EMERGENCY MEETING

Plainview, Texas
An emergency meeting of the Plainview City Council was held to discuss
selection of a Municipal Court Judge, to be effective 12:00 midnight June l,
1978.
Mayor Wayland called the meeting to order and those present were as follows:
Medlin Carpenter~Councilman, Place 2; Lloyd Woods-Councilman, Place Three; Tom
Almon-Councilman, Place Four; and Bill SoRelle-Councilman, Place Five.
Also present included Marshall Pharr-City Manager, Tom Hamilton-City Attorney,
and Doug McDonough-Plainview Daily Herald.
The invocation was given by Lloyd Woods.
Mayor Wayland opened the meeting and asked for discussion concerning
appointment of a temporary Municipal Court Judge.
A motion was made by Medlin Carpenter that this personnel matter be
discussed in executive session. The motion was seconded by Lloyd Woods~ and
unanimouslys approved by those present.
Mayor Wayland asked that the City Manager and City Attorney accompany
the Council.
The City Council returned from Executive Session on a motion by Tom Almon,
seconded by Lloyd,~oods and unanimously approved by those present.
Medlin Carpenter~made the motion that a Municipal Court Judge be selected
that has legal background, a Municipal Court Administrator and a Clerk. The
motion was seconded by Lloyd Woods. Motion carried unanimously by those present.

Medlin Carpenter moved that a Municipal Court Judge be appointed for a
limited time, pending selection of a permanent Municipal Court Judge, and that
Richard Cross be appointed Muni~cipal Court Judge for a limited time. The
salary for Richard Corss shall be $1,014.60. Motion was seconded by Tom Almon
and unanimously approved by those present.
Medlin Carpenter moved that the meeting be adjourned. Motion seconded by
Lloyd Woods and unanimously approved.
Meeting adjourned at 1:18 p.m.
