BOARD MEETING MINUTES
April 15, 2014
The City of Plainview Park Advisory Board, as appointed by City Ordinance Number 95-3035,
dated, as approved, March 28, 1995, held an open meeting Saturday, April 15, 2014 at the
Broadway Park Shelter House, 101 SE 1 Sr , Plainview, Texas 79072. Minutes for this meeting are
hereby submitted as follows.
ITEM
1 Called to order by chair Lucile Davis at 6:30 P.M.
2. Oath of Office of Ruby Riggins and Gabriel Rodriguez
3. Members present were: Lucile Davis, Phyllis Wall, Carlene Kirby, Gabriel Rodriguez and
Ruby Riggins
4. Members absent were: Joani Chapman and Barbara
5. Guests present: Susan Thompson, Walter Hill and Michael Hill
6. City Staff present: Rusty Reese, Park Superintendent and Jeffrey Snyder, Assistant City
Manager
7. Public Hearing; Parks Comprehensive Plan: Statement read by Lucille Davis
8. Old Business:
Park Comprehensive Plan. Lucile Davis opened the floor for discussion. Guest, Susan
Thompson made a recommendation to add a fenced dog park. She states she does not have a
place where her dog can run and play. Lucile Davis asked Susan if she heard of anyone else
express an interest in a dog park. Susan said no. Phyllis Wall stated that the budget would
not allow a dog park at this time. Phyllis further commented that several programs in
Plainview have donated and volunteered their time to help with the budget. Phyllis suggested
that if Susan was interested in a dog park, for her to put together a plan and a budget and
bring it to one of the meetings for further discussion and consideration.
Guest, Walter Hill wanted to know if restrooms were going to be added at any of the parks.
Phyllis Wall stated that the restrooms for M. B. Hood Park and Joliet Park were in the
Comprehensive Plan. The budget does not allow restrooms at all of the parks located in the
City of Plainview.
Guest, Michael Hill had concerns regarding the maintenance of the restrooms at the Broadway
Park when events are going on. When the Cowboy Parade took place last year, he overheard
individuals saying they would not come back to Plainview because of the restrooms not being
kept up. Phyllis Wall stated that it was in the proposed budget to hire additional personnel to
maintain the parks, trail and restrooms. She further stated that if he saw that the restrooms
were not being maintained, to call City Hall.
Susan Thompson wanted to know more about the priority of the projects that was listed in the
Comprehensive Plan. Lucile said the projects are taken into consideration by budget and
priority for each district.
9. Meeting adjourned at 8:00 p.m.
