The City Council of the City of Plainview met in regular session at 7:30 P. M.
in the City Council Chambers of the City Hall with Mayor J. Robert Wayland presiding
and the following Councilmen present: Medlin Carpenter-Place Two; Lloyd Woods-Place
Three; Tom Almon-Place Four; and A. William SoRelle-Place Five.
Also present were the following City Staff: Marshall Pharr-City Manager, Randall
E. Holly-Administrative Assistant, Larry McEachern, Norman Huggins-Director of Finance,
Harold Gladman-Director of Planning, Bill Hogge-Director of Public Works, M. L. Rea-
City Clerk, Alan Stewart-Director of Police Services, Woody Sevison-Director of Fire
Services, Bob Richards-Building Inspector, Rusty Tomerlin-Director of Section 8 Housing,
Richard Cross-Municipal Court Judge, Walter S. Dodson-Tax Assessor/Collector, and
Debbie Hall-Administrative Secretary.
Also present were the following visitors: Gary Ott-Plainview Daily Herald, Chuck
Martin~KVOP Radio, Charles Bechtold, Shari Campbell-KKYN Radio, Brenda Holly, Mary Lou
Truesdale, Frank Garrett, Cynthia Douglas, Chrystelle Gibson, R. A. Gibson, Thomas
Douglas, C. M. Baldwin, Chad Tomerlin, Joe Michalik, Edwin Vadder and G. N. Wagner.
Invocation was given by Woody Sevison.
Mayor Wayland presented Joe A. Michalik and Edwin L. Vadder their Certificate
of Appointment to the Board of Adjustment.
It was moved by Alderman Carpenter, seconded by Alderman Woods, to award the
bid for the purchase of self-contained, transportable trailer spraying unit to Porter
Spraying Co. in the amount of $14,480.00. Motion carried unanimously
It was .moved by Alderman Almon, seconded by Alderman Woods, to open the Public
Hearing on the proposed use of Revenue Sharing Fund for Fiscal Year 1978-79. Motion
carried unanimously.
City Manager Marshall Pharr briefly discussed the proposed use of the 1978-78
Revenue Sharing Budget.

It was moved by Alderman Carpenter, seconded by Alderman Almon, to close the
Public Hearing. Motion carried unanimOusly.
It was moved by Alderman Woods, seconded by Alderman Carpenter, to adopt Ordinance
No. 78-2246, an ordinance approvind the City of Plainview Revenue Sharing Budget for
Fiscal Year 1978-79. Motion carried unanimously.
It was moVed by Alderman Almon, seconded by Alderman SoRelle, to open the Public
Hearing on the proposed budget for Fiscal Year 1978-79 beginning October 1, 1978 and
ending September 30, 1979. Motion carried unanimously.
City Manager Marshall Pharr read the letter of transmittal to the City Council
explaining the City of Plainview Budget for Fiscal Year 1978-79 and briefly discussed
the contents of the proposed budget.
It was moved by Alderman Woods, seconded by Alderman SoRelle, to close the Public
Hearing. Motion carried unanimously.
It was moved by Alderman Carpenter, seconded by Alderman Almon, to adopt Ordinance
No. 78-2247, an ordinance approving the budget submitted by the City Manager of the
City of Plainview, Texas, for the Fiscal Year 1978-79. Motion carried unanimously.
It was moved by Alderman Woods, seconded by Alderman SoRelle, to adopt Ordinance
No. 78-2248, an ordinance levying taxes for the use and support of the Municipal
Government of the City of Plainview, Texas, and providing for the Interest and Sinking
Fund for the Fiscal Year 1978-79; providing for the time and manner of paying the
ad Valorem taxes levied. Motion carried unanimously.
It was moved by Alderman Carpenter, seconded by Alderman Almon, to approve Zone
Case No. 390, the request of Thomas Douglas for rezoning Lots 11 and 12, Block 2, High
School Addition to the City of Plainview, Hale County, Texas, from R-1 Zone to CNS
Zoning for construction of beauty shop and gift shop, said property located SW corner
West 19th and Quincy Streest, with the stipulation that a fence be built during

the construction of the building. Motion carried unanimously.
It was moved by Alderman Woods, seconded by Alderman SoRelle, to adopt Ordinance
No. 78-2245, an ordinance amending the zoning map of the City of Plainview for Zone
Case No. 390. Motion carried unanimously.
It was moved by Alderman Carpenter, seconded by Alderman Almon, to approve the
minutes of the regular City Council meeting held July 11, 1978. Motion carried
unanimously.
It was moved by Alderman Almon, ~seconded by Alderman SoRelle, to approve the
minutes of the City Council Work Session held July 20, 1978. Motion carried unanimously.
Received for filing, minutes of the Parks, Recreation and Open Space Advisory
Committee held May 19, 1978.
It.was moved by Alderman Woods, seconded by Alderman SoRelle, to adopt Ordinance
No. 78-2250 from Revenue Sharing Fund Account 427-613 in
to Emko for side load refuse containers. Motion carried
It was moved by Alderman Almon, seconded by Alderman

on 13 tracts of land. Motion carried unanimously.

It was moved~-by Alderman Woodsy, seconded by Alderman Carpenter, to authorize
water and sewer extensions in the proposed Thunderbird Park. Motion carried unanimously.

CITY COUNCIL MINUTES
Dr. C. M. Baldwin was present to discuss the Plainview/Hale County proposed
budget for F~scal Year 1978-79 and read a letter addressed to Henry Heck, County Judge,
from Mayor Wayland. No action was taken.
There being no further business, the meeting adjourned at 8:50 p.m.
