CITY COUNCIL MINUTES City Council Chambers 901 Broadway Plainview, Texas The City Council of the City of Plainview met in regular session at 7:30 P. M. in the City Council Chambers of the City Hall with J. Robert Wayland presiding and the following Councilmen present: Jeane Browning-Place One; Tom Almon-Place Four; and William SoRelle-Place Five. Also present were the following City~ staff: Marshall Pharr-City Manager, Randy Holly-Administrative Assistant, Tom Hamilton-City Attorney, Norman Huggins-Director of Finance, Harold Gladman-Director of Planning, Johnnie Ballew-Director of Safety and Environment, Alan Stewart-Director of Police Services, Woody Sevison-Director of Fire Services, Bob Richards-Building Inspector, Walter S.~Dodson-Tax Assessor-Collector, M. L. Rea-City Clerk, Richard Cross-Municipal Court Judge, and Debbie Hall-Administrative Secretary. Also present were the following visitors: Shari Campbell-KKYN Radio, Doug McDonough- Plainview Daily Herald, Chuck Martin, Barbara Dorman, Jerry Guthienz, Orville Atkinson, Troy Carter, Tom J. Johnson, Lester James, Jr., Mark West, Mason West, Jess W. West and Iva Jean West. Invocation was given by Norman Huggins. Mayor Wayland presented Barbara Dorman with a Certification of Appointment to the Board of City Development. It was moved by Alderman Browning, seconded by Alderman Almon, to accept 0~ L, CQoper's letter of resignation' from the Board of Adjustment due to his leaving Plainview. Motion carried unanimouSly. It was moved by Alderman Almon, seconded by Alderman SoRelle, to award the bid for the purchase of one sanitary landfill type compactor to Yellowhouse Machinery Co. in the amOunt of $97,990.00. Motion carried unanimously. Bids received for a taxi-way and parking improvements at the Plainview/Hale County Airport were discussed. Award of bid will take place after the approval of the FAA. Page 2 It was moved by Alderman Almon, seconded by Alderman Browning, to approve the specifications and authorize the advertising for bids to be received on an Electronic Data 'Processing System for the City of Plainview. Motion carried unanimously. It was moved by Alderman Browning, seconded by Alderman SoRelle, to approve the minutes of the City Council meetings held September 26, '1978 and October 9, 1978. Motion carried unanimously. Received for filing, minutes of the Parks, Recreation and Open Space Advisory Committee dated August 4, 1978 and minutes of the Fire Code Board of Appeals and Building Code Board dated September 21, 1978. It was moved by Alderman Browning, seconded by Alderman Almon, to introduce Ordinance No. 78-2276, an ordinance setting a date, time and place for a Public Hearing on the proposed rate increase request by Pioneer Natural Gas Company West Texas System and authorizing and directing the Mayor to public notice of such Public Hearing. Motion carried unanimously. It was moved by Alderman SoRelle, seconded by Alderman Almon, to. introduce Ordinance No. 78-2277, an ordinance prohibiting the parking, stopping or standing of any motor vehicle on the west side of a portion of Independence Street adjacent to Lakeside property and on the east and west side of a portion of Joliet Street located adjacent to Lakeside School property; and providing for a penalty. Motion carried unanimously. It was moved by Alderman SoRelle, seconded by Alderman Browning, to adopt Ordinance No. 78-2270, an ordinance approving rate schedules to be charged by Southwestern Public Service Company in the City of Plainview, Texas, providing for an effecitve date for such rate schedules, and providing conditions under which such rate schedules may be changed, modified, amended or withdrawn. Motion carried unanimously. It was moved by Alderman Almon, seconded by Alderman SoRelle, to approve the request of Chairman Orville Atkinson to postpone the'date set for the study committee PLAINVIEW CITY COUNCIL AGENDA October 10, 1978 CITY COUNCIL MINUTES 7:30 P. M. Page 3 to make recommendations to the City Council concerning subdivision regulations. The meeting d~te was set for November 11, 1978 at the City Council Work Session. Motion carried unanimously. It was moved by Alderman Almon, seconded by Alderman SoRelle, to adopt Appropriation Ordinance No. 78-2278 from Revenue Sharing Fund Account 427-603 in the amount of $1320.00 payable tO Pioneer Natural Gas Co. for City's 50% of expense in revising gas border station to accomodate extension of 34th Street. Motion carried unanimously. It was moved by Alderman Browning, seconded by Alderman Almon, to adopt Appropriation Ordinance No. GO 408-78 from 1974 GO Street Bond Fund Account 415-807 in the amount of $3,850.00 payable to Early B. Milstead for 75% of appraisal preparation billed on Parcels 2, 9, 14, 23, 24, and 25 'on HighWay 70 Project. Motion carried unanimously. Mayor Wayland presented a proclamation to Marc and Mason West in appreciation for the work they did'in the City Parks. Discussion was held concerning the Plainview/Hale County Health Department Budget and other relating matters. ~ction will be taken after a meeting with the Mayor., County Judge and Mary Lou Truesdale.! It was moved by Alderman Browning, seconded by Alderman Almon, to approve Change Order No. 3 as recommended by the Plainview-Hale County Airport Board, involving amendments to the present contract. Motion carried unanimously. It was moved by Alderman Almon, seconded by Alderman SoRelle, to approve Change Order No. 4 as recommended by the Plainview-Hale County Airport Board. Motion carried unanimously. Received for filing, report from the Texas A & M University Center for Urban Programs, Assistance Solitare Results. Received for filing, copies of the following Department Reports: Building Inspection Fire Department Municipal Court Tax Department There being no further business, it was moved by Alderman Brownin§, seconded by Alderman SoRelle, to adjourn. REA,~City Clerk October 10, 1978 Page 2 CITY COUNCIL MINUTES It was moved by Alderman Woods, seconded by Alderman SoRelle, to approve the low bidder of Jack Morris Ford for the purchase of three truck, cab and chassis in the amount of $25,045.59 and negotiate on size of tires and rims and changing size of brakes. Motion carried unanimously. It was moved by Alderman SoRelle, seconded by Alderman Almon, not to accept the bid from Bob Gardner Chevrolet due to the late'arrival of this bid. Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman Browning, to approve Zone Case No. 402, the request of Angus C. Ott to rezone Lots 12 and 13, Block 4, Hillcrest Addition to the City of Plainview, Hale County, Texas, from R-2 to TF Zoning for Multi-family residence, located 319 and 321 Vermont Street. Motion carried unanimously. It was moved by Alderman SoRelle, seconded by Alderman Almon, to adopt Ordinance No. 78-2279, an ordinance amending the zoning map of the City of Plainview for Zone Case No. 405. Motion carried unanimously. After a lengthy discussion, it was moved by Alderman Browning, seconded by Alderman Almon, to table Zone Case NO. 404, the request of Mr. Frank Gaston to rezone Lots 1, 2, 3, and 4, Block 47, Original Town Addition. Motion carried unanimously. It was moved by Alderman Almon, seconded by Alderman Woods, to request a letter from Mr. GaSton and Mr~ Ebeling stating their intention of use of property located at SE corner of West Fifth Street and Columbia as described in Zone Case No. 404. This letter is to be submitted to the City Attorney~for recommendation. Motion carried unanimously~ It was moved by Alderman SoRelle, seconded by Alderman Woods, to adopt Ordinance No. 78-2276, an ordinance calling for a public hearing to be held on Tuesday, January 9, 1978 at the regular City Council meeting, calling for a public hearing to be held on that date to receive information pertainina tn fha n~nnn~ D~ ..... ~,~+ ..... ~
