HomeMy WebLinkAbout10-27-2015 Council minutes478 The Plainview City Council met on October 27, 2015 at 7:00 p.m. in the City Council
Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting was
posted in City Hall at 5:05 p.m. on October 23, 2015. Mayor Wendell Dunlap presided.
Councilmembers present were: Charles Stames-District 1, Larry Williams -District 2,
Norma Juarez -District 3, Teressa King -District 4, Susan Blackerby-District 5, and Eric
Hastey-District 7. Councilmember Lionel Garcia -District 6 was absent.
Staff members present were: Jeffrey Snyder -City Manager, Leslie Spear Schmidt -City
Attorney, Rusty Powers -Fire Chief, Ken Coughlin -Police Chief, lsauro Gutierrez -
Information Technology Specialist and Belinda Hinojosa-City Secretary.
News Media Present: Homer Marquez -Plainview Herald and Caleb Hatch -Plainview

Guests Present: Mike Fox, Richard Olsen and Danny Glenn
Councilmember Eric Hastey delivered the invocation and led in the pledge of allegiance.
Mayor Dunlap read a proclamation on World Polio Day.
Mayor Pro Tem King moved to approve the consent calendar. The motion was duly
seconded by Councilmember Juarez and carried by unanimous vote. Items approved on
the consent calendar included the granting of an excused absence to Councilmember
Lionel Garcia and the approval of minutes of October 8 and 13, 2015.
Mr. Jeffrey Snyder, City Manager presented for consideration to authorize Mayor to sign
Agreement for Economic Growth and Developmental Services between the City of
Plainview and the Plainview/Hale County Economic Development Corporation. The City
contracts with the Plainview -Hale County Economic Development Corporation for
economic development services. There is $39,000 included to support the operations of
the EDC and an additional $72,500 for marketing and incentives to promote economic
development in our community.
The EDC will continue to provide quarterly reports to keep the Council informed of their
activities. The EDC will also be requesting funds to continue the consultant arrangement
with Gary Lawrence. The addendum to the contract will be brought at the November 10th
meeting.
Mayor Dunlap asked for public comment. There was no public comment.
Councilmember Williams moved to authorize Mayor to sign Agreement for Economic
Growth and Developmental Services between the City of Plainview and the
Plainview/Hale County Economic Development Corporation. The motion was duly
seconded by Councilmember Hastey.
Councilmember Starnes moved to strike Section 2.06 from the Contract. The motion was
duly seconded by Councilmember Williams. The motion carried by unanimous vote.
Mayor Dunlap asked for a vote on the original motion as amended. The motion carried
by unanimous vote.

Mr. Snyder presented for consideration on first reading, Ordinance No. 15-3630, an
Ordinance Amending Chapter 1, Article 1.13, Division 6, Skate Park Rules Of The Code
Of Ordinances Of The City Of Plainview, Texas, Modifying Curfew Hours For The Skate
Park; Severability Clause; Cumulativeness Clause; Repealer; Effective Date; And
Providing For Publication And Enforcement Of Such Ordinance.
Last July, the City Council adopted rules for the new skate park. During this meeting,
there was discussion about moving the closing time for the skate park. It was decided to
wait until the lights were installed and then bring the item back to the Council. The lights
have been installed and this Ordinance changes the closing time to 12:00 midnight.
The City has received two complaints regarding the lights being on at night.
Mayor Dunlap asked for public comment.
Richard Olsen who lives at 601 Parkway stated that the lights are extremely bright and
he expressed concern with the increased foot traffic. He stated it would be better if the
lights went off at 11:00 p.m.
Gary Lawrence of 5004 951" Street, Lubbock complimented the City on its skate park.
Councilmember Starnes moved to adopt Ordinance No. 15-3630 on first reading. The
motion was duly seconded by Councilmember Juarez and carried by unanimous vote.
There being no further business, Mayor Dunlap adjourned the meeting at 7:29 p.m.
