BOARD MEETING MINUTES
January 8, 2015
The City of Plainview Park Advisory Board, as appointed by City Ordinance Number 95-3035,
dated, as approved, March 28, 1995, held an open meeting Thursday, January 8, 2015 at City
Hall, 901 Broadway, Plainview, Texas 79072. Minutes for this meeting are hereby submitted as
follows.
ITEM
1. Called to order by chair Lucile Davis at 5:05 P.M.
2. Invocation given by Joani Chapman
3. Recognition of visitors: None.
4. Members present were: Phyllis Wall, Joani Chapman, Barbara Ramirez, Lucile Davis and
Ruby Riggins.
5. Members absent were: Gabriel Rodriguez and two vacancies.
6. City Staff present: Rusty Reese, Park Superintendent and Ricky Summers, Park Foreman.
7. Approval of minutes, August 14, 2014. Minutes approved as printed.
8. Old Business:
Park Improvements 2014-2015. Rusty told members that he had received one letter with
the requested recommendation for projects for discussion and to estimate a cost for it.
Rusty continued stating the request are restrooms for M. B. Hood Park, Dog Park and to
find a suitable location for additional baseball practice fields.
Rusty provided a cost for restrooms at $90,000.00 - $100,000.00. Dog Park - $42,000.00.
Rusty went on to describe the location, drawing and some amenities that the Dog Park
would consist of. A motion was made by Phyllis and seconded by Joani to conduct a
community survey and some additional information gathering. Motion passed by
unanimous vote. Phyllis and Rusty are to work on a survey.
Phyllis and Rusty updated numbers regarding the skateboard park. Phyllis stated that
there was an anonymous donor of $5,000.00 and that the Mayer foundation is donating
$26,000.00 for lighting. Rusty went on to say that the contract with Spohn Ranch is
expected to be approved and signed by the City Council Tuesday night at their regular
City Council Meeting.
9. New Business:
A. Regional Running Water Draw Park Recycling Area. Rusty told members that he has a
request that the City move the recycling area at two locations 1) entrance to Regional
Park and 2) M.B. Hood Park. After some discussion that at no time should there be
recycling boxes at an entrance to any park and that the dumpsters should not be the first
visual of any nice park.
A motion was made by Lucile Davis and seconded by Joani Chapman to highly
recommend moving the Regional Park entrance dumpsters to Kirchwood Street and to
relocate the boxes from M. B. Hood entrance to the Water Treatment Plant. Motion
passed by unanimous vote.
10. RRWD Park — Kidsville Playground. Rusty told members that this topic was requested to be
added to the agenda for consideration and discussion. Rust went on to say that many wooden
playgrounds built before 2003 was CCA treated wood. Kidsville was constructed in 1991.
Rusty continued saying that there has been testing done on this type of treated wood and that
results are that the wood needs to be sealed once a year and with using the recommended
deck and shake sealer. The treated wood is encapsulated; which results in non-detectable
intake. Rusty went on to say that the EPA is not recommending that consumers replace or
remove existing structures or the soil surrounding these structures. Research has been
provided by Florida Department of Health, and Reed Engineering Group.
Rusty went on to say that since 2004 and forward, that treated wood used for play structures,
decks, picnic tables and landscape timbers are treated with ACO treatments. Rusty noted that
a lot of the CCA treated wood used in the construction of Kidsville has been replaced over
the past several years of maintenance on the structure and the Parks Department annually
seals the structure. It's believed that we are in good condition. Informative information. No
action required.
11. Open Meeting: No discussions.
12. Next meeting set for March 12, 2015.
