BOARD MEMBERS PRESENT: Mark Hardin, Kevin Carter, Joe Frank Rodriguez and David
Murphree.
STAFF MEMBERS PRESENT: Robert Zapata, City Inspector, Judy Rasher, Community Service
Secretary.
GUESTS PRESENT: James and Denise Ashley of 1911 Houston; Nellie Mayberry of 1102
Thunderbird; Luis Martinez of 2016 Kokomo; Carl Bowles of 1307 W 32 Street; Kevin Whisenant of
341 1 Grandview and Peter Arteaga of 2914 Hoyle, Plainview, Texas
Mark Hardin called the meeting to order at 6:00 P. M.
FIRST ITEM ON THE AGENDA: Oath of office - NA.
SECOND ITEM ON THE AGENDA: Approval of June 29, 2015 minutes. Kevin Carter made a
motion to approve minutes as presented. David Murphree seconded the motion. Motion carried
unanimously.
THIRD ITEM ON THE AGENDA:
BA Case # 1654: Consider the request of a special exception of the minimum front set back authorizing
the construction of a Carport under the City of Plainview Zoning Ordinance Section 37.2.2(H) Special
Exceptions.
Property Owner : Alejandra Tavarez
Address: 1101 W 31st
Legal Description: Block 16, Lot 33, Unit 3 of the Thunderbird Addition
Zoning: R2
Robert Zapata presented the case before the board. Homeowner, Alejandra Tavarez is wanting to
build a 24 x 22 carport. Total cost for material would be $145.00. 12 letters were sent out to the
neighbors. Did not receive any comments back in the mail. A real estate assessment of the area was
performed in April of 2015 and it was determined that carports in this area will not have a negative effect
on the neighborhood.
Joe Frank Rodriguez made a motion to approve the variance based on the request. David
Murphree seconded and the motion carried unanimously.
FOURTH ITEM ON THE AGENDA:
BA Case # 1655: Consider the request of a special exception of the minimum front set back authorizing
the construction of a Carport under the City of Plainview Zoning Ordinance Section 37.2.2(H) Special
Exceptions.

Robert Zapata presented the case before the board. Contractor, Peter Arteaga appeared on behalf
of homeowner, Florencia Graciela. Homeowner was wanting to build a 24 x 22 carport with a steel roof.
14 letters were sent out to the neighbors, two returned in favor of the carport. A real estate assessment
was performed and it was determined that a carport at 915 W 24 Street will not have a negative effect on
the neighborhood.
Kevin Carter made a motion to approve the variance based on the request. David Murphree
seconded and the motion carried unanimously.
FIFTH ITEM ON THE AGENDA:
BA Case # 1656: Consider the request of a special exception of the minimum front set back authorizing
the construction of a Carport under the City of Plainview Zoning Ordinance Section 37.2.2(H) Special
Exceptions.
Property Owner : Carl Bowles
Address: 1307 W 32 St
Legal Description: Block 14 E 40' Lot 35 -36 of the Thunderbird Addition
Zoning: R2
Robert Zapata presented the case before the board. Homeowner, Carl Bowles appeared on his
behalf. Homeowner is wanting to build an 18 x 24 carport with a steel roof. 16 letters were sent out to
the neighbors, received one comment back in favor of the carport. A real estate assessment of the area
was performed and it was determined that the carport in the area will not have a negative effect on the
neighborhood.
Kevin Carter made a motion to approve the variance based on the request. David Murphree
seconded and the motion carried unanimously.
SIXTH ITEM ON THE AGENDA:
BA Case # 1657: Consider the request of a special exception of the minimum front set back authorizing
the construction of a Carport under the City of Plainview Zoning Ordinance Section 37.2.2(H) Special
Exceptions.
Property Owner : Luis & Maria E Martinez
Address: 2016 Kokomo
Legal Description: Block 4 Lot 16 of the Northside Addition
Zoning: R2
Robert Zapata presented the case before the board. Homeowner, Luis Martinez appeared on his
behalf. Homeowner is wanting to build a 20 x 24 carport. 22 letters were sent out to the neighbors,
received one back in favor of the carport. A real estate assessment of the area was performed in July of
2015 on BA Case No. 1563 — 2206 Kokomo and it was determined that the carport will not have a
negative effect on the neighborhood.
Kevin Carter made a motion to approve the variance based on the request. Joe Frank Rodriguez
seconded and the motion carried unanimously.

BA Case # 1658: Consider the request of a special exception of the minimum front set back authorizing
the construction of a Carport under the City of Plainview Zoning Ordinance Section 37.2.2(H) Special
Exceptions.
Property Owner : Nellie F Mayberry
Address: 1102 Thunderbird
Legal Description: Block 7 Lot 2 Unit 1 of the Thunderbird Addition
Zoning: R2
Robert Zapata presented this case before the board. Homeowner, Nellie Mayberry appeared on
her behalf. Homeowner is wanting to build a 12 x 20 Carport. 20 letters were sent out to the neighbors,
received 2 comments back in favor of the carport. A real estate assessment of the area was performed and
it was determined that the carport will not have a negative effect on the neighborhood.
David Murphree made a motion to approve the variance based on the request. Joe Frank
Rodriguez seconded and the motion carried unanimously.
EIGHTH ITEM ON THE AGENDA:
BA Case # 1659: The request of Willie Strain for a variance of ten (10) feet of the required twenty -five
(25) feet rear setback as stated in Section 34 of the City of Plainview Zoning Ordinance to construct a 40'
x 75' metal building into the rear setback in a Commercial (C -2) Zoning District, with a Specific Use
Permit for Tire Dealer (no outside storage), and being Lots 3 and 4, Unit 2, West End Addition,
Plainview, Hale County, Texas, the same being 1 100 N I -27.
Robert Zapata presented this case before the board. Contractor, Kevin Whisenant appeared on
behalf of owner, Willie Strain. Owner of Willie's Tires is wanting to build a 40 x 75 commercial metal
building. The metal building will be attached to a pre- existing building. Willie's Tires went before the
Planning and Zoning Meeting on Thursday, August 20` 2015 for a specific use permit. It was discussed
and voted on that the building not be taller than the existing building. The specific use permit was
granted.
Kevin Carter made a motion to approve the variance based on the request. David Murphree
seconded and the motion carried unanimously.
NINTH ITEM ON THE AGENDA:
BA Case # 1660: Consider the request of a special exception of the minimum front set back authorizing
the construction of a Carport under the City of Plainview Zoning Ordinance Section 37.2.2(H) Special
Exceptions.
Property Owner : James & Denise Ashley
Address: 1911 Houston
Legal Description: Block 20, Lot 1 of the Lakeside Addition
Zoning: R2
Robert Zapata presented this case before the board. Owners, James and Denise Ashley appeared
on their behalf. Owners want to build a 12 x 21 carport. 19 letters were sent out to the neighbors, of
which they received 2 comments back in favor of the carport. A real estate assessment was performed and

it was determined that a carport at 1911 Houston Street will not have a negative effect on the
neighborhood.
Joe Frank Rodriguez made a motion to approve the variance based on the request. David
Murphree seconded and the motion carried unanimously.
TENTH ITEM ON THE AGENDA:
BA Case # 1661 Consider the request of a special exception of the minimum front set back
authorizing the construction of a Carport under the City of Plainview Zoning Ordinance Section
37.2.2.(H) Special Exceptions.
Property Owner : Maria A Trevino
Address: 106 Thomas Blvd
Legal Description: Block 2, Lot 19 of the Country Club Addition
Zoning: R 1
Robert Zapata presented this case before the board. Owner, Maria Trevino hired a contractor to
building a 20 x 24 carport. 10 letters were sent out to the neighbors, did not receive any comments back
from the neighbors. A real estate assessment was performed and it was determined that a carport at 106
Thomas Blvd will not have a negative effect on the neighborhood.
David Murphree made a motion to approve the variance based on the request. Kevin Carter
seconded and the motion carried unanimously.
