withdrawn from the plan and a new one to
five year and a six to ten year plan and so on. Rusty continued saying that we will need to
hold a couple of public meetings to receive information and ideas from the public, and
that a timeline needed to be determined at the next meeting.
10. Open meeting for comments and questions. Phyllis told members to expect to see a greater
participation from the public in the near future, that there is a group that want to be heard and
have input regarding the parks.
