CITY COUNCIL MINUTES City Council Chambers 901 Broadway Plainview, Texas The City Council of the City of Plainview met in regular session at 7:30 P. M. in the City Council Chambers of the City Hall with Medlin Carpenter-Mayor Pro Tem presiding and the following Councilmen present: Jeane Browing-Place One; Lloyd Woods- Place Three; Tom Almon-Place Four and Bill SoRelle-Place Five. Also present were the following City Staff: Marshall Pharr-City Manager, Randy Holly~Administrative Assistant, Tom Hamilton-City Attorney, M. L. Rea-City Clerk, Norman Huggins-Director of Finances, Bill Hogge-Director of Public Works, Harold Gladm~n- Director of Planning, Alan Stewart-Director of Police Services, Johnnie Ballew-Director of Safety and Environment, Walter S. Dodson-Tax Assessor/Collector, Bob Richards-Building Inspector and Debbie Hall-Administrative Secretary. Also present were the following visitors: A1 Morgan, W. E. Medlock, Lennie L. Medlock, Mr. & Mrs. J. R. Martin, John O. Peck, Lamont Veatch. Alderman SoRelle gave the invocation. It was moved by Alderman Woods, seconded by Alderman SoRelle, to approve the specifications and authorize the advertising for.bids to be received for the furnishing of approximately 300 sets of work uniforms for approximately 60 employees of the City of Plainview, Texas. Bids to be received at 10:00 a.m. on Thursday, December 28, 1978 and to be awarded at the next regular City Council meeting of January 9, 1979. Estimated Cost $9,000.00. Motion carried unanimously. W. E. Medlock appeared to discuss his request for approval of a final plat of a portion of Coronada Addition, Plainview, Texas. A lengthy discussion followed by the City Council. It was moved by Alderman SoRelle, seconded by Alderman Almon, to approve the final plat for a portion of Coronada Addition, Plainview, Texas, owned by W. E. Medlock and described as Unit No. 2, subject to requirements set by the City Engineer and December 5, 1978 CITY COUNCIL MINUTES Page 2 with the stipulation that sanitation services be furnished on the north of the property only. Motion carried 3-for and 1-against (Browning). The request for preliminary plat approval of Wofford Subdivision was withdrawn. It was moved by Alderman Almon, seconded by Alderman Woods, to approve the minutes of the regular City Council meeting hled 11-28-78. Motion carried unanimously. Received for filing, copies of the following minutes: 1. Parks, Recreation and Open Space Advisory Committee 9-8-78 2. Building Code/Fire Code Board of Appeals 11-20-78 3. Electrical Board of Examiners 11-21-78 It was moved by Alderman Brownin§, seconded by Alderman Almon, to authorize the introduction of Ordinance No. 78-2279, an ordinance amending ~ection Three (3), Ordinance No. 71-1154 of the City of Plainview changing limited parking on both sides of the street in the 700 Block from 7th Street to 8th Street. Motion carried unanimously. It was moved by Alderman Browning, seconded by Alderman Almon, to authorize the introduction of Ordinance No. 78-2280, an ordinance prohibiting the parking, stopping or standing of any motor vehicle on both sides of the street in the 2500 Block of West 8th Street in the City of Plainview, Texas; and providing for a penalty. Motion carried unanimously. It was moved by Alderman Almon, seconded by Alderman Woods, to authorize the introduction of Ordiance No. 78-2291, an ordinance amending Section Three (3) and Section Four (4) of Ordinance No. 78-2256 of the City of Plainview, Texas, providing for the composition and appointment of members of the City of Plainview Environmental Advisory Committee. Motion carried unanimously. It was moved by. Alderman Woods, seconded by Alderman Almon, to authorize the introduction of Ordinance No. 78-2292, an ordinance amending Ordinance No. 78-2253 of the City of Plainview, Texas, providing for the appointment of members of the Board of Appeals of the Uniform Fire Code and Uniform Building Code of the City of December 5, 1978 CITY COUNCIL MINUTES Page 3 Plainview, Texas. Motion carried unanimously. It was moved by Alderman Almon, 'seconded by Alderman SoRelle, to authorize the introduction of Ordinance No. 78-2293, an ordinance amending Sectin 3.2, Section 3.3 and Section 3.4, Ordinance No. of the City of Plainview, Texas, providing for the appointment, term of office, removal from office, notice of meetings and attendance requirements of all members of the Board of Electrical Examiners of the City of Pl'ainview, Texas. Motion carried unanimously. It was moved by Alderman Almon, seconded by Alderman Woods, to authorize the introduction of Ordinance No. 78,2294, an ordinance amending Section 35.01, Ordinance No. , of the City of Plainview, Texas, providing for the appointment, term o'f offices notice of meetings ~and attendance requirements of all m~mbers of the Boa~d'of Adjustment. Motion carried unanimously. It was moved by Alderman Browning, seconded by Alderman Woods, to authorize the introduction of Ordinance No. 78-2295, an ordinance creating the Housing Authority of the City of Plainview, Texas, and providing for the composition, appointment, term of office, election of officers, notice of meetings and attendance requirements of all commissioners appointed to the Housing Authority~, w~th changes made. -Motion carried unanimously. It was moved by Alderman Woods, seconded by Alderman SoRelle, to authorize the introduction of Ordinance No. 78,2296, an ordinance amending Section Four (4), Ordinance No. 73-1311 of the City of Plainview, Texas, providing for the appointment, term of office, notice of meetings and attendance requirements of~all members of the Higher Education Authority, including all changes made. Motion carried unanimously. It was moved by Alderman Almon, seconded by Alderman SoRelle, to adopt Appropriation Ordinance No. CD1-094 from Community Development Fund Account 429 in the amount of $1,275.09 payable to High Plains Pavers, Inc. for Construction December 5, 1978 Page 4 CITY COUNCIL MINUTES Estimate No, 8, Curry Lake Flood Managements Project No. B-75-DN-48-OO15. Motion carried unanimously. It was moved by Alderman Woods, seconded by Alderman SoRelle, to adopt Appropria- tion Ordinance No. CD3-095 from Community Development Fund Account 429 in the amount of $17,849.52 payable to High Plains Pavers Inc. for Construction Estimate No. 8, 1977 Assessment Paving, contract dated November 22, 1977. Motion carried unanimously. It was moved by Alderman Almon, seconded by Alderman Woods, to adopt Appropria- tion Ordinance No. 78-2297 from Pro-rata Construction Fund Account 434 in the amount of $23,982.30 payable to Irrigation, Inc. for Construction No. 2, Sanitary Sewer and Water Distribution Extension, Project No. WS-78-01. Motion carried unanimously. Resolution No. R78-111 will be discussed at the next City Council meeting on December 12, 1978. It was moved by Alderman Browning, seconded by Alderman Woods, to adopt Resolution No. R78-112, a Resolution authroizing the submission of a grant application from the City of Plainview to the Criminal Justice Division for second year funding of a Records Development Systems Clerk 20% local contribution. Motion carried unanimously. It was moved by Alderman Browning, seconded by Alderman Almon, to adopt Resolution No. R78-113, a Resolution authorizing the submission of a grant application from the City of Plainview to the Criminal Justice Division for second year funding of a Juvenile Delinquency Prevention Officer 20% local contribution. Motion carried unanimously. Discussion of the Plainview/Hale County Health Department budget for Fiscal Year 1978-79 was held until the December 12, 1978 meeting. It was moved by Alderman Browning, seconded by Alderman Almon, to authorize the Mayor to sign the agreement on project on the Lower Running Water Draw Water Shed located at Site 3, Phase I. Motion carried unanimously. December 5, 1978 CITY COUNCIL MINUTES Page 5 It was moved by Alderman Woods, seconded by Alderman Almon, to authorize the Mayor to sign assessment as filed under Ordinance No. 66-939. Motion carried unanimously. It mas moved by Alderman Woods, seconded by Alderman SoRelle, to write a letter to violators of curb and gutter removals and/or violations of Texas State Department of Highways and Public Tranportation Permits, advising them of the violations, as recommended by the State Department of Highways and Public Transportation, and send a copy of each letter to the Highway Department. Motion carried unanimously. Zoning in the vicinity of the Central Plains Regional Hospital was discussed. It was moved by Alderman Woods, seconded by Alderman SoRelle, to authorize Johnnie Ballew-Director of Safety and Environment to write a letter to Mr. Earl Jackson notifying him of the intention of the City of Plainview to cancel his franchise. Motion carried unanimously. It was moved by Alderman Woods, seconded by Alderman Almon, to go into Executive Session to discuss right-of-way appraisals on U.S. Highway 70. Motion carried unanimously. It was moved by Alderman Browning, seconded by Alderman Woods, to reconvene the meeting. Motion carried unanimously. It was moved by Alderman Almon, seconded by Alderman Woods, to approve the Parcels 10 and 11, right of way appraisals on U. S. Highway 70. Motion carried unanimously.
