The Plainview City Council met on February 8, 2001, at 11:30 a.m. at the Plainview Convention
Center, 2902 West 4th Street, Plainview, Texas. The agenda for this meeting was posted in City
Hall at 3:30 p.m. on February 3, 2001. Mayor Pro Tem Buddy McGehee presided.
Councilmembers present were: Sam Parker-District 1; Rey Rosas-District 3; Ross Owen-District
5; and Irene Favila-District 7 Councilmembers absent were: Mary Jane Shanes-Distfict 2; Mike
Hutcherson-District 4; and Mayor Lloyd C. WOods.
Staff members present were: James P. Jeffers-City Manager; Wally Hatch-City Attorney; Will
Mull-Police Chief; John Berry-Director of Public Works; Sean Lanier-Assistant Director of Public
Works / City Engineer; Kevin Whisenant-Fire Captain; Larry Gould-Chief Building Official; Greg
Zielinski-Code Enforcement Officer; and Christina Bonnet-Deputy City Secretary.
Guests present were: Jane Meers-TML Loss Prevention Representative.
Mayor Pro Tem McGehee delivered the invocation.
Councilmembers Shanes, Hutcherson, and Mayor Woods were granted excused absences for this
meeting The Council and Staff then reviewed the agenda for the City Council meeting of
February 13, 2001.
Mr. Jeffers informed the Council that Mayor Woods, Councilmember Favila, and he attended the
legislative update meeting at which they had lunch with Pete Laney, Speaker of the Texas House
of Representatives. Several city-related bills now under consideration by the State Legislature
were discussed.
Councilmember Parker attended a meeting entitled the Texas Fatherhood Initiative. The
program stresses the importance of a father participating in the raising of his child. It also stresses
that fathers should be given more recognition for their effOrts. The Initiative is conducting a pilot
program in neighboring Swisher County.
Ms. Meers spoke briefly and informed the Council of all the services that the Texas Municipal
League Intergovernmental Risk Pool provides to its members.
Habitat for Humanity is reorganizing a chapter in Plainview. Drew Travis, Pastor of the First
Presbyterian Church, is spearheading the project. In anticipation of possible future requests for
assistance, the City will soon consider what contributions, if any, the City might make. The City
could: provide lots; waive or reduce permit fees; install water and sewer taps; remove construction
debris; and/or provide employees to work on projects.
The City recently held a bid opening with regard to a belt press lease for the Wastewater
Treatment Plant. The bid tabulations were as follows: Synagro, $47,500, and Textile Engineers,
$59,512. The low bidder was Synagro, which staff is recommending for approval.
Councilmember Owen moved to accept Synagro's bid. The motion, duly seconded by
Councilmember Parker, carried by unanimous vote.
Mr. Jeffers reviewed electric deregulation and what impact it may have on Plainview.
On November 7, 2000, Leland and Carrol White offered to donate to the City the old White's
Automotive Building on Broadway. In looking at the property, the City determined that repair
costs would total at least $70,000. Estimates obtained are very modest in nature and could easily
escalate. Not all repair estimates have yet been received. In the deed to transfer the property, the

City included a standard environmental issues clause. Mr. White consulted with his attorney, who
advised him not to sign the document. The City may chose to (1) remove the environmental issues
clause and accept responsibility for any future environmental problems that may arise or (2)
decline the Whites' offer. If the City declines the offer, enforcement action will be taken against
the Whites to correct the problems on the property. Councilmember Owen moved to withdraw the
City's offer to accept the Whites' property donation gift. The motion, duly seconded by
Councilmember Rosas, carried by unanimous vote.
There being no further business, Mayor Pro Tem McCJehee adjourned the meeting at 12:35 p.m.
