HomeMy WebLinkAbout11.16.2015 BA Minutes BOARD OF ADJUSTMENT MINUTES 11/16/2015 BOARD MEMBERS PRESENT: Mark Hardin, Joe Frank Rodriguez, David Murphree, Nicole Ramirez and Albert Torres. STAFF MEMBERS PRESENT: Robert Zapata, City Inspector, RoseMary Villegas, Community Service Secretary. GUESTS PRESENT: Paul Martin III and JoAnn Martin of 2502 W 11 Guadalupe Luna of 910 W 26 and Peter Arteaga of 2914 Hoyle. Mark Hardin called the meeting to order at 6:00 P. M. FIRST ITEM ON THE AGENDA: Oath of office — Nicole Ramirez and Albert Torres SECOND ITEM ON THE AGENDA: Approval of August 24, 2015 minutes. Joe Frank Rodriguez made a motion to approve minutes as presented. David Murphree seconded the motion. Motion carried unanimously. THIRD ITEM ON THE AGENDA: BA Case # 1662: Consider the request of a special exception of the minimum front set back authorizing the construction of a Carport under the City of Plainview Zoning Ordinance Section 37.2.2(H) Special Exceptions. Property Owner : Guadalupe Luna Address: 910 W 25th Legal Description: Block 2, Lots 5 -6 of the Shepard -Couch Addition Zoning: R2 Robert Zapata presented the case before the board. Contractor, Peter Arteaga appeared on behalf of the homeowner, Guadalupe Luna. Homeowner, Lupe Luna, is wanting to build a 11 ft 2 inches x 24 ft carport. 23 letters were sent out to the neighbors. Four returned in favor of the carport. A real estate assessment of the area was performed in July of this year at 910 w 25 street and it was determined that carports in this area will not have a negative effect on the neighborhood. Joe Frank Rodriguez made a motion to approve the variance based on the request. David Murphree seconded and the motion carried unanimously. FOURTH ITEM ON THE AGENDA: BA Case # 1663: Consider the request of a special exception of the minimum front set back authorizing the construction of a Carport under the City of Plainview Zoning Ordinance Section 37.2.2(H) Special Exceptions. Property Owner : Paul Martin Board of Adjustment November 16, 2015 Minutes Page 1 of 2 Address: 2502 W 1 l th Legal Description: Block 1 Lot 2 of the Bloxum- Patrick Addition Zoning: R 1 Robert Zapata presented the case before the board. Paul Martin appeared on his own behalf. Homeowner, is wanting to build a 20 x 18 carport, 4 x 4 tubing, 8 inch c- perlin, with a metal roof. 18 letters were sent out to the neighbors, one returned in favor of the carport. A real estate assessment was performed and it was determined that a carport at 2502 w 1 l th street will not have a negative effect on the neighborhood. David Murphree made a motion to approve the variance based on the request. Albert Torres seconded and the motion carried unanimously. FIFTH ITEM ON THE AGENDA: BA Case # 1664: Consider the request of a special exception of the minimum front set back authorizing the construction of a Carport under the City of Plainview Zoning Ordinance Section 37.2.2(H) Special Exceptions. Property Owner : John M & Carmen Vega Address: 323 Vermont Legal Description: Block 4 Lots 10 -11 of the Hillcrest Addition Zoning: R2 Robert Zapata presented the case before the board. Homeowners, John & Carmen Vega, are wanting to build a 10 x 20 carport. 21 letters were sent out to the neighbors. Did not receive any comments back from the neighbors. A real estate assessment was performed and it was determined that a carport at 323 Vermont street will not have a negative effect on the neighborhood. David Murphree made a motion to approve the variance based on the request. Nicole Ramirez seconded and the motion carried unanimously.
