MINUTES SPECIAL CITY COUNCIL MEETING December 17, 1974 The City Council of the City of Plainview met in special session at 7:30 p.m. in the Council Chambers of the City Hall with Mayor John D. Stoneham presiding and the following Aldermen present: Keltz Garrison, Neal Will%ams, Medlin Carpenter, Richard Cross, and Jeane Browning. Also present were Marshall Pharr-City Manager, Joe Sharp-City Attorney, M. L. Rea-City Clerk, Wm. R. Hogge-Director of Public Works, Harold Gladman-Director of Planning, Johnnie Ballew-Director of Public Safety, Billy Rogers-Park & Recreation Supervisor, Mike McGregor-Administrative Assistant, and Linda Fisch-Administrative Secretary. Visitors included Raymond Hooks, Gene Pearcey, Don Richards-Plainview Reporter News, Chuck Martin-KVOP Radio, Bill Bruder-KKYN Radio, Leward Hood-Plainview Daily Herald, and Charles Bechtold-KGNC Radio and KAMR TV. Invocation was given by Neal Williams. It was moved by Alderman Cross, seconded by Alderman Carpenter, to approve the appointment Of Mr. Charles King as a member of Area 2 of the Neighborhood Improvement Committee. Motion carried unanimously. Action was deferred on award of a contract for the purchase of one street sweeper until ~further study can be made. It was moved by Alderman Williams, seconded by Alderman Cross, to approve the minutes of the regular City Council meeting held December 10, 1974. Motion carried unanimously. Received for filing were copies of minutes of the Parks, Open Space, and Recreation Advisory Committee meeting held December 2nd; Housing Authority meeting held December 10th; and Electrical Board meeting hg!d December llth. It was moved by Alderman Browning, seconded by Alderman Garrison, to adopt MINUTES CITY COUNCIL REGULAR MEETING December 17, 1974 Page 2 Ordinance No. 74-1711, an ordinance establishing the rates for service for the Plainview Cable TV to become effective January 1, 1975. Motion carried unanimously. (A 50¢ increase in cost of additional outlet making total of $1.00.) Discussion was held on information concerning the,proposed fire contract between the City of Plainview and Hale County. It was moved by Alderman Browning, seconded by Alderman Carpenter, to authorize the Mayor to enter into contract with Hale County (upon their approval) based on the following Hale County Farm Bureau proposal: The Commissioner's Court of Hale County will pay to the City of Plainview the amount of $200 for each unit df~fire fighting equipment that is sent to a rural fire in Hale County in the year of 1975. After the year of 1975, the cost would either increase or decrease, based on the percentage of increase or decrease in the fire budget of the City of Plainview, using the same methods of determining the fire budget as in present use. The present plan and procedures in use for the Fire Department of Plainview to answer only rural fire calls that are properly placed through the Hale County Sheriff's Office should be continued. This will help eliminate the problem of Plainview fire equipment leaving the city limits of Plainview unnecessarily. Motion carried unanimously. This contract would be renewed on a year-to-year basis. Discussion was held on receiving tracts of land as gifts for use by the City of Plainview for park purposes by either direct use or sale with proceeds being designated for park improvement purposes. It was moved by Alderman Garrison, seconded by Alderman Williams, to adopt the following policy regarding the issue: 1. The City of Plainview will require that all taxes (city, school, county, andstate) be current. Before accepting the land, a committee appointed by the City Council will view the property to determine if value or potential is sufficient to take risk of acceptance. After land has been viewed as potentially acceptable, if no title is available, an application will be made for title insurance. Motion carried unanimously. Motion carried unanimously. It was moved by Alderman Williams, seconded by Alderman Carpenter, to adopt Ordinance No. 74-1714, an ordinance setting a date, time and place for a public hearing on the proposed annexation of certain property by the City of Plainview, Texas, authorizing and directing the Mayor to publish notice of such public hearing; and declaring an emergency (TRACT 2). Motion carried unanimously. It was moved by Alderman Williams, seconded by Alderman Carpenter, to adopt Ordinance No. 74-1715, an ordinance setting a date, time and place for a public hearing on the proposed annexation of certain property by the City of Plainview, Texas, authorizing and directing the Mayor to publish notice of such public hearing; and declaring an emergency (TRACT 3). B. Battle Uniform Company for Police Department equipment and uniforms. Motion carried unanimously. It was moved by Alderman Garrison, seconded by Alderman Browning, to adopt Appropriation Ordinance No. 74-1722 from the Revenue Sharing Account 427-680 in the amount of $46.20 payable to Roberson Drilling Company for a hole for traffic signal base at 6th & Austin (Hale County State Bank). Motion carried unanimously. It was moved by Alderman Williams, seconded by Alderman Cross, to adopt Appropriation Ordinance No. 74-1723 from the Revenue Sharing Account 427-816 in the amount of $76.58 payable to Hooper Motor Parts Company for fire fighting equipment for new fire booster 608-7. Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman Cross, to adopt Appropriation Ordinance No. 74-1724 from the Revenue Sharing Account 427-816 in the amount of $48.15 payable to Daffern Steel & Supply Company for fire fighting equipment for new fire booster 608-7. Motion carried unanimously. It was moved by Alderman Browning, seconded by Alderman Garrison, to adopt Appropriation Ordinance No. 74-1725 from the Revenue Sharing Account 427-816 in the amount of $420.57 payable to Higginbotham-Bartlett Lumber Company for fire fighting equipment for new fire booster 608-7.
