BOARD MEETING MINUTES
March 12, 2015
The City of Plainview Park Advisory Board, as appointed by City Ordinance Number 95-3035,
dated, as approved, March 28, 1995, held an open meeting Thursday, March 12, 2015 at City
Hall, 901 Broadway, Plainview, Texas 79072. Minutes for this meeting are hereby submitted as
follows.
ITEM
1. Called to order by chair Lucile Davis at 5:03 P.M.
2. Invocation given by Ruby Riggins
3. Recognition of visitors: Council member, Teresa King, Jonathan King and Windy Medina.
4. Members present were: Phyllis Wall, Joani Chapman, Barbara Ramirez, Lucile Davis and
Ruby Riggins.
5. Members absent were: Gabriel Rodriguez and two vacancies.
6. City Staff present: Rusty Reese, Park Superintendent and Ricky Summers, Park Foreman.
7. Approval of minutes, January 8, 2015. Minutes approved as printed.
8. Old Business:
Park Improvements 2014-2015. Dog Park Survey. Rusty presented and reviewed the
online survey with members. Lucile opened the floor for discussions regarding the dog
park. Phyllis stated that many times a dog park is a social resource for pet owners.
Council member, Teresa King asked how many responded to the survey. Rusty stated 71
citizens had taken the survey. Windy Medina addressed the Board stating that she had
moved back to Plainview approximately five years ago and was very familiar with the
dog parks in her former City and that a dog park would be a great benefit to Plainview,
and she would certainly use the dog park. She closed by stating that she volunteered for
Adopt —A -Paws. The board thanked her for her comments.
A motion was made by Joani Chapman and seconded by Ruby Riggins to construct a
small and large dog park in the amount of $42,000.00. Motion passed by unanimous
vote.
Ruby Riggins stated that she had concerns over no covered picnic shelters in Given's
Park. Rusty stated why there were no shelters put in at the time other covers were being
constructed was that at that time there are six tables under the open pavilion and there are
three more tables under really nice shade trees in the southeast corner of the park.
Ruby continued stating that she would also like to see a community garden constructed in
the immediate area of the Givens Park. Rusty referred her to RSVP for their
consideration. Rusty went on to say that the Parks Dept. only constructed the current
garden and that the Parks Dept. tills the garden two times per year and the parks provide
the water for the gardens. Ruby is to contact RSVP and make her request known. Phyllis
asked prices for picnic tables and what covers would cost. Rusty replied a table will cost
$1,000 and shelters would run approximately $1,200 each, for a total of $2,200 per unit.
A motion was made by Ruby Riggins and seconded by Phyllis Wall to provide two
covered shelters with new tables. Motion passed by unanimous vote.
9. New Business:
Jonathan King, Head Tennis Coach for P.I.S.D. Jonathan King addressed the Board
regarding the City of Plainview Parks tennis courts. Jonathan stated that he wants every
opportunity for the City of Plainview to be able to enjoy and play tennis. Jonathan
continued stating that all of the parks courts are in need of resurfacing so that they can be
used by all; competitive and leisure. Jonathan told the Board that he is seeking the
Board's approval and support to raise monies to resurface the courts and that the plans to
raise most of the monies required to complete this project. Jonathan would like to see the
projected completed by next year.
Phyllis asked Jonathan about the process of resurfacing and the life expectancy of the
resurfacing. Jonathan stated that it is an applied process by a contractor and that it should
last ten years.
Jonathan stated that his goal is to partner with USTA National Branch, USTA Texas, City
of Plainview, Plainview YMCA and Project Tennis. Jonathan went on to say that there
are grants available through USTA and he plans to apply for them.
Phyllis asked Jonathan if he had been in contact with the YMCA. He stated that he has
and that Rob and the YMCA is interested in starting up a tennis camp and would support
this venture. Phyllis continued by asking what a tennis racket would cost. Jonathan told
the Board that an adult racket would on average be $110 - $120.00 and a youth racket
would be around $75.00. Ruby stated that she believed that this is a great idea.
Jonathan completed his presentation with the City Parks Tennis Courts is the only tennis
venture in Plainview for the kids and families. Jonathan added that the City will need to
provide the funds upfront for any approved grants and will be reimbursed after
completion. Rusty stated that the City Council will need to be addressed concerning this
project. A motion was made by Joanie Chapman and seconded by Ruby Riggins to
support and recommend this project. Motion passed by unanimous vote.
10. Open Meeting for Questions and Comments. Rusty addressed the board expressing his
appreciation for the wonderful years that he has worked with them. Rusty went on to thank
them for their dedication and many hours of time that they have contributed to the parks and
the many improvements that they have made together. Rusty told the Board their
involvement has made his time here a much greater success and he wishes them much
continued success in their civic service to the City of Plainview. Rusty closed with a thank
you.
11. Next meeting set for April 9, 2015.
