CITY COUNCIL MINUTES The City Council of the City of Plainview met in regular session at 7:30 P. M. in the City Council Chambers of the City Hall with Mayor J. Robert Wayland presiding and the following Councilmen present: Jeane Browning-Place One; Medlin Carpenter-Place Two; Lloyd Woods-Place Three; Tom Almon-Place Four; and A. William SoRelle-Place Five. Also present were the following City Staff: Marshall P~arr-C~ty Manager, Randy Holly-Administrative Assistant, Norman Huggins-Director of Finance, Bitl'Hogge-Director of Public Works, Harold Gladman-Director of Planning, Woody Sevison-Director of Fire Services, Richard Cross-Municipal Court Judge,'BuddY Dodson-Tax Assessor/Collector, Tom Hamilton-City Attorney, De~bie',Hall~Admin~strative Secretary &.-~ink Banister. Also present were the following visitors: Gary Ott-Plainview Daily Herald, Chuck Martin-KVOP Radio, Shari Campbell-KKYN Radio, Charles Bechtold, Ray D. Blair, Bob Bass, Brenda Holly, Donald R. Fox Joie Hooks, Lynn Goddard, Marvin Marshall, Wayne Keenum, Willis Giddens, Kip Pritchard, Melinda Pritchard, Marlin Harris, J. D. Cobb~ Weldun Gregg, Jimn~ Lewis, John H. Ray, Jack Ford, Walter Latham, Pete Rodriquez, Ronnie Hutcherson, Jan Hamilton, Lonnie M. Parker, Mrs. Gerald Martin, Mrs. Robert Tipton and Lloyd Watts. The invocation ~as given by Jeane Browning. Blair - City/County Health Board It was moved by Alderman Almon, seconded by Alderman Carpenter, to approve the recommendation of Mayor Wayland to appoint Joe Michalik and Ed Vadder to the Board of Adjustment. Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman Woods, to approve the June 27, 1978 Page 2 CITY COUNCIL MINUTES recommendation of Mayor Wayland to appoint.~Jim Matlock, Ronald Grantham and Arnold Barley to the Board of Electrical Examiners. Motion carried unanimously. It was moved by Alderman Almon, seconded by Alderman Carpenter, to approve the recommendation of Mayor Wayland to appoint Danny Andrews and Lupe G. Urrutia as members of the Parks, Recreation and Open Space Advisory Committte and Neal Barnett- School Board and~Gary Fletcher - Optimist - as Ex Officio members. Motion carried unanimously. It was moved by Alderman Woods, seconded by Alderman Browning, to combine the Fire Code'Board of Appeals and the Building Code Board of Appeals into one board and to name it the Fire Code and B~ilding Code iBoard of~Appeals, and made it a seven (7) member Board. Motion carried unanimously. It was moved by Alderman Woods, seconded by Alderman Carpenter, to reappoint Shirley Igo, Susan LaFont and Malcolm Tisdel to the Unger Memorial Library Advisory Committee for a four (4) year term. The motion was a tie, two for and two against (Woods and Carpenter for; Browning and Almon against). Mayor Wayland voted for the reappointment of these members. The motion carried three for and two against. Mr. Lloyd Watts appeared to discuss the billing practices of Pioneer Natural Gas Company pertaining to .net and gross charge and also the 10% late charge. John Ray, Manager of Pioneer Natural Gas Company, also appeared in favor of the 10% late charge. It was moved by Alderman Carpenter, seconded by Alderman Woods, to table this discussion until a study could be made concerning the 10% late charge of Pioneer Natural Gas Co. Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman Browning, to approve Zone Case No. 388, the request of Mr. J. D. Cobb for rezoning a 2.253 acre tract out of the NE/4 of Section 28, Block JK-2, Hale Cgunty, Texas, described by metes and June 27, 1978 Page 3 CITY COUNCIL MINUTES bounds as follows: BEGINNING at the intersection of the South right-of-way line of U.S. Highway No. 70 and the West right-of-way line of Grandview Drive in revised Grandvi'ew Addition to Plainview, Hale County, Texas, said point being 939.1' North and 383.58' West of the SE Corner of the NE/4 of Section 28, Block JK-2, Hale County, Texas; THENCE N. 70°09'W, along the South right=of-way line of U.S. Highway No. 70, 260.4~' to a point; THENCE South 441.4' to a point in the North line of an alley in said revised Grandvi~w Addition; THENCE S.82°53'E., 223.94' to the West right-of-way line of Grandview Drive; THENCE Northeastward 80.56' around a curve to the left having a radius of 200' and a chord bearing. N. 11°32'21"E., 80.02' to the end of curve; THENCE North 257.83' to th? beginning of a curve; THENCE Northeastward 45.04 around a curve to the right, having a radius of 130.O']and a chord bearing N.9055'30"E., 44.81' to the PLACE OF BEGINNING and containing 2.253 acres; rom an R-1 Zone to a CRD Zone forCommercial Use, located SW corner Intersection of U.S. Highway 70 and Grandview Drive. Motion carried unanimously. It was moved by Alderman Almon, seconded by Alderman Woods, to adopt Ordinance No. 78-2237, an ordinance amending the zoning map of the City of Plainview for Zone Case No. 388. Motion carried unanimously. ~t was moved by Alderman Almon, seconded by Alderman Woods, to approve the minu~es of the regular City Council meeting held June 13, 1978. Motion carried unanimously. It was moved by Alderman Woods, seconded by Alderman Carpenter, to authorize the City Attorney to prepare an ordinance for a Community Relation Policy. Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman Almon, to adopt Appropriation Ordinance No. 78-2238 from Revenue Sharing Fund Account 427-601 in the amount of $4,122.60 payable to Parks Pri.nting Co. $4,110.00 and Curry Motor Freight - $12.60 for the City of Plainview Comprehensive Master Plan to the Year 2000 and freight. Motion carried unanimously. It was moved by Alderman Woods, seconded by Alderman Almon, to adopt Appropria- June 27, 1978 Page 4 CITY COUNCIL MINUTES tion Ordinance No. 78-2239 from Revenue Sharing Fund Account 427-640 in the amount of $5,420.00 payable to Goldthwaites for multi-gang mower. Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman Browning, to adopt Appropriation Ordinance No. 78-2240 from Revenue Sharing Fund Account 427-620 in the amount of $155.90 payable to A. M. Leonard & Son, Inc. for purchase of one (1) gasoline hedge trimmer. Motion carried unanimously. It was moved by Alderman Almon, seconded by Alderman Woods, to adopt Appropria- tion Ordinance No. GO 407-78 from GO Park Bond Fund Account 403-802 in the amount of $21,143.05 payable to Glover Equipment Co. for ditching machine for Parks Department. Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman Almon, to adopt Resolution No. R78-104, a resolution of the. City Council of the City of Plainview, Texas auhtorizing additional services pursuant to the contract between Thomas E. Barber, Consultant, and the City of Plainview. Motion carried unanimously. It was moved by Alderman Woods, seconded by Alderman Almon, to adopt Resolution No. R78-105, a resolution of the Ctiy Council of the City of Plainview designating certain Ctiy Officials as being responsible for acting for and on behalf of the City of Plainview in dealing with the Texas Parks and Wildlife Depar~tment for the purpoee of participating in the Land and Water Conservation FUnd Act of 1965; certifying that the City of Plainv~ew is eligible to receive assistance under such program.' Motion carried unanimously. Received for filing, letter from the Department of Army, Corp of Engineers, Col. John F. Wall, concerning study for flood control in Plainv~ew. Received for filing, letter to Texas Aeronatics Commission as submitted by Jack Oswald, Chairman, Plainview-Hale County Airport. Mr. Lonnie Parker appeared to discuss problems dealing with the Solid Waste June 27, 1978 Page 5 CITY COUNCIL MINUTES Collection of the .City of~Plainview. It was moved byi~Alderman ~Woods, seconded by Alderman Almon, to approve the specifications and authorize the advertising for a spray maching for the Parks Department with an estimated cost of $21,000. Motion carried unanimously. Received for filing, Pioneer Natural Gas Co. Cost of Pass-Through for the month of May, 1978. Alderman Carpenter requested the the Planning and Zoning Commission make a study on annexation. It was moved by Alderman Carpenter, seconded by Alderman Browning, to adjourn.
