Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting was
posted in City Hall at 2:35 p.m. on November 6, 2015. Mayor Wendell Dunlap presided.
Councilmembers present were: Charles Starnes -District 1, Larry Williams -District 2,
Norma Juarez -District 3, Teressa King -District 4, Susan Blackerby-District 5, Lionel
Garcia -District 6 and Eric Hastey-District 7.
Staff members present were: Jeffrey Snyder -City Manager, Leslie Spear Schmidt -City
Attorney, Andrew Freeman -Assistant City Manager, Rusty Powers -Fire Chief, Ken
Coughlin -Police Chief, Tim Crosswhite-lnterim Director of Public Works, Isauro Gutierrez -
Information Technology Specialist and Belinda Hinojosa-City Secretary.

Mayor Wendell Dunlap delivered the invocation and led in the pledge of allegiance.
Councilmember Starnes moved to approve the consent calendar. The motion was duly
seconded by Councilmember Williams and carried by unanimous vote. Items approved
on the consent calendar included the approval of minutes of October 22 and 27, 2015;
the approval of Resolution R15-346, a Resolution of the City Council of the City of
Plainview, Texas, Approving the Request of the Plainview YMCA and the Main Street
Board to Host the 2015 Turkey Trot; Authorizing the Filing of the Agreement for the
Temporary Closure of State Right -Of -Way with the Texas Department of Transportation
For This Event; Declaring that the Event Serves a Public Purpose; and Agreeing to
Comply with Regulations; and approval of Resolution R15-348, a Resolution of the City
Council of the City Of Plainview, Texas, Approving the Request of the Plainview Chamber
of Commerce to Host Their Annual Christmas Parade; Authorizing the Filing of the
Agreement for the Temporary Closure Of State Right -Of -Way With The Texas
Department Of Transportation For This Event; Declaring That The Event Serves A Public
Purpose; And Agreeing To Comply With Regulations.
Mr. Andrew Freeman, Assistant City Manager presented for consideration to authorize
Mayor to sign Contract Services Agreement between City of Plainview and Texas
Communities Group, LLC for addressing tax properties. This is a one year contract with
Texas Communities Group, LLC for $10,000. This is a firm that specializes in developing
plans for disposition of trust properties. We have around 150 properties we have to
maintain and keep mowed. They will streamline a process on these properties and look
to see which ones we need to keep or get rid of. Staff recommends approval.
Mayor Dunlap asked for public comment. There was no public comment.
Councilmember Williams moved to authorize Mayor to sign Contract Services Agreement
between City of Plainview and Texas Communities Group, LLC for addressing tax
properties. The motion was duly seconded by Councilmember Juarez. Mayor Dunlap,
Councilmembers Starnes, Williams, Juarez, King, Blackerby and Garcia voted "for" the
motion. Councilmember Hastey voted against the motion. The motion carried.
Mr. Jeffrey Snyder, City Manager presented for consideration to authorize Mayor to sign
Addendum to an Agreement for Economic Growth and Developmental Services between

482 the City of Plainview and the Plainview/Hale County Economic Development Corporation.
The EDC has contracted with Mr. Gary Lawrence for $25,000. The EDC has requested
to continue their consulting services with Gary Lawrence for an additional $25,000. Staff
recommends approval of this Addendum.
Mayor Dunlap asked for public comment. There was no public comment. Mayor Pro Tem
King moved to authorize Mayor to sign Addendum to an Agreement for Economic Growth
and Developmental Services between the City of Plainview and the Plainview/Hale
County Economic Development Corporation. The motion was duly seconded by
Councilmember Hastey.
Council discussed the item. Councilmember Starnes moved to call for the question.
Mayor Dunlap asked for a vote on the motion to authorize Mayor to sign Addendum. The
motion carried with Mayor Dunlap, Councilmembers Starnes, Williams, Juarez, King,
Blackerby and Hastey voting "for" the motion. Councilmember Garcia voted against the
motion.
Mr. Snyder presented for consideration Resolution R15-347, a Resolution of the City
Council of the City of Plainview, Texas, Casting Votes for the Hale County Appraisal
District Board of Directors. The Council nominated Bobby McGehee to serve on the
board. Staff recommends to cast 1,576 votes in favor of Mr. McGehee.
Mayor Dunlap asked for public comment. Councilmember Blackerby moved to adopt
Resolution R15-347. The motion was duly seconded by Councilmember Starnes and
carried by unanimous vote.
Mayor Dunlap presented for consideration on second reading Ordinance No. 15-3630, an
Ordinance Amending Chapter 1, Article 1.13, Division 6, Skate Park Rules Of The Code
Of Ordinances Of The City Of Plainview, Texas, Modifying Curfew Hours For The Skate
Park; Severability Clause; Cumulativeness Clause; Repealer; Effective Date; And
Providing For Publication And Enforcement Of Such Ordinance. Since this is the second
of two readings, the Council chose to forego staff briefing. Mayor Dunlap asked for public
comment. There was no public comment.
Mayor Pro Tem King moved to adopt Ordinance No. 15-3630 on second reading. The
motion was duly seconded by Councilmember Juarez and carried by unanimous vote.
Councilmember Williams moved to go into closed meeting to deliberate the purchase,
exchange, lease or value of real property, the public discussion of which would not be in
the best interest of the City's bargaining position with third parties, in accordance with
Tex. Gov't Code, Section 551.072. The motion was duly seconded by Councilmember
Starnes and carried by unanimous vote.
Mayor Dunlap recessed the meeting at 7:30 p.m.
Mayor Dunlap called the meeting back to order at 7:46 p.m.
Councilmember Starnes moved to authorize Mayor to sign documents relating to the
purchase of property at 400 Milwee. The motion was duly seconded by Councilmember
Williams. There was no public comment. The motion carried by unanimous vote.

There being no further business, Mayor Dunlap adjourned the meeting at 7:45 p.m.
