M. CITY COUNCIL MINUTES City Council Chambers 901 Broadway Plainview, Texas The City Council of the City of Plainview met in regular session at 7:30 P. M. in the City Council Chambers of the City Hall with Medlin Carpenter presiding and the following Councilmen present: Lloyd Woods-Place Three and Tom Almon-Place Four. Also present were the following City Staff: Marshall Pharr-City Manager, Randy Holly-Administrative Assistant, Tom Hamilton-City Attorney, M. L. Rea-City Clerk, Bill Hogge-Director of Public Works, Harold Gladman-Director of Planning, Johnnie Ballew-Director of Safety & Environment, Norman Huggins-Director of Finance and Walter S. Dodson-Tax Assessor/Collector. Also present were the following visitors: Gary Mack-KVOP Radio, A1 Morgan, Don Cartwright, Dickie Watt, Ronald E. Wright, Shari Campbell-Plainview Daily Herald. It was moved by Alderman Woods, seconded by Alderman Almon, to recess the meeting because of a lack of a quorum and reconvene at 11:00 a.m. Thursday, December 14, 1978. Motion carried unanimously. RECONVENED CITY COUNCIL MEETING December 14, 1978 11:00 A. M. Medlin Carpenter-Mayor Pro Tem presided and the following Councilmen were present: Lloyd Woods-Place Three, Tom Almon-Place Four and Bill SoRelle-Place Five. The following City Staff were present: Marshall Pharr-City Manager, Randy Holly-Administrative Assistant, Tom Hamilton-City Attorney, Bill Hogge-Director of Public Works, Harold Gladman-Director of Planning, Norman Huggins-Director of Finance Johnnie Ballew-Director of Safety & Environment, Woody Sevison-Director of Fire Services, and Debbie Hall-Administrative Secretary. The following visitors were present: John O. Peck, Glenn Harrison, John Carroll, Doc Cross, Donald Lee Terrell, A1 Morgan, Chuck Martin-Plainview Reporter News, Charles Bechtold-~.lCC Television, Mrs. W. E. Medlock, Lamont Veatch, Shari Campbell- Plainview Daily Herald, Paul Lyle. December 12, 1978 Page 2 CITY COUNCIL MINUTES Invocation was given by Lloyd Woods. It was moved by Alderman Woods, seconded by Alderman Almon, to reconvene the recessed meeting of December 12, 1978. Motion carried unanimously. It was moved by Alderman Woods, seconded by Alderman Almon, to approve the appointment of Dale Mouser to fill the unexpired term of Don Mouser on the Building Code and Fire Code Board of Appeals. Motion carried unanimously. It was moved b~ Alderman Almon, seconded by Alderman SoRelle, to approve the appointment of David Milstead to fill the unexpired term of Bill McBride to the Plumbing Appeals & Advisory Board with his term to expire September 1979. Motion carried unanimously. It was moved by Alderman Almon, seconded by Alderman Woods, to approve the appointment of J. B. Roberts to the Airport with his term to expire January 1980. Motion carried unanimously. It was moved by Alderman Almon, seconded by Alderman SoRelle, to approve the appointment of Lee Moberley, Angus Ott, Bill McBride,and Joe Don Hancock (Alternate) to the Board of Equalization with their terms to expire January 1980. Motion carried unanimously. It was moved by Alderman Woods, seconded by Alderman SoRelle, to approve the appointment of Mike Howell, Meredith Ruiz, and Red Thompson to the Planning Board and Zoning Commission with their terms to expire January 1981. Motion carried unanimously. It was moved by Alderman Almon, seconded by Alderman SoRelle, to approve the appointment of Rob Strong to the Environmental Advisory Committee with his term to expire July 1979. Motion carried unanimously. It was moved by Alderman SoRelle, seconded by Alderman Almon, to approve the appointment of Carl Brust (term January 1981) and Mike Lemons (term January 1980) to the Board of City Development. Motion carried unanimously. December 12, 1978 CITY COUNCIL MINUTES Page 3 It was moved by Alderman Woods, seconded by Alderman SoRelle, to approve the appointment of A1 Morgan to the Community Improvement Committee with his term to expire June 1981. Motion carried unanimously. It was moved by Alderman Woods, seconded by Alderman SoRelle, to award the bid for the purchase of six motor vehicles consisting of four 3/4 ton pickups, one 1 ton dump truck and one panel truck to Jack Morris Ford in the amount of $33,848.05. Motion carried unanimously. It was moved by Alderman Almon, seconded by Alderman SoRelle, to award the bid for the purchase of four service bodies for use on the above pickups and one 1 ton dump body to be used on the 1 ton dump truck above to King Trailor in the amount of $6,894.23. Motion carried unanimously. It was moved by Alderman Woods, seconded by Alderman SoRelle, to award the bid for the purchase of one traffic signal controller and 1,000 ft. of cable and eight traffic signal heads and for the purchase of four mast arms, poles and hardware for traffic signals to Traffic & Transportation Supply, Inc. of Fort Worth in the amount of $10,420.00. Motion carried unanimously. It was moved by Alderman SoRelle, seconded by Alderman Woods, to approve the final plat of a portion of Coronada Addition, Plainview, Texas, owned by W. E. Medlock. Motion carried unanimously. After a lengthy discussion between the City Council and member of the Plainview ISD, it was moved by Alderman Woods, seconded by Alderman Almon, to table until further study could be made and all members of the City Council are present. Motion carried unanimously. It was moved by Alderman Almon, seconded by Alderman SoRelle, to approve the minutes of the regular City Council meeting held December 5, 1978. Motion carried unanimously. It was moved by Alderman Woods, seconded by Alderman SoRelle, to approve the December 12, 1978 CITY COUNCIL MINUTES Page 4 minutes of the special City Council meeting held December ll, 1978. Motion carried unanimously. Copies of the following were received for filing: 1. Unger Memorial Library Advisory Committee November 6, 1978 2. Board of Adjustment November 27, 1978 3. Planning & Zoning Commission November 30, 1978 It was moved by Alderman Almon, seconded by Alderman Woods, to adopt Ordinance No. 78-2279, an ordinance amending Section Three (3), Ordinance No. 71-1154 of the City of Plainview changing the limited parking on both sides of the street in the 700 Block from 7th Street to 8th Street. Motion carried unanimously. It was moved by Alderman Woods, seconded by Alderman Almon, to adopt Ordinance No. 78-2280, an ordinance prohibiting the parking, stopping or standing of any motor vehicle on both sides of the street in the 2500 Block of West Eight Street in the City of Plainview, Texas; providing for a penalty. Motion carried unanimously. It was moved by Alderman Almon, seconded by Alderman SoRelle, to adopt Ordinance No. 78-2291, an ordinance amending Section Three (3) and Section Four (4) of Ordinance No. 78-2256 of the City of Plainview, Texas, providing for the composition and appointment of members of the City of Plainview Environmental Advisory Committee. Motion carried unanimously. It was moved by Alderman Almon, seconded by Alderman SoRelle, to adopt Ordinance No. 78-2292, an ordinance amending Ordinance No. 78-2253 of the City of Plainview, Texas, providing for the appointment of members of the Board of Appeals of the Uniform Fire Code and the Uniform Building Code of the City of Plainview, Texas. Motion carried unanimously. It was moved by Alderman Woods, seconded by Alderman SoRelle, to adopt Ordinance No. 78-2293, an ordinance amending Section 3.2 and Section 3.4, Ordinance No. 75-1835 of the City of Plainview, Texas, providing for the appointment, term of office, removal from office, notice of meetings and attendance requirements of all members December 12, 1978 CITY COUNCIL MINUTES Page 5 of the Board of Electrical Examiners of the City of Plainview, Texas. Motion carried unanimously. It was moved by Alderman Almon, seconded by Alderman SoRelle, to adopt Ordinance No. 78-2294, an ordinance amending Section 35.01, Ordinance No. 77-2090 of the City of Plainview, Texas, providing for the appointment, term of office, notice of meetings and attendance requirements of all members of the Board of Adjustment. Motion carried unanimously. It was moved by Alderman Woods, seconded by Alderman SoRelle, to adopt Ordinance No. 78-2295, an ordinance creating the Housing Authority of the City of Plainview, Texas, and providing for the composition, appointment, term of office, election of officers, notice of meetings and attendance requirements of all commissioners appointed to the Housing Authority. Motion carried unanimously. It was moved by Alderman SoRelle, seconded by Alderman Almon, to adopt Ordinance No. 78-2296, an ordinance amending Section Four (4), Ordinance No. 73-1311 of the City of Plainview, Texas, providing for the appointment, term of office, notice of meetings and attendance requirements of all members of the Higher Education Authority. Motion carried unanimously. It was moved by Alderman Woods, seconded by Alderman Almon, to approve the Plainview/Hale County Health Department Budget for the Fiscal Year 1978-79. Motion carried 2-for and 1-against (SoRelle). It was moved by Alderman Woods, seconded by Alderman Almon, to go into executive session to discuss appraisals on U.S. Highway 70 in Plainview from Amarillo Street to Milwaukee Street. Motion carried unanimously. It was moved by Alderman Almon, seconded by Alderman Woods, to approve appraisals 3 and 6 on U.S. Highway 70 right-of-way appraisals. Motion carried unanimously. It was moved by Alderman Almon, seconded by Alderman Woods, to revolk the December 12, 1978 CITY COUNCIL MINUTES Page 6 taxi cab franchise of Mr. Ray Jackson. Motion carried unanimously.
